A.S.P. Liyanage Sri Lanka's Ambassador to Qatar who is currently using his diplomatic status to terrorize his own community of Sri Lankan expatriates in Doha, is now on the verge of clinically stealing approximately Qatar Riyals 6 million that belongs to the Stafford Sri Lankan School Doha.
Last morning a Sri Lankan national named Don Roshan Balasooriya employed at Alba Ilulia as a Finance Manager in Qatar along with two other Sri Lanka Embassy officials Dhawood Amanulla and Ruwan Dananasooriya Don submitted a suspicious set of documents to the Commercial Bank of Qatar in their quest to have the names of the bank account signatories belonging to Stafford Sri Lankan School Doha changed.
The Commercial Bank Account belonging to Stafford Sri Lankan School Doha currently has approximately Qatar Riyals 6 million.
Commercial Bank of Qatar staff were left perplexed as the trio approached the bank under the guise and blessings of the Sri Lanka Embassy in Qatar and with the full authority obtained from its Ambassador A.S.P. Liyanage to do so.
A bank official speaking to Lanka News Web on condition of anonymity said "The set of documents submitted to the bank requires to be scrutinized as it is publicly now known here in Qatar that the Sri Lankan Embassy is embroiled in an ugly spat with the current account holder which is Stafford Sri Lankan School Doha. Commercial Bank follows and maintains proper international banking laws at any given time. These people could be from any embassy but the documentation has got to be in order before any progress could be made in changing the signatories".
Lanka News Web is currently in the possession of the entire set of documents that was lodged with the bank by this trio of Sri Lankan nationals.
Exhibit 1 - Establishment Card
This card bears the name of the Ambassador who goes by the name of Panagoda Don Liyanage. Other names mentioned on the card are the same three individuals Don Roshan Balasooriya and embassy officials Dhawood Amanulla and Ruwan Danansooriya Don.
The question is how did the names change on the Establishment Card when it belongs to the Local Sponsor of the Stafford Sri Lankan School Doha, Yusuf Fridoni

The document is in Arabic. The same question arises, how did the change of name take place when it belongs to the Local Sponsor of the Stafford Sri Lankan school Doha Yusuf Fridoni?
Exhibit 3 - Letter to Commercial Bank on School Letter Head
The School Letterhead states ' Sri Lankan Community School'. It refers to the account name as ' Sri Lankan School' and owned by Stafford Sri Lankan School Doha. Three different names of Schools explained in the same letter.
The letter states that the 'Sri Lankan Doha School' comes under the supervision of the Embassy.
The name of the school is incorrect and also the Embassy states that it does not own the school but merely supervises it.
Earlier President Maithripala Sirisena who summoned both the Ambassador Liyanage and the School's Chairman Fonseka and Board of Trustees promised that he will intervene and provide a solution to this issue. Letters were also served through the Ministry of Foreign Affairs for both parties to refrain from taking any steps further. However as the School Authorities are adhering to President Sirisena's instructions, Ambassador Liyanage has commenced his witch hunt.
Surprisingly President Maithripala Sirisena has now continued to remain silent and permits Ambassador Liyanage to exercise his diplomatic powers and do as he pleases.
A concerned parent of a child who studies at Stafford Sri Lankan School Doha said "Ambassador Liyanage is a businessman back in Sri Lanka and has multiple court cases for alleged land sale fraud. Doctoring these documents is nothing for a man like him as he is known to have forged land deeds and sold a single property to multiple buyers."
A Stafford Sri Lankan School Doha employee speaking to Lanka News Web on condition of anonymity said " in 2011 the Chairman of Stafford Sri Lankan School Doha invited the then Ambassador Vijayasiri Padukkage to be the patron of the school and also wished the school to come under the auspices of the Sri Lanka Embassy. They provided a written letter to Ambassador Padukkage. The Ambassador also then provided a letter in return stating that the Sri Lanka Embassy will have no active role to play in the the school and that all executive powers will remain with the Chairman and the Board of Trustees of the school. However that arrangement never materialized as the power of attorney provided was never authorized by the relevant government ministry in Qatar. Now Ambassador A.S.P.Liyanage has been flaunting those old letters and has been telling all the government authorities here in Qatar that the Embassy owns the school. This is a blatant lie. Sadly the authorities here are also accommodating all Ambassador Liyanage's requests as he continues to misuse his diplomatic privileges. Earlier in the latter part of 2017, the local sponsor of the school Yusuf Fridoni officially wrote a letter to the Sri Lankan Embassy and provided them 30 days to meet him if the Embassy was interested in changing the name on the Company Registration. With the said period of 30 days lapsing the local sponsor never transferred the name of the school to the embassy thereafter. Currently the school belongs to Yusuf Fridoni and is constitutionally governed by Chairman Fonseka and a Board of Trustee. Ambassador Liyanage is now continuing to do employ similar land scam tactics that he has now become so famous for."

Whilst he Stafford Sri Lankan School Doha has been run by a constitution since its inception 18 years ago, Ambassador A.S.P. Liyanage has gone on to appoint Roshan Balasooriya as the Chairman of Sri Lankan Community School. This is after he forcibly took over the keys belonging to the Stafford Sri Lankan School Doha and continues to currently illegally occupy its premises.
Meanwhile a few days ago Ambassador Liyanage using his diplomatic powers, informed the Ministry of Interior that he wishes to have Chairman Fonseka deported if he does not provide a letter endorsing that he will not have anything to do with the school which he founded and chairs since 2001.
Chairman Fonseka had no choice but to provide a letter giving into the demands of Ambassador Liyanage.
" We have no words to describe what we our going through here in Qatar with this bullish Ambassador Liyanage. He simply could just do as he pleases and no one can do anything about what he does. This is nothing but pure thuggery and nothing short of state terrorism"
The Sri Lankan expatriate population is left stunned in Doha as to why the Foreign Minister Tilak Marapone is continuing to remain mute whilst his appointed Ambassador Liyanage is running amok here in Qatar.
Besides the ugly scenes taking place in Qatar it has also now brought very bad publicity to Sri Lanka as a country in whole.
