Ship carrying urea to arrive in SL on July 06

The ship carrying a consignment of urea fertiliser required for the Yala Season is due to arrive in the island on July 06, revealed Agriculture Minister Mahinda Amaraweera, speaking to the briefing held on announcing Cabinet decisions today (21).

Accordingly, 65,000 metric tonnes of urea fertiliser will be received under the Indian credit line, he noted.

Fertiliser arriving from Oman to India will be unloaded on Sri Lnaka, and the Minister added that these stocks will be packaged and handed over to the farmers as soon as possible.

‘Bankrupt’ Sri Lanka reduces minimum age to 21 for foreign employment

Crisis-hit Sri Lanka on Tuesday reduced to 21 the minimum age at which women can go abroad for work and earn much-needed dollars for the bankrupt economy.

Colombo imposed age restrictions on women working overseas in 2013 after a 17-year-old Sri Lankan nanny was beheaded in Saudi Arabia over the death of a child in her care.

Following outrage over the execution, only women older than 23 were allowed to go abroad, while for Saudi Arabia the minimum age was set at 25.

But with Sri Lanka in its worst economic crisis since independence, the government on Tuesday eased the rules, including for Saudi Arabia.

“The cabinet of ministers approved the decision to lower the minimum age to 21 years for all countries given the need to increase foreign employment opportunities,” spokesman Bandula Gunawardana told reporters.

Remittances from Sri Lankans working abroad have long been a key source of foreign exchange for the country, bringing in around $7 billion per year.

This number dived during the coronavirus pandemic to $5.4 billion in 2021 and was forecast to drop under $3.5 billion this year because of the economic crisis.

More than 1.6 million people from the nation of 22 million work abroad, mainly in the Middle East.

The South Asian country’s foreign currency reserves are so low that the government has restricted imports even of essentials including food, fuel and medicine.

Appeal Court denies Johnston Fernando’s writ

The Court of Appeal today (21) denied the writ petition filed by former Minister Johnston Fernando demanding an enjoining order barring his arrest.

Fernando was accused of escalating the unrest occurred on May 09 where a brutal assault was launched on peaceful demonstrations held in Galleface and in front of Temple Trees by pro-Rajapaksa protesters, and several complaints were lodged in the Police against the Ruling Party MP.

Knowing the probability of being arrested, Fernando lodged a writ before the Appeal Court demanding an enjoining order barring any arrest.

Supreme Court rules certain clauses in 21A unconstitutional

The Supreme Court has ruled that some of the clauses in the proposed 21st Amendment to the Constitution to be unconstitutional.

The Supreme Court’s interpretation on the 21A was tabled in Parliament and presented by Speaker Mahinda Yapa Abeywardena.

Accordingly, the Supreme Court has ruled that the provisions in question must be passed via a two-thirds majority in Parliament and a referendum.

Parliament closed due to fuel crisis!

The Parliament affairs will be held only today (21) and tomorrow (22) due to the ongoing fuel crisis.

The decision was made when the Parliament working committee was convened this afternoon.

Accordingly, the convening of Parliament will be postponed indefinitely after tomorrow’s session. The date of reconvening will be announced later.

Clash at fuel queue in Vaviniya – five hospitalised

Five people injured during a clash occurred at a fuel queue in Andiyapuliyankulama, Vavuniya have been admitted to Settikulama Hospital.

An argument between a group of people waiting in line to get fuel led to the clash, where an angry person attacked the queue with a sword, injuring five.

One person’s situation is reported to be critical.

Two suspects were arrested by the Police.

IMF team holds talks with SL PM in parallel to debt advisers consultations

Representatives from Sri Lanka’s financial and legal advisors, Lazard and Clifford Chance LLP now in Colombo have started their preliminary observations of the island nation’s debt restructuring amidst the country’s worst economic crisis , Finance Ministry sources said.

Talks with creditors and bondholders are due to take place in the coming weeks ,a senior ministry official said that it is a time consuming affair as itt will take at least a year to successfully complete Sri Lanka’s external debt restructuring process

Debt restructuring talks will be a precursor for IMF staff-level agreement and expedite IMF board of Directors approval for lending arrangement and financial disbursements, he added.

In the backdrop of the international financial and legal advisors preliminary observation process , the ten member IMF team began their discussions with Prime Minister and Finance Minister Ranil Wickremasinghe in Colombo on Monday morning.

