Sources say that the rumors that a valuable watch of Prime Minister Mahinda Rajapaksa has gone missing during the massive rally of the SLPP held at Salgadu Grounds in Anuradhapura yesterday (09) are completely untrue.

On the stage of the rally, Ports and Shipping Minister Rohitha Abeygunawardena had attempted to grab Prime Minister Mahinda Rajapaksa’s arm and raise it – a video of him angrily removing his arm from Abeygunawardena was widely circulated on social media.

It was after this video that news spread on social media networks that the Prime Minister’s watch was missing.

However, sources close to the Prime Minister said that the news was completely untrue.

Nimal Siripala de Silva, Minister of Labor emphasizes that more attention should be paid to the cultural, national and social catastrophes taking place in the country due to social media networks.

“We need to pay more attention to the cultural, national and social catastrophe that is being perpetrated today, especially through social media networks. I am not saying that social media should be banned. But the time has come to formulate a program to regulate these. ”

The Sri Lanka Podujana Peramuna (SLPP) held a huge public rally at the Salgadu Stadium in Anuradhapura yesterday (09).

Opposition activists had initially said that the rally would not be attended by a large number of people due to various issues in the country, and activists within smaller parties which are within the government also wanted the Pohottu rally to fail.

None of the smaller parties in the government, including the Sri Lanka Freedom Party, the Jathika Nidahas Peramuna and the Pivithuru Hela Urumaya, were present at the rally.

But Pohottu’s first rally as a single party was a resounding success, and it is clear that the various issues in the country have not had a major impact on Pohottu’s popularity.

It is undeniable that the SLPP rally yesterday delivered a powerful message that anyone who is active in the current political arena should read about the reality on the ground.

Trade Farm tour of Russia and Ukraine  begins

The key initiative of Sri Lanka Tourism is to encourage travelers all across the globe to visit Sri Lanka as a global travel destination, and a place where there is a myriad of travel and holiday opportunities to choose from. Sri Lanka is also known as a destination renowned for its sports tourism, wedding and film tourism, filled with exquisite, locations for the perfect moment. Even amidst a turbulent situation, with the constant effort by Sri Lanka Tourism, the destination has been able to enjoy an increasing number of Tourist arrivals especially from Russia and Ukraine. Sri Lanka Tourism was able to end the year 2021 on a high note as, an increasing number of tourist arrivals were recorded towards the end of December 2021. The Tourism Industry is gradually progressing forward with its growth of tourist arrivals, and has a positive attitude of regaining its former status as one of the most sought after holiday destinations.

In order to encourage more tourists from the CIS region, Sri Lanka Tourism Promotion Bureau (SLTPB) organized a Familiarization Tour for a group of twelve travel agents from Russia and Ukraine.

The main purpose of the FAM tour was to convey the messages to the travelers in the CIS region that Sri Lanka is a safe and an attractive destination for tourism, filled with a myriad of holiday opportunities to choose from. Also another key opportunity is the direct connectivity from Russia to Colombo, without any transits.

Considering the importance of attracting more tourists to Sri Lanka by creating great awareness on the destination, it was decided to showcase the tourism products and services to the foreign consumers by giving them the opportunity to experience a tour in Sri Lanka with the purpose of attracting more tourists from Russia & Ukraine, also encouraging them to promote the destination among potential travelers as the best destinations to visit during their holiday season.

Travel Agent Familiarization tours have been identified as an important activity to invest on the trade as the travel community is seeking the advice of the travel agents / operators in organizing their tours.  It has been identified the importance of targeting tour operators in the travel trade as they are the focal point in promoting Sri Lanka to the Travelers. The visitors were impressed by the beauty and culture of the destination, and most importantly, the warm hospitality of its people, for which Sri Lanka is known as the ‘’Land of smiles’’.

During their stay in Sri Lanka they visited some of the main attractions in Sri Lanka and some hotels. Furthermore, SLTPB gave the opportunity to develop new business contacts to promote the destination for the local travel trade partners and hoteliers by arranging a successful B2B session for over 70 Sri Lankan DMC’S and Hoteliers, where they participated with much interest and enthusiasm.

Uzbekistan Airways commences charter operations to Mattala

Uzbekistan Airways, the flag carrier airline of Uzbekistan, will commence operations at the Mattala Rajapaksa International Airport on the 9th of February 2022.

The airline will operate a weekly flight between Uzbekistan and Mattala every Wednesday starting from 9th February 2022.

Airport and Aviation Services (Sri Lanka) (Private) Limited met with the airline at the Air Service World Congress 2021 Forum, held in Dubai last December, and had extensive discussions with Uzbekistan Airways, and as a result, the airline will start operations at Mattala Rajapaksa International Airport.

The team of AASL represented the Air Service World Congress 2021 Forum and was able to attract the airline based on the Government concessions provided to airlines. This initiative will increase the tourist arrival numbers in the country and establish a new source market for the tourism industry of Sri Lanka.

