September 22, Colombo (LNW): Parliament is scheduled to take a decisive vote on the proposed constitutional amendment at 7.00 p.m. on September 25, following a two-day debate on September 24 and 25, Cabinet Spokesperson and Minister Dr Nalinda Jayatissa announced on Tuesday.
Speaking at the weekly Cabinet media briefing, Jayatissa said the vote would take place shortly after MPs conclude their debate on the proposed changes.
The announcement comes after Parliament received the Supreme Court’s determination on the amendment earlier in the day. The court had considered whether the proposed changes would require approval through a referendum in addition to securing a two-thirds majority in Parliament.
Jayatissa said the Government had complied with the constitutional requirements governing the amendment process. He noted that interested parties had been given an opportunity to challenge the proposal before the Supreme Court and present their arguments to the five-member bench.
The Minister also addressed calls for public demonstrations over the court’s determination. While acknowledging the right of individuals and organisations to protest or express disagreement, he said demonstrations themselves could not trigger a referendum.
According to Jayatissa, the Constitution places the determination of whether a referendum is necessary with the Supreme Court. He also pointed out that the Bar Association of Sri Lanka had participated in the proceedings and made submissions before the court.
With the court’s determination now delivered to Parliament, the legislative process is moving into its next stage. MPs will debate the amendment over two days before voting on it at 7.00 p.m. on September 25.
Jayatissa added that those who oppose the court’s determination remain entitled to voice their concerns through parliamentary debate and lawful public demonstrations.
