Retired Major General Kamal Gunaratne has been summoned by the Criminal Investigation Department (CID) to record a statement with regard to a complaint received by the CID. He will go to the CID next Wednesday (11).
Kamal Gunaratne has been accused of assaulting and murdering an employee of the Embassy of Sri Lanka in Brazil when Kamal Gunaratne served as the Deputy Ambassador. The person who died from the incident, which took place in November 2013, is I. D. Nimal Rupasinghe.
Kamal Gunaratne was appointed as the Deputy Ambassador in 2012. Nimal Rupasinghe had told his daughter several times over the phone that Kamal Gunaratne is harassing him. On 2 November 2013, he had called his daughter for the last time and said that he is returning to Sri Lanka. But he did not return. It was later reported that he has died due to being kicked by a horse. However, when his daughter contacted the Foreign Affairs Ministry, she had been informed that her father had left without notice.
The cause of death was blunt force trauma to the head and Kamal Gunaratne has been accused of murder. Since this incident took place outside of Sri Lanka, there is a confusion whether Sri Lankan authorities can carry out an investigation. However, if the incident has taken place within the embassy premises, then Sri Lankan police are able to directly intervene.
It is reported that the CID is preparing to contact the Brazilian police and discuss the investigations they have carried out so far.
