EU Urges Swift Action from Sri Lanka to Secure GSP Plus Benefits

Denis Chaibi, the European Union (EU) Ambassador to Sri Lanka, has emphasized the critical importance of expediting efforts towards global integration for Sri Lanka. The country’s future prospects could be at risk of falling behind regional counterparts if it loses access to the GSP Plus scheme, Chaibi warned.

In a recent address at a breakfast meeting organized by the Ceylon Motor Traders Association in Colombo, Chaibi highlighted the immediate need for Sri Lanka to capitalize on the present opportunity provided by the GSP Plus. He underscored that the scheme currently serves as a key channel for integrating Sri Lanka into crucial markets, and failing to seize this chance could lead to a significant disadvantage for the nation.

Chaibi emphasized that trade integration in South Asia remains relatively low, making it imperative for Sri Lanka to actively pursue comprehensive free trade agreements (FTAs) to bolster its position. He warned that once Sri Lanka loses GSP Plus status, the country would face restricted market access, exacerbating the absence of comprehensive trade arrangements.

Notably, recent developments indicate a positive outlook for Sri Lanka’s access to the EU markets. The European Commission has proposed a four-year extension to the existing GSP Plus scheme, extending it until December 31, 2027. This extension is attributed to ongoing negotiations between EU co-legislators regarding the new GSP Plus arrangement.

This extension is poised to secure Sri Lanka’s continued preferential access to EU markets under the existing framework until 2027, granting the country valuable time to strategize and enhance its trade integration efforts.

In a broader context, the EU had been expected to adopt a new cycle of the EU GSP regulation for the years 2024 to 2033. The new regulation was scheduled to take effect from January 1, 2024, covering the next decade and signaling an opportunity for Sri Lanka to solidify its trade relationships and economic positioning on a global scale.

President Wickremesinghe Aims to Boost Sri Lanka’s Tourism Industry with Bold Initiatives

In a bid to transform Sri Lanka into a thriving tourist hotspot, President Ranil Wickremesinghe has taken decisive steps to propel the nation towards attracting an impressive 5 million visitors annually. During a pivotal meeting at the Presidential Secretariat on August 17, President Wickremesinghe engaged with a committee tasked with evaluating the progress of Sri Lanka’s tourism industry enhancement program and formulating strategies to establish the country as a premier global destination.

The President’s Media Division (PMD) reported that comprehensive plans were meticulously discussed during the meeting, spanning short, medium, and long terms. These plans focus on enhancing the allure and comfort of Sri Lanka for tourists from around the world.

President Wickremesinghe’s proactive stance was evident as he inquired about ongoing plans and the involvement of the private sector in boosting the nation’s tourism sector. Officials provided detailed insights into current initiatives and emerging trends, underlining their commitment to fostering tourism growth.

Guided by recommendations from the committee dedicated to elevating Sri Lanka’s status as a top-tier tourist destination, the Ministry of Tourism, along with its affiliated bodies, is crafting a strategic roadmap up to 2025. Impressively, 95% of this comprehensive plan has already been accomplished, according to the PMD.

Further underscoring his commitment to enhancing the tourism landscape, President Wickremesinghe instructed officials to collaborate with the private sector in identifying an optimal location for a prestigious hotel school in Sri Lanka. This move is aimed at nurturing local talent and elevating the quality of hospitality services.

To expand lodging options for tourists, President Wickremesinghe issued additional directives, including a thorough investigation into currently underutilized buildings and historic bungalows. In tandem, a program will be explored to unveil hidden gems and conceive novel projects in tourist-centric regions.

In pursuit of fostering an environment conducive to investment, the President unveiled a comprehensive plan that involves the establishment of an Investment Infrastructure Corporation, accompanied by the creation of a decision-making council. Recognizing the importance of Provincial Tourism Boards across all nine provinces, President Wickremesinghe advocated for the formation of regional committees under each board.

Minister of Tourism and Lands, Mr. Harin Fernando, disclosed that a series of dynamic tourism promotion initiatives have been devised ahead of the upcoming Asian Cup. He emphasized the untapped potential in the Central and Uva provinces, particularly highlighting the pristine air quality in the Central Province. Spells of showers expected in several districts

Several spells of showers may occur in Galle and Matara districts and a few showers will occur in Western and Sabaragamuwa provinces.

Mainly fair weather will prevail elsewhere over the Island.

Fairly strong winds about (40-45) kmph can be expected at times in Northern, North-Central and North-Western provinces, and in Trincomalee and Hambantota districts.

