Prime Minister Mahinda Rajapaksa’s eldest son, Minister of Sports and Youth Affairs Namal Rajapaksa has reiterated that no money has been stolen from Mahinda Rajapaksa.

Q: The website is still reporting on the theft of the Prime Minister’s money. What’s the latest situation about this?

“The new situation means that the old situation is still the same as it was before.”

Q. Does that mean money has been stolen?

“No. It does not matter whether there is a theft of money or not. Because nothing like that has happened. If such a thing has happened it will be announced on the website itself. So if we have to answer what the website says, we will have to be constantly answering them every day. ”

Minister Namal Rajapaksa stated this while expressing his views to the media in Colombo yesterday (28).

Wimal Weerawansa, Minister of Industry has strongly stated that the government should immediately move away from the current agricultural policy of using only organic fertilizer and correct the mistake that has already been made.

“There is no need to play with commercial agriculture in this country. This is a very sensitive issue. If commercial agriculture collapses, food security will collapse. If there is a problem with fertilizers, the answer should be found in a way that does not lead to the collapse of agriculture. I think we need to recognize the shortcomings we have now and correct them.

Two bills brought by Modi, the Prime Minister of India had to be withdrawn due to protests by farmers. That is not a scar on pride. So here too, I think the causes of the collapse of our commercial agriculture need to be rectified immediately. There is no need to be ashamed to correct that mistake. We should be ashamed to continue playing with our commercial agriculture thinking that the mistake is still right ”

Minister Wimal Weerawansa stated this while expressing his views to the media yesterday (28).

The organic agriculture policy is being pursued directly by President Gotabhaya Rajapaksa and Wimal Weerawansa seems to have directly and publicly challenged the President.

Ranjan Ramanayake to be released on February 4 under three conditions…?

Former parliamentarian Ramanayake, who was jailed for contempt of court, will be released on a presidential pardon on February 4, Independence Day, sources said.

A number of leading actors and actresses including Kamal Addararachchi had a special discussion in this regard recently with the participation of President Gotabhaya Rajapaksa’s close associate, millionaire businessman Nissanka Senadhipathi.

According to reports, Ranjan Ramanayake will be released on three conditions.

The first is the acceptance of Harin Fernando’s parliamentary seat. Harin Fernando has stated on several previous occasions that he would resign from his seat and offer his seat to Ranjan Ramanayake if he is released by the President. He also presented it as a challenge to the government. Accordingly, if Ranjan is released on a presidential pardon, Harin Fernando will have to resign. There, the first condition is to get the seat without refusing.

Harin Fernando is currently the most vocal MP in Parliament regarding the Easter attack. His revelations have been a headache for the government for quite some time. Accordingly, the removal of Harin from Parliament through Ranjan’s release is a great victory for the government. This is because, under the privilege of being a Member of Parliament, there are also legal situations in which Harin cannot speak outside like the way he did in the House.

The second condition is that Ranjan does not continue the work that Harin did, even though he came to Parliament from Harin’s seat. It is that Ranjan is not allowed to continue Harin’s activism, which continues to pose enormous challenges to the government, especially with regard to the Easter attacks. Accordingly, the strong challenge posed to the government in Parliament regarding the Easter attack will be completely eradicated without any substitute.

The third condition is to apologize to the court in the second case against Ranjan Ramanayake for contempt of court. In fact, after being convicted in the first case, Ranjan went to jail saying – “මේ ඇස්වල බයක් ගෑවිලාවත් තියෙනවාද මල්ලි ?” – like a hero. This heroism will be completely shattered when apologizing to the court in the second case. What is left after that is just the MP Ranjan Ramanayake.

In this context, the government’s plan is to kill three birds with one stone through Ranjan’s release.

The Minister of Justice Mohamed Ali Sabri has stated that the new constitution should prohibit strikes by those working in economic hubs.

