Cabinet Clears New Fuel Import Deals Worth Millions of Barrels

August 11, Colombo (LNW): The Government has given the green light to a fresh round of petroleum supply agreements aimed at ensuring a steady flow of fuel and crude oil to the Ceylon Petroleum Corporation (CPC) over the coming months.

The contracts, covering supplies from September 2026 through February 2027, were awarded after bids were assessed under a limited international competitive procurement exercise involving suppliers registered with the CPC.

Singapore-based Aditya Birla Global Trading (Singapore) Pte. Ltd. emerged as the successful bidder for two separate requirements. The company will provide 1.2 million barrels of 92-octane unleaded petrol, with a 5 per cent tolerance, during the six-month period from September 1, 2026, to February 28, 2027. Four companies submitted bids for the petrol contract.

The same supplier has also been chosen to deliver 2.8 million barrels of Murban crude oil, again with a 5 per cent tolerance. Those shipments are scheduled between November 1, 2026, and February 28, 2027, following the evaluation of four bids.

A separate contract for diesel has been awarded to Vitol Asia Pte. Ltd. of Singapore. The agreement covers 1.12 million barrels of diesel containing 0.05 per cent maximum sulphur, with a 5 per cent tolerance, for delivery from September 1, 2026, until February 28, 2027. Six bids were received for the diesel requirement.

The Cabinet endorsed the Energy Minister’s proposal after considering the findings of the High-Level Standing Procurement Committee. The committee recommended the successful suppliers on the basis that their offers were the lowest bids that met the required technical and procurement conditions.

The latest awards are expected to support the CPC’s efforts to maintain adequate fuel stocks and secure its petroleum requirements through the latter part of 2026 and into early 2027.