Even with the COVID-19 pandemic situation during the last two years, AASL says it has seen an increase in the number of passenger movements with several foreign airlines operating their flights to MRIA.

MRIA has seen significant growth in the arrival of international tourists in the past two years.

At present, SkyUp Airlines and Gullivair Air are operating and have planned to continue scheduled charter flights. So far during January 2022, these Airlines have carried more than 2900 tourist arrivals into the country.

“With renewed hopes on the aviation industry, AASL has been promoting MRIA to international airlines and tour operators. We are extremely delighted to see Uzbekistan Airlines commencing charter operations connecting new destinations with MRIA. I am sure that this initiative will support the tourist arrivals to Sri Lanka post-pandemic and strengthen the economic cooperation between Uzbekistan and Sri Lanka. We have been continuing our efforts to make sure that our airports are operated incompliance with the international standards of health and safety. Further, we plan to continually develop and expand the aviation industry of Sri Lanka and provide an exotic travel experience to passengers” said Major General (Rtd.) “With the view to drive air service development and destination marketing focusing largely on creating awareness, AASL attended the Air Service World Congress 2021 Forum held in Dubai in December 2021. We had discussions with Uzbekistan Airlines and many other, and extremely happy to see that Uzbekistan airways commencing it’s charter flights initially to MRIA and we will continue to negotiate with the airline to commence eventual scheduled flight operations to Sri Lanka airports.

Travellers from Uzbekistan will enjoy ease of access to their preferred travel destinations in the island such as Wildlife parks, beaches, cultural and religious attractions which has made MRIA an attractive Airport for tourism.

EU urges  Sri Lanka to lift import restrictions as soon as possible

The European Union (EU) strongly urged Sri Lanka to lift forthwith import restrictions preventing many European products from entering its market.

During the Joint Commission meeting by the European Union ,Sri Lanka clarified that it has imposed temporary import restrictions on non-essential items, strictly as an interim measure, due to a foreign exchange shortfall resulting from the impact of the global pandemic.

The Joint Commission took stock of the conclusions of the Working Group on Trade and Economic Cooperation held virtually on 26 January 2022.

Sri Lanka noted that these measures are subject to continuous and progressive review while appreciating the valued contribution of the GSP+ regime to the country’s sustainable development. 

The EU acknowledged the constructive engagement by Sri Lankan stake-holders during the GSP+ monitoring mission in September 2021. 

The two sides reviewed Sri Lanka’s compliance with 27 International Conventions related to human rights, labour rights, protection of the environment and good governance covered by the GSP+ scheme. 

Sri Lanka reiterated its commitment to effective implementation of the 27 conventions, and noted its adherence to the principle of non-discrimination, and the removal of any further impediments in the exercise of labour rights and fundamental freedoms. The EU invited Sri Lanka to provide further updates on progress.

Meanwhile, the EU urged Sri Lanka to continue reducing the use of the Prevention of Terrorism Act (PTA), and to undertake further practical and administrative steps to release on bail those detained under the PTA without charges.

The EU and Sri Lanka held their 24th meeting of the Joint Commission on 8 February 2022 in Brussels. 

The meeting, which was held in a friendly and open atmosphere, reviewed bilateral relations and entailed an exchange of views and updates on a wide range of topics of bilateral interest – ranging from governance, reconciliation and human rights, to trade, development cooperation, climate change and environment, sectoral cooperation, security and counter-terrorism, and cooperation in multilateral fora.

With respect to the COVID-19 pandemic, the EU congratulated Sri Lanka on the country’s effective vaccine strategy. 

Highlighting the need to address vulnerabilities and inequalities exacerbated by the pandemic, the EU emphasised its commitment to making the COVID-19 vaccine accessible to low- and middle-income countries in a fair and equitable manner. Sri Lanka appreciated the EU’s continued contribution to global vaccine equity.

The meeting provided an opportunity for updates on developments, relevant action and legislative initiatives in the EU and Sri Lanka. The discussion focused on democracy, governance, rule of law, human rights, including the rights of minorities, women, children and labour rights, and freedom of expression and association.

Sri Lanka apprised on progress in reconciliation and in the independent institutions, notably the Office of Missing Persons (OMP), the Office for Reparations (OR), the Office for National Unity and Reconciliation (ONUR), and the Human Rights Commission of Sri Lanka (HRCSL). 

The EU strongly encouraged Sri Lanka to continue cooperation and engagement with the Human Rights Council and its mechanisms.

 In this context, the EU underlined the importance of independence and effective functioning of the Independent Institutions. 

The EU and Sri Lanka concurred on the importance of empowering civil society and giving it the necessary space to function in all its diversity. The EU reiterated its continued commitment to support Sri Lanka in justice reform and reconciliation.

The EU and Sri Lanka exchanged on ways to deepen cooperation in higher education and research and technical cooperation under the Erasmus+ programme, the Marie-Sklodowska-Curie programme, and the Horizon Europe framework programme.