Sri Lanka expects $ 4-5 billion in loan assistance from the International Monetary Fund. Earlier, Prime Minister Ranil Wickremesinghe had stated that the loan assistance from this fund would enable Sri Lanka to obtain assistance from other countries.

The IMF team is now in Colombo during their visit seven day viist from June 20-30 to continue discussions on an economic program that could be supported by an IMF lending arrangement, building on the progress made during the May 9-24 virtual mission.

The IMF reaffirmed their commitment to support Sri Lanka at this difficult time, in line with the IMF’s policies

The IMF team is on a visit to the island for talks on a bailout economic programme as Sri Lanka is facing its worst financial crisis

“Even if a staff-level agreement is reached, final programme approval will be contingent upon assurances that official creditors, including China, are willing to provide adequate debt relief,” said Patrick Curran, senior economist at U.S. investment research firm Tellimer.

Australia to assist SL to tackle economic crisis within IMF framework

Australia’s Minister for Home Affairs Clare O’Neill assures her willingness to provide assistance to increase government revenue and also help in the success of the sustainable Energy Generation Programme through the experience in customs administration.

She gave this assurance when she met President GotabayaRajapaksa in Colombo on Monday 20.

She also said that her government is ready to assist in the regulation of fishermen, the promotion of vocational and technical education and to make Sri Lanka a hub for higher education for international students, the statement added.

Australia’s Minister for Home Affairs Clare O’Neill has said that the Australian government will assist Sri Lanka in overcoming the present economic crisis in compliance with the framework of the International Monetary Fund (IMF).

Sri Lankan Prime Minister Ranil Wickremesinghe held discussions with Australia’s Minister of Home Affairs, Clare O’Neil, on Monday (20) at the Prime Minister’s office.

The Minister expressed Australia’s continued support for Sri Lanka and the Sri Lankan Government’s efforts to stabilize the economy.

The Prime Minister explained that Sri Lanka was focused on developing an export oriented economy which would be opened up to investments from overseas.

Minister O’Neil said that the Australian Government was interested in promoting Australian investments in Sri Lanka, while also continuing to drive up Australian tourism to Sri Lanka.

While explaining that her Government was preparing to develop its shipping lines, the Minister explained her administration’s policy regarding maritime security and human smuggling.

The Prime Minister stated that the Sri Lankan Government and its security forces remained committed to ensuring a halt to human smuggling.

The Home Affairs Minister also extended an offer to assist Sri Lanka with restructuring and further developing the Department of Customs.

The Prime Minister extended his thanks to the Australian Government for providing a $50 million development-assistance package to Sri Lanka.



Mrs. Claire O’Neill, who is on an official visit to Sri Lanka, made these remarks when she called on President Gotabaya Rajapaksa at the President’s House in Colombo, today (20), according to President’s Media Division.

The “Zero Chance” campaign for illegal migration and human trafficking was the policy of the previous Conservative Government of Australia. She stated the same was the policy of the new government too, which represents the Labour Party.

President Rajapaksa explaining the steps that he had taken when he was the Defence Secretary to prevent illegal migration said that the Navy is taking such actions as are necessary to prevent illegal migration, the PMD reported.

President Rajapaksa appreciated the support of the Australian Government in providing naval, technical and material assistance and noted that the two countries were working closely together.

Australia is on high alert for security in the Indian Ocean. President Rajapaksa stated that the Sri Lankan government would extend its fullest support to maintain the Indian Ocean as a Security Zone.

It was also revealed that around 50 Navy personnel are currently in Australia for special training. The President commended such training opportunities and their cooperation with the Sri Lankan security forces.

Excise Department goes for digitisation to improve tax revenue

Sri Lanka’s Excise Department is in the process of enhancing revenue collection and strengthening tax administration with the aim of contributing much needed cash for state coffers in the severe economic crisis, top official of the department said.

It has collected Rs. 80 billion up now this year from the set target of Rs.180 billion even during the period of economic difficulty tiding over the present crisis, Commissioner General of Excise M.J. Gunasiri said..

The Department has been able to increase its revenue to Rs.140 billion in 2021 from Rs.121 billion in 2020; he said adding that the tax administration has been strengthened.

The Department has broadened the scope of digitalised sticker system from a paper-based sticker system implementing both systems to cover importers and local manufacturers depending on their scale of production.

