US destroyer involved in 2017 deadly accident arrives in Sri Lanka

USS Fitzgerald (DDG-62), an Arleigh Burke-class destroyer in the US Navy, which in 2017 was involved in a deadly accident killing 7 sailors, arrived in Trincomalee today.

The Sri Lanka Navy welcomed the visiting ship in compliance with naval traditions.

The 160m long destroyer is commanded by Commander D.J. Catteral and the ship is manned by a 300 member crew.

The crew of USS Fitzgerald (DDG 62) is expected to take part in several programmes organized by the Sri Lanka Navy to promote camaraderie and exchange best practices between both navies. The ship is scheduled to depart the island on 16th March.

On June 17, 2017, the Fitzgerald was sailing off the coast of Japan, approximately 64 miles southwest of Yokosuka, when it collided with the Philippine-flagged cargo ship ACX Crystal.

The accident caused significant damage to the destroyer’s superstructure and hull. A large puncture below the waterline flooded three compartments, and the captain’s cabin was destroyed.

A Navy investigation into the collision cited crew exhaustion, skipped certifications, poor watch-standing and training and manning problems among the causes of the collision, which the report found was preventable.

Navy officials ultimately relieved the ship’s two senior officers and a senior enlisted sailor, while also holding numerous officer and enlisted watch-standers accountable for the accident

Sri Lanka to fast track  Free Trade Agreement (FTA) with China soon

Sri Lanka is set to fast track a Free Trade Agreement (FTA) with China; following trade talks between the two countries hit a snag in 2018 under the previous administration.

This was  because Beijing disagreed with Colombo’s demand for a review of the deal after 10 years according to officials closely connected with FTA negotiations.

During The previous regime, has tried arriving at a consensus pro-Chinese investment policy, concerns raised as  such investments were driving the country of 21 million people deeper into debt and undermining its sovereignty, prompting greater scrutiny of deals with China, he said. 

Sri Lanka consumers and businesses import more goods from China than it at the moment, some of which are inputs for exports to third countries.

Ministerial level discussions about an FTA agreement have not been held since March 2017 while lower-level discussions between officials have made little progress after the deadlock over a 10 year review,he disclosed.

However a new Cabinet Sub Committee has proposed fast tracking a Free Trade Agreement (FTA) with China.

The three Cabinet Sub Committees, which were appointed by the President last month to negotiate with China, Japan and the Middle East Region on economic matters met for the first time on 9 and 10 March 2022.

These committees have been brought under the Chairmanship of the Minister of Foreign Affairs Prof. G.L. Peiris, the Foreign Ministry said.

Commencing its task, the Cabinet Sub Committees convened the initial meetings with the participation of Cabinet Ministers Bandula Gunawardena, Namal Rajapaksa, Ali Sabry, Ramesh Pathirana and Johnston Fernando, who function as the Members of the Sub Committees.

The Committees were appointed based on a Cabinet Memorandum presented by the Minister of Finance Basil Rajapaksa, under the theme “Economy 2022 and the Way Forward” to negotiate with countries from which essential food items, raw materials and industrial goods required for the export-oriented industries are imported to the country, with a view to identifying alternative methods of importing such goods.

Prof. Peiris, outlined that the President has appointed the Cabinet Sub Committees to explore an economic way forward in collaboration with reliable trading partners to create a facility that supports trade.

Secretaries and senior officials of the relevant Ministries briefed on various matters such as issues related to trade, employment and foreign remittances.

The Cabinet Sub Committee on China was briefed on the current progress related to the ongoing negotiations in respect of the proposed China – Sri Lanka Free Trade Agreement, while the Committee agreed to fast-track the possible next steps in consultation with the relevant stakeholders at the earliest.

The Sub Committees have directed the relevant officials to obtain a list of urgent requirements from all Ministries and agencies, which Sri Lanka may solicit from partner countries, to achieve economic stability and quick progress. 