Introduction of Indian Navy Dornier into Sri Lanka Air Force

       In commemoration of the 77th Independence Day of India and the strengthening of India- Sri Lanka relations, the Indian Navy Dornier aircraft was handed over today to the Sri Lanka Air Force. The High Commissioner of India, H.E. Gopal Baglay ceremonially handed over the aircraft to Mr. Sagala Ratnayaka, the Chief of Staff and Senior Adviser to the President on National Security at a solemn event at SLAF Base Katunayake. The event was also attended by senior officials from Sri Lanka Air Force and the Defence Adviser of India. The India-made Dornier is the second such aircraft to be deployed with SLAF on lease under Government of India grant. It replaces the first Indian Navy Dornier aircraft which returned to India for scheduled maintenance after one year of service since its ceremonial handing over to H.E. Ranil Wickremesinghe, President of Sri Lanka, exactly one year ago, on 15 August 2022.

2.     The induction of state of the art Indian Navy Dornier Maritime Reconnaissance aircraft would exponentially increase the surveillance capability of Sri Lanka and would be force multiplier for the Sri Lanka Air Force. High Commissioner, H.E. Gopal Baglay highlighted that India has remained committed towards capacity building and sustained development of Sri Lanka Defence forces, as a reflection of the vision of Prime Minister Shri Narendra Modi of Security and Growth for All in the Region (SAGAR). He also mentioned that this engagement would be further cemented by sourcing of additional Dornier aircraft by Sri Lanka with Indian assistance in the future.

3.     The arrival of the Indian Navy reconnaissance aircraft is indicative of the growing cooperation and friendship between the two nations. In his remarks, H.E. Gopal Baglay emphasised that the Indian Navy Dornier deployed last year made significant contribution towards maritime reconnaissance and SAR missions. The aircraft’s operational availability was impressive and was able to streamline the SOPs between the two services. He further highlighted that securing our seas through the induction of this aircraft, will help in creating a peaceful environment for progress & prosperity of the people of our two nations and is symbolic of the high priority accorded to Sri Lanka as part of India’s ‘Neighbourhood First’ policy.

4.     The Dornier aircraft with its advanced sensor fit would provide the Sri Lanka Air Force with improved capability to tackle common security challenges in the region such as Drug & Human Trafficking, Smuggling and Search & Rescue. It may be recalled that Maritime Security has been identified as a key pillar of the Colombo Security Conclave and induction of this platform into the Sri Lanka Air Force would positively contribute towards keeping the vast EEZ of Sri Lanka free from maritime threats.

Parliament Secretary General refutes reports on pillows, mattress inside Committee Room

Colombo (LNW): The Parliament of Sri Lanka vehemently denied the reports on pillows and mattresses being found inside a Parliamentary Committee room, stating that they are completely false.

In a statement, Secretary General of Parliament Kushani Rohanadeera said the media reports being circulated that two pillows and a mattress were found in a Parliamentary Committee room are completely false.

A committee consisting of three senior officials has been appointed to conduct a preliminary investigation into the reports published in media on July 30th 2023 and along the said date, regarding the Housekeeping Department of Parliament and an investigation is already underway, the Parliament Secretary emphasised.

She went on saying that at present, an officer who has been accused of the aforesaid issue has been suspended, and that the Parliamentary staff have been given the opportunity to meet the relevant committee members personally or to inform them about the related matters through telephone or e-mail.

Rohanadeera further noted that an internal circular has been circulated that information can be submitted to the Secretary General and Assistant Secretary General of the Parliament in addition to the relevant committee members.

Relevant committees are currently being probed impartially and strict action will be taken if an allegation against any officer is confirmed, she added.

Water supply restricted in some areas amidst dry weather: NWSDB

Colombo (LNW): The supply of water may be restricted in several districts due to the prevailing arid weather conditions, announced the National Water Supply and Drainage Board (NWSDB).

The distribution of water in several districts, including Kandy, Moneragala and Kurunegala, accordingly, will be taken place as per a schedule, facing restriction, said NWSDB Deputy General Manager Anoja Kaluarachchi.

PMD: President Ranil Wickremesinghe announced plans to introduce a modernised education system in the country that can effectively address upcoming global challenges and incorporate modern technology. He highlighted the critical role of science and technology in various sectors of the world economy. Notably, he pointed out that areas such as artificial intelligence, robotics, energy storage, blockchain technology, and genome science have significant impacts on the global economy.

President Wickremesinghe made these remarks during the 2019/2020 annual prize giving ceremony at Anula Vidyalaya in Nugegoda yesterday (16). He stressed the importance of moving forward collectively towards the future, steering away from political traditions fixated on the past. He underlined that progress for the country depends on embracing a novel education system.

During the event, President Wickremesinghe also honoured accomplished female students from Anula Vidyalaya, Nugegoda who excelled in the recent advanced level examination. He expressed gratitude towards the dedicated teachers and was presented with a commemorative gift by the school’s principal, marking the historic occasion of a President visiting Anula Vidyalaya in Nugegoda.