With the introduction of the system, liquor tax revenue has increased significantly during January to April 2022 due to lessening of revenue leakage, he added.

The Department of Excise will also continue its digitisation process by incorporating an IT managed revenue system with the implementation of the foolproof sticker and digital image system for liquor and liquor-based products.

93 percent of total tax revenue came from six leading liquor companies in the island and there was no tax loss or default at present or in the past, he disclosed.

With the aim of preventing adulterated or illicit liquor entering in to the market, Excise Department has taken measures to introduce standards for locally manufactured liquor and strict monitoring and inspection process will be carried out to find vendors violating it, he revealed.

The process of issuing liquor licenses is being continued as it will minimise the industrial corruption attempts like adulterating or selling substandard liquor, he said.

The Department of Excise, Government Analyst Department, Sri Lanka Standard Institution, Industrial Technology Institute as well as members of the local liquor industry collaborated to introduce the new set of standards for all the alcoholic beverages in the country, he pointed out.

It will expedite the process of system automation by incorporating IT managed revenue system instead of the currently using manual revenue system to better facilitate revenue collection and revenue administration.

A Revenue Risk Management System (RRMS) and Excise Revenue Management System (ERMS) will be introduced soon for domestic licensed liquor producers which were already introduced for the licensed liquor importers to strengthen the revenue administration.

Former President Sirisena’s comment on pardoning Royal Park Killer raises controversy!

Former President Maithripala Sirisena speaking to TV Derana yesterday (20) raised controversy over the pardoning of the murder convict responsible for the Royal Park killing, saying that Athuraliya Rathana Thero continued to press for the pardoning of the youth and that he did not receive a single cent in the process, but someone else had collected a sum of money from the convict’s family.

“How the events involving the Royal Park Killer are perceived by Society is entirely wrong. That being said, this youth served a twelve year-prison sentence at the time of being pardoned. His conduct throughout this 12 year-period was good. No President may have ever visited prisons as much as me. These prisons are a hell. Been there, I have pardoned 700 – 800 prisoners at once for Vesak, for the Independence Day. Because there are young people of 18 – 19 years of age. Very sad to see.

As I was releasing them by visiting the prisons, one day Athuraliye Rathana Thero paid a visit to me. He did not come alone. Without informing me, he came along with the family members of the Royal Park youth. They came to the residence on Paget Road. They brought a huge bundle of letters and said that their son had been serving for 12 years and that he had done nothing wrong since. They also said that he had completed his degree and that he had registered and was studying for his post graduate. So they made a request to grant him pardon. I did not give in to this request at all. I kept silent. I had never seen this young man before.

After that, even without my knowledge, Rathana Thero visited my place with the Royal Park family from time to time. Sometimes at 8 – 9 pm at night. The Thero pressed that this be done somehow. If truth be told, I do not know why he was so keen to do it. Even that family was Christian. I do not know what the connection between them and the Thera was. Then, the late Baddegama Samitha Thero also visited me and handed over a letter. Among the bundle of letters submitted by Rathana Thero and others were many letters from certain bishops, retired judges and chief Bhikkus of certain temples. Then, the family members along with Rathana Thero did not leave me alone. Then I responded that I may forward the matter to the Justice Ministry.

The letters were forwarded to the Ministry. There is an organisation within the Justice Ministry for prisoners. There are professors in it; about 7 – 9 members, if I remember correctly. The committee forwarded these letters to the Prison Commissioner. That is the standard procedure. He checked the letters and told the Justice Ministry that this youth’s conduct was good and therefore his pardon was recommended. Then the Justice Ministry too informed me that his pardon was recommended. As I asked my lawyers of the Presidential Secretariat regarding the matter, they too told me that there was nothing wrong with doing it. Then I signed. That was what happened.

After some time, many wrong speculations spread across Society. Some of them claimed that I got Rs. 05 crores, Rs. 800 crores for the release of this young man. So I told the then intelligence officials to look into this matter. Upon probe it was revealed that a commission had actually been paid to a ‘certain’ party. I did not collect a single cent from the affair. Those who had been keen of this affair must have collected a commission. But as I was preparing to conduct further probes, many issues began to surface. Those who had visited me began to behave in unpredictable ways. Then I gave up on the matter. Even my children blamed me for putting weight on this ‘garbage.’ So, even I can see that there was something wrong committed. But I have never gained a single cent.”