“There are several economic hubs. Ports, Customs, Water Board, Electricity Board, Petroleum Corporation, GMOA are such. Employees at all these hubs should be banned from going on strikes. The new constitution should not give them that power. I think it should be restricted by the Constitution itself. Because they have to think where they come from – now the army can not strike, the police can not strike. Similarly, these economic hubs should not be allowed to strike.

The second option is to create a rapid deployment force to suit it – a way they can work even if they strike. This cannot be resolved very quickly. But personally, I believe the President is a little too relaxed. The people of this country wanted a tougher president. ”

It is reported that the Speaker of the Parliament of Sri Lanka Mahinda Yapa Abeywardena has also been infected with covid-19.

Accordingly, it is stated that he is being quarantined in his house.

Twelve parliamentarians have been infected with covid19 since the convening of the new parliament session.

Tea farms fear 40-pct crop loss in 2022 while   rubber wipe-out over fertilizer ban

 Sri Lanka’s tea output could fall 40 percent in 2022 and rubber could be wiped out by leaf disease, threatening livelihoods and export revenues, if a fertilizer agro-chemical ban suddenly imposed this year is continued, industry officials said.

“In 2022, all experts estimate that we will record a reduction in tea exports over 40 percent,” Bathiya Bulumulle, President of Sri Lanka’s Planters’ Association said at its annual general meeting.

 “With an immediate halt to use of fertilizer of agro-chemicals, the consensus is that there will be severe crop losses, and as a result, a reduction in export revenues by as early as the end of this year.”

Sri Lanka has banned imports of fertilizer saying 300-400 million dollars were spent on it a year and those agro-chemicals caused non-communicable diseases. Sri Lanka’s central bank has been printing money, triggering forex shortages.

Up to now plantations companies are using fertilizer already imported to the country for tea. Crop losses have not been severe up to July, amid good rainfall though down from 2019.“Sri Lanka exported 1.2 billion US dollars of tea in 2020 and 1.3 billion in 2019.

The government at the moment has introduced liquid nitrogen. However its efficacy compared to urea based fertilizer is not yet known, planters said.

Usually, Sri Lanka’s Tea Research Institute or Rubber Research Institute recommends fertilizer and application volumes after study.

Rubber is also hit by diseases and is under threat without adequate fertilizer.“By the end of 2021, the industry expects an estimated 20 percent Year-on-Year reduction in output from rubber plantations due to this disease,” Bulumulle, said.

A leaf disease (Pestalotiopsis ) is spreading in the plantations. Already about 20,000 hectares are affected.Rubber plantation experts have said it has reached an epidemic level.

“This disease results in continuous fall of tree leaves so the Rubber Research Institute has instructed us to give additional dosages of fertilizer,” Bulumulle explained.

Farms need fungicides, Carbendazim and Hexaconazole and also fertilizer to help the trees recover leaves.

“One of the key issues in addressing Pestalotiopsis is the lack of necessary fertilizer and the required agrochemicals,” Bulumulle said.

“Since rubber trees lose their foliage due to the disease, to compensate and provide extra nourishment for foliage re-growth, the Rubber Research Institute’s main recommendations is to apply additional inorganic fertilizer,”

The shortage of fertilizer is also going to hinder progress on replanting of rubber, given that the uptake of fertilizer is most crucial when rubber is in the nursery phase, Bulumulle said

US investigates into Sri Lankan steel nail imports for  anti-dumping

 The International Trade Administration Agency under the United States (U.S.) Department of Commerce (DoC) has launched an investigation into certain steel nails imports from Sri Lanka and a few other countries.

The Investigations centered on steel nail imports violating anti-dumping (AD) and countervailing duty (CVD) laws by Sri Lanka and some other countries, according to a notice published on Federal Register this week.

The petitions were filed on December 30, 2021 by the largest steel nail producer of U.S.Mid Continent Steel & Wire, Inc.

The petition included AD (less than fair value) allegations against India, Sri Lanka, Thailand, and Turkey and CVD allegations against India, Oman, Sri Lanka, Thailand, and Turkey due to countervailable subsidies given by the respective governments.