China has signaled the desire to re-start a stalled Free Trade Agreement talks with Sri Lanka to boost exports and come out of an economic crisis, during a visit of Foreign Minister Wang Yi, Chinese Embassy sources said. 

Free trade talks between China and Sri Lanka hit a hurdle in 2018 under the last administration because Beijing disagreed with Colombo’s demand for a review of the deal after 10 years according to officials familiar with the issue.

Officials of the previous government had said that China wanted zero tariffs on 90 percent of goods the two countries sold to each other as soon as an agreement was signed while Sri Lanka wanted it to start with zero tariffs on only half of the products concerned and expand gradually over 20 years.

Participation of Indian pilgrims at the annual St. Anthony’s Festival, Kachchateevu

Close to 100 Indian pilgrims, comprising mainly fishermen and priests, took part in the annual Festival at St. Anthony’s Shrine in Kachchateevu on 11-12 March 2022. A similar number of pilgrims from Sri Lanka also took part in the Festival. Consul General of India, Jaffna Raakesh Natraj and other officials of the Consulate were special invitees.

2.     Hon’ble Douglas Devananda, Fisheries Minister, Sri Lanka greeted the pilgrims on their arrival at the Island. A late evening mass was held on the same day after special Prayers for the pilgrims to mark the Festival. A special Mass dedicated to St. Anthony of Padua, the patron Saint of Fishermen was conducted by priests from India and Sri Lanka on 12 March 2022. This was followed by the traditional feast. The Church flag was also hoisted as a part of the festivities.

3.     The annual Festival witnesses enthusiastic participation of Indian pilgrims every year. More than 3000 pilgrims from India participated in 2020. These Indian pilgrims are extended consular and other forms of assistance by Consulate General of India, Jaffna. There was no participation last year as the Festival was not held due to COVID-19. Limited participation was permitted this year for the Festival, which was held in accordance with COVID protocols.

4.     The Festival underlines the deep people to people linkages between India and Sri Lanka as well as enduring cultural ties. Participation of fishermen from the two countries paves way for close interaction between them and provides an opportunity to know each other and their problems better. The mainstay of the centuries-old connect has been such interactions and close bonds between the peoples of the two close maritime neighbours.

Price of 50kg cement bag surged – new price Rs. 1850

The price of a 50kg cement bag has surged up to Rs. 1850, effective from yesterday midnight, cement companies declared.

The price of a cement bag was previously revised up to Rs. 1375 and the recent revision has surged the price by Rs. 475.

Notably, the price of cement has doubled in not more than a year.

Revision on bus fares tomorrow – final decision to be made in Cabinet

Bus owners’ associations have proposed to surge bus fares following the record breaking price hike on fuel. The matter has been discussed between the trade unions responding to the bus industry, bus owners’ associations and Transport Minister Dilum Amunugama.

Speaking to media, the Transport Minister stated that a bus fare hike will be mandatory in the event that there was no other option but to revise the fares over to the inability to fulfill the stakeholders’ request of being provided a fuel subsidy.

Accordingly, the revised bus fares are to be announced tomorrow (14) night and a final decision will be taken in this regard at the Cabinet, Amunugama revealed.

The bus associations’ request of soaring the fares by over 60 per cent will not be possible, the Minister went on, adding that the minimum bus fare may surge by Rs. 1 – 2, in the adaptation of a revision that neither collapses the bus industry nor troubles the public.

However, the bus owners’ association is of the view that the bus fares should be increased at a higher amount given that the bus industry has already collapsed. Surging the minimum fare by Rs. 2 – 3 will not be sufficient at all, Union President Gemunu Wijeratne noted.

The bus associations have been of the opinion from the beginning that the minimum bus fare should be soared up to at least Rs. 30.

A reasonable fare hike will be obtained in accordance with the National Policy on Bus Fares, Wijeratne added.

Priyantha Kumara lynching case: Anti-terrorism court indicts 89 people

LAHORE: An anti-terrorism court has indicted 89 people accused of being involved in the brutal lynching of Sri Lankan citizen Priyantha Kumara in Sialkot. 