Further addressing the gathering, President Ranil Wickremesinghe extended his appreciation to the teachers and students, acknowledging the substantial progress of Anula Vidyalaya. He reflected on the school’s humble beginnings and its transformation into one of the country’s leading educational institutions. Emphasising the school’s role in shaping future generations, he highlighted the evolution of the education system over the past five decades.

“During the time of President J.R. Jayawardena, the education landscape primarily consisted of textbooks. However, today’s educational paradigm has integrated the use of cell phones and computers. This evolution also extends to the realm of transportation, as the concept of electric vehicles was non-existent in the past, but now they are an integral part of society. The rapid advancement of science and technology is evident, necessitating a contemporary education system to thrive in this environment.

It’s evident that a country’s progress hinges on an education system that aligns with societal needs. To construct a prosperous nation, it’s imperative to nurture a promising future generation. Education stands as the cornerstone for laying the foundation to empower this generation to surmount challenges.

The need of the hour is an education framework that is forward-thinking and future-oriented. Our nation must be equipped to confront the potential challenges arising from climate change. The global phenomenon of climate change warrants meticulous study, as exemplified by the current environmental crises in Europe. The United Nations’ decision to advance the climate change agenda’s implementation by a decade, due to the urgent nature of the issue, underscores the gravity of the situation. Nations worldwide are gearing up to fulfil the climate agenda by 2040, a decade ahead of the original 2050 timeline.

The modern world economy thrives on various sectors driven by scientific and technological advancements. Artificial intelligence, robotics, energy storage, blockchain technology, and genome science represent just a fraction of the fields influencing the global economy. It’s paramount that we ready ourselves for these transformative shifts.

Economists project that the integration of these technologies could contribute a substantial $300 to $700 trillion to the global economy by the mid-21st century. The world is progressing within this economic trajectory, necessitating our proactive preparedness.

Much like the readiness exhibited towards the apparel industry in the 1970s and 80s, we must now embrace these emergent technologies. This calls for a fundamental overhaul of our education system. A proliferation of universities specialising in these domains is imperative. Furthermore, proficiency in languages such as English, Chinese, and Hindi is vital. Schools and higher education institutions must be established as centres of knowledge dissemination in these fields. Consequently, our strategy encompasses the establishment of non-state universities alongside state institutions. A scheme akin to the subsidised loan systems abroad has been devised to enable students to pursue education in non-government universities without financial constraints interrupting their academic pursuits.

Today, you belong to the Gen Z generation. The succeeding generation, referred to as Gen Alpha, must be equipped to navigate a vastly transformed educational landscape, possibly acquiring knowledge through mobile devices. This paradigm shift in education necessitates our proactive adaptation.

While politicians tend to focus on past matters, as students, our attention should be on the present. Yet, we set our sights on the future, compelling us to recalibrate our approach and surge ahead. Those tethered to historical perspectives must be bridged to the present, where insights into the future are attainable. Without modifying our educational framework, our prospects appear bleak. Progress is only conceivable through the adoption of a novel educational system.

While factories, edifices, and thoroughfares can be constructed, the absence of education jeopardises our future. Thus, as a government, we are resolute in our commitment to institute a fresh education system, ushering in a promising future for our nation.”

In attendance at this event were Minister of Education Dr. Susil Premajayantha, Minister of Transport, Highways, and Mass Media Dr. Bandula Gunawardena, Minister of Wildlife and Forest Conservation Pavitra Wanniarachchi, President’s Senior Advisor on National Security and Presidential Chief of Staff Mr. Sagala Ratnayaka, Members of Parliament Jagath Kumara and Major Pradeep Undugoda, along with Governor of the Western Province Air Marshal Roshan Gunathilaka. CBSL issues today’s (17) official exchange rates

Colombo (LNW): The Sri Lankan Rupee indicates a slight depreciation against the US Dollar today (17) in comparison to yesterday, as revealed by the official exchange rates list issued by the Central Bank of Sri Lanka (CBSL).

Accordingly, the buying price of the US Dollar has increased to Rs. 314.78 from Rs. 314.45, and the selling price to Rs. 327.87 from Rs. 327.82.

Meanwhile, the Sri Lankan Rupee has slightly appreciated against several other foreign currencies including Gulf currencies.

However, the LKR value indicates depreciation against Pound Sterling.

Jordan forces arrest seven Sri Lankans for attempting to illegally enter Israel

Colombo (LNW): The Jordanian Army seized seven Sri Lankan national who attempted to illegally enter Israel on Wednesday (16), according to Jordanian Army’s official website.

These Sri Lankans were arrested by border forces and handed over to the relevant authorities, according to the report.

The Jordanian-Israel border has witnessed several instances in which infiltration took place over the years by people coming from various countries including Africa, Asia and Turkey seeking employment in Israel, and the forces continue to deal firmly to crack down such attempts.

52 people illegally infiltrated from Jordan last year and 23 did so in the first quarter of 2023, Israeli authorities said.