“Based upon our examination of the Petitions on steel nails from India, Oman, Sri Lanka, Thailand, and Turkey, including supplemental information provided by the petitioner, we find that the Petitions meet the requirements of section 702 of the Act.

Therefore, we are initiating CVD investigations to determine whether imports of steel nails from India, Oman, Sri Lanka, Thailand, and Turkey benefit from countervailable subsidies conferred by the governments. 

In accordance with section 703(b)(1) of the Act and 19 CFR 351.205(b)(1), unless postponed, we will make our preliminary determinations no later than 65 days after the publication date of these initiations,” the  International Trade Administration Agency stated.

Mid Continent Steel & Wire named 11 companies in India; four in Oman; five in Sri Lanka; five in Thailand; and six in Turkey as producers/exporters of steel nails and the DoC intends to follow its standard practice in CVD investigations and calculate company-specific subsidy rates in these investigations.

However, a top official at the Trade Ministry said the Ministry was yet to be formally informed on these cases.

In 2019, Sri Lanka exported US$ 31 million worth iron nails, becoming the fastest growing exporter of iron nails, while China was the largest exporter of iron nails with US$ 1.42 billion exports. The U.S was the largest importer of iron nails in the year with US$ 1.03 billion worth imports.

Swarnamahal Finance revives in a merger with SMB Leasing

  The Monetary Board of the Central Bank (CB) has granted approval in principle to issue a finance business license to Ravi Wijeratne-controlled SMB Leasing PLC, upon settling the depositors’ liabilities and purchasing assets worth Rs.425.32 million of the defunct Swarnamahal finance company. 

This has been done under the Master Plan for Consolidation of Non-Bank Financial Institutions of the Central Bank of Sri Lanka,” SMB Leasing announced in a disclosure filing with the Colombo Stock Exchange (CSE), yesterday.

SMB Leasing PLC is a specialised leasing company established in 1992. Following a recent rights issue, Wijeratne became the controlling shareholder of the firm.

Meanwhile, the CB officials noted that the agreement between the CB and SMB Leasing is in line with the CB’s ongoing programme of reviving the defunct finance companies  as well as consolidation of the NBFI sector. 

SMB Leasing PLC is set to buy Rs. 425 million worth of assets of Swarnamahal Financial Services PLC (SFSP), enabling the latter to settle outstanding deposits. 

The move follows the Central Bank, in principle, approving SMB Leasing (SMBL) to transfer Rs. 425.3 million to SFSP to settle outstanding deposits. 

 In lieu of the transfer of funds, SFSP is to transfer the unencumbered title of three properties to SMBL. Thereafter, the license of SFSP to conduct finance business is to be canceled. 

The properties, which SFSP will transfer ownership to SMBL, are 195.86 perches of bare land in Gangatennwatte, Angunawala, Kandy; 46 perches of land and building at 10, De Alwis Avenue, Mt. Lavinia, and three shops at the Ja-Ela Reality Plaza. 

In mid-December, SMBL said the Monetary Board of the CBSL granted, in principle, approval to issue a finance business license upon completing the pay-off of public deposits and purchase of certain assets of a finance company at Rs. 425.3 million. 

This was under the master plan for Consolidation of Non-Bank Financial Institutions of the CBSL. In the mid-December disclosure, SMBL didn’t disclose the name of the finance company.

Reception on India’s 73rd Republic Day

High Commissioner H.E Gopal Baglay hosted a Reception at India House, residence of the High Commissioner, for friends of India on 26 January 2022 to mark India’s 73rd Republic Day. More than 500 guests attended the event, which was held in strict compliance with COVID-19 protocol. 

Hon’ble Finance Minister, Basil Rajapaksa was the Chief Guest and Hon’ble Foreign Minister, Prof. G.L. Peiris graced the occasion as the Guest of Honour . Special guests included former President H.E Maithripala Sirisena, Hon’ble Speaker Mahinda Yapa Abeywardena, more than 10 Cabinet Ministers besides several State Ministers, MPs cutting across party lines, distinguished members of the diplomatic corps, senior officials, industry and media leaders, among others. 