Gujranwala’s Special Anti-Terrorism Court Judge Natasha Naseem heard the murder case of Kumara at the Kot Lakhpat Jail, Lahore.

The prosecution filed separate challans against the adults and the juveniles accused in the case. In the first challan, 80 individuals accused in the case were nominated, while in the second challan, the names of nine minors were included. 

In the challan, the prosecution included the account of 40 witnesses, videos of the incident, digital evidence, DNA evidence, and forensic evidence. 

The court has summoned 14 prosecution witnesses on March 14 for a hearing.

The lynching

Diyawadana Priyantha, working as a manager at a private factory in Sialkot, was lynched on December 3, 2021, by a mob after being accused of blasphemy.

The gruesome incident was dubbed by Prime Minister Imran Khan as “a day of shame for Pakistan”.

Workers of a garment industry, located on Sialkot’s Wazirabad Road, had alleged that the foreigner had committed blasphemy. He was subsequently lynched and his body set on fire.

The mob had also vandalised the factory and blocked traffic, according to the police.

The brutal murder had drawn widespread condemnation from senior government functionaries, including the prime minister and president, as well as the military’s top leadership, who had promised to bring all those involved to the book.

Heavy showers and lightning expected in four provinces

Heavy showers or thundershowers are expected to occur in several places in Sabaragamuwa, Western, Southern and Central provinces after 2 pm today (13), the Department of Meteorology warned.

Fairly heavy showers of about 75 mm can be expected at some places in these areas, it added.

Menawhile, temporary localised strong winds can be expected during thundershowers.

The public is urged to take adequate precautions to minimise damages occurred by lightning activity, the Department added.

Economic situation deteriorating in Sri Lanka: UK Government issues Travel Advisory

The British government has set travel advisory on Sri Lanka due to a number of challenges befallen the island nation, including the ongoing economic crisis.

In a report updated on March 07 and effective to date (13) the UK government stated that the economic situation is ‘deteriorating’ in Sri Lanka with shortages of basic necessities, including medicines, fuel and food because of hard currency to pay for imports.

There may be long queues at grocery stores, gas stations, and pharmacies and local authorities may impose the rationing of electricity, resulting in power outages, the report added.

“Terrorists are likely to try to carry out attacks in Sri Lanka, the report went on, “Attacks could be indiscriminate, including in places visited by foreigners. More than 250 people including tourists were killed in April 2019 in terrorist attacks that targeted churches and hotels.”

Cabinet decision on US Dollar contradictory with CBSL’s statement?

The resolution tabled by the Labour Minister to increase the incentive of Rs. 10 per US Dollar remitted to Sri Lanka by migrant workers to Rs. 38 was approved by the Cabinet. The approval was briefed by the Mass Media Minister during the press conference held in announcing Cabinet Decisions on March 08.

The foreign employment rector annually remits about US$ 07 – 08 into the country. However, the Central Bank of Sri Lanka (CBSL) indicating a contradiction with the Cabinet approval has announced its maintenance of the sell price of the Dollar in not more than Rs. 230 following the Sri Lankan Rupee being allowed to float.

As the matter was questioned during the briefing held in announcing the Cabinet decisions, Cabinet Spokesman and Mass Media Minister Dullas Alahapperuma responded, “The Governor of the Central Bank will be holding a special discussion in this regard tomorrow and making an explanation. When the decision was taken by the Cabinet yesterday, the Central Bank did not reach into this approach. There was a fixed value Rs. 210 for the Dollar. But this was done in the confidence that an additional amount of Rs. 10 can be paid. However, remittances entitled to the country had dropped in massive amounts and money was being flown into the country via illegal channels. It is in this backdrop did we table this resolution to the Cabinet. The Central Bank made the decision thereafter. A technical explanation would be made in this regard by the Central Bank Governor tomorrow.”