Welcoming the dignitaries, High Commissioner noted that Sri Lanka occupied a central place in India’s foreign policy and emphasized that millennia-old ties across language, culture, history etc were the mainstay of the bilateral relationship. He reiterated that India will continue to support the people of Sri Lanka as per their requirements. He further mentioned about the plans to mark the milestone of 75 years of Independence of both countries through joint events. 

A special video message by External Affairs Minister Dr. S. Jaishankar was also played at the event. He stressed that India and Sri Lanka share a special relationship and alluded to the close economic cooperation between the two countries in the recent past. He expressed confidence that the understanding between the leadership which is complemented by the deep people to people ties will impart further momentum to the bilateral relationship. 

Guest of Honour Hon’ble Foreign Minister, Prof. G.L. Peiris remarked that India had touched every aspect of lives of Sri Lankans and its economy. He underlined the breadth of India’s development assistance projects which cover wide ranging areas such as health, education, infrastructure etc. He defined the bilateral relationship as one rooted in ‘loyalty, friendship, goodwill and mutual concern’ and anchored in ‘values, convictions and    cherished beliefs’. 

‘Narthana Bandham’ – a unique dance ensemble, conceived and choreographed by Deshanethru Dr. Arunthathy Sri Ranganathan, blending the best of Indian and Sri Lankan dance forms – was performed by Aru Sri Theatre. The Army Band of Sri Lanka played melodious tunes from India and Sri Lanka during the event.

Commemoration of the 73rd Republic Day of India forms a part of celebration of 75 years of India’s Independence-Azadi Ka Amrit Mahotsav (AKAM), across the globe. High Commission is commencing a series of special events dedicated to AKAM from 26 January 2022 – 4 February 2022. The events will include a mega cultural event, unveiling the bust of Rabindranath Tagore at Sri Palee Campus of University of Colombo, felicitation of winners of the International Quiz on Buddhism, trade promotion event etc.

Sri Lanka now considers negotiating IMF deal as it has no option

 Sri Lanka is in talks with bondholders to avoid default and is also now considering discussing a deal with the International Monetary Fund (IMF), Finance Minister Basil Rajapaksa has said.

He told the London Financial Times that Sri Lanka is looking at all options to avoid default and alleviate the economic crisis.

“We have [international sovereign bonds] which we have to repay back, so we are negotiating with them. Then we have creditors and we have to service their debt, so whether we can have an adjustment or some type of thing,” he said.

Rajapaksa added that the Government would “think about a programme with the IMF . . . All those discussions are going as well.”

The Government had recently said that it is unlikely to seek a bailout from the IMF.

Most members of the Cabinet did not seek financial support from the IMF.

A majority in the Cabinet are against the pre-conditions expected to be proposed by the IMF for the funding.

IMF’s mission chief for Sri Lanka, Masahiro Nozaki had stated  in late December that the staff is still ready to discuss the option if requested.

Nozaki said a staff team from the IMF visited Colombo from December 7–20 to conduct the 2021 Article IV consultation with Sri Lanka.

Meanwhile  Sri Lanka’s Central Bank Governor Ajith Nivard Cabraal  told CNBC  recently that the South Asian nation doesn’t need an economic lifeline from the International Monetary Fund.

“Well, we don’t need relief if we have an alternative strategy,” he said d on CNBC’s “Squawk Box Asia” on Monday.

He claimed Sri Lanka is able to finance its outstanding debt, especially international sovereign bonds, “without causing any pain to our creditors.”

Credit agencies have recently warned Sri Lanka may need support to cushion the blow from inflation and foreign exchange headwinds, but Cabraal disagreed with that assessment.

He argued the government does not need to approach the IMF, especially if it is successful in finding government-to-government as well as central bank solutions in the short term. 

“And we have a strategy to change that into something a lot more sustainable in the next one year or two,” Cabraal said. 

Earlier this month, S&P Global Ratings downgraded Sri Lanka from CCC+ to CCC with a negative outlook, indicating the country’s increasing financial vulnerability.