The EU welcomed Sri Lanka’s update on its Nationally Determined Contributions under the United Nations Framework Convention on Climate Change (UNFCCC), and the country’s commitment to ambitious targets. 

The EU looked forward to working closely with Sri Lanka, bilaterally and in multilateral fora, on climate action and environment protection. Both sides exchanged views on priorities ahead of the 27th UN Climate Change Conference (COP27).

The EU and Sri Lanka reviewed ongoing cooperation in the area of security and counter-terrorism. Sri Lanka appreciated the EU’s continued listing of the Liberation Tigers of Tamil Eelam (LTTE) as a terrorist organisation.

 Both sides stressed the importance of adherence to international norms and standards in the fight against terrorism. They reiterated willingness to further enhance cooperation in Maritime Domain Awareness.

The EU and Sri Lanka highlighted their commitment to continue joint efforts in the promotion of a rules based international order and effective multilateralism. They also discussed regional developments, and cooperation in the Indian Ocean. The EU presented Global Gateway, the new EU plan for major investments in infrastructure development around the world, which was launched on 1 December 2021. The initiative was welcomed by Sri Lanka.

The EU and Sri Lanka agreed to convene the next Joint Commission meeting in Colombo in 2023. They also discussed the time frame of the next Working Group meetings under the Joint Commission.

One Country, One Law Proposals

On 08th February 2022, the Council of Ex-Muslims of Sri Lanka submitted its proposals to the ‘One Country One Law Presidential Task Force’ appointed by His Excellency president Gotabaya Rajapaksa. CEMSL thanked the president for the step taken by appointing the Task Force to take the country forward with one law for all. CEMSL stressed that if the government implements one law for all, that will be a historic juncture in the history of Sri Lanka.

Council of Ex-Muslims of Sri Lanka’s document contains 21 key proposals for the consideration of the Presidential Task Force in submitting its report to the president. All existing parallel legal systems, including personal laws, acts, and clauses, should be abolished. Suppose any beneficial laws, acts or clauses are found in the parallel legal systems, they should be accommodated into the country’s common law for the benefit of all the Sri Lankans were one of the proposals of CEMSL. The organization for those who dissented Islam in Sri Lanka has stressed in its proposal that any materials containing and promoting violence, terrorism, hatred discrimination should not be allowed to be taught, recited, printed, digitalized, displayed or distributed within the country in any language and in any formats such as textbooks, religious books or holy scriptures.

CEMSL has requested the Task Force to ensure LGBTQIA+ rights and recognize their gender and sexual identity and their right to choose partners. CEMSL has further requested the Task Force to call proposals from LGBTQIA+ right organizations and groups. One of the other proposals was abolishing the present school segregation system. While proposing to abolish ethnic and religious-based segregation of the school system, the council requested Tamil and Sinhalese languages be taught to all the students from grade one in an equal manner as compulsory subjects to strengthen the unity among Sri Lankans.

Legal and state recognition for atheists and irreligious people was one of the main proposals of CEMSL. Banning of genital mutilation known as circumcision in minors irrespective of their gender and religious or ethnic background, banning of the regular usage of loudspeakers at religious places, legalizing abortion rights, setting a minimum age for the enrolment to religious institutes, clergy and monkhood, setting 18 or above as minimum age of marriage for all Sri Lankans and treating domestic violence, sexual harassment and verbal harassment as punishable criminal offenses were some of the other proposal submitted.

The Council of Ex-Muslims of Sri Lanka expressed its gratitude to the Presidential Task Force at its official premises in BMICH for receiving the proposals.

Reiteration of Sri Lanka’s commitment to service forthcoming debt obligations

The attention of the Central Bank of Sri Lanka (CBSL) has been drawn to certain recent media reports which have claimed that Sri Lanka is at the verge of a sovereign default. The CBSL wishes to state that such claims are totally unsubstantiated and also regrets that these reports carry many obviously factual inaccuracies despite the availability of credible official data published by the CBSL according to international standards. Therefore, the CBSL wishes to assure the local and international investor community and the public that the Government and the CBSL are committed to honour all forthcoming debt obligations and thereby maintain Sri Lanka’s unblemished record of debt servicing.

Sri Lanka successfully settled the US dollars 500 million International Sovereign Bond (ISB) that matured in January 2022 despite the adverse speculation in certain quarters that such settlement would not be possible. In fact, with the repayment of ISBs totalling USD 2.5 billion from January 2020 onwards, the total outstanding ISBs have now reduced to USD 12.55 billion and will reduce to USD 11.55 billion by July 2022, broadly in line with the Government’s strategy to reduce ISB debt gradually to around 10% of GDP. Towards that objective, the Government and the CBSL have already taken necessary measures to secure alternative forex inflows via a number of bilateral and multilateral funding arrangements to meet the upcoming debt obligations, including the US dollars 1 billion ISB maturing in July 2022. In that background, with the realisation of expected forex inflows and the resulting build-up of international reserves, the need for initiating discussions with investors on debt restructuring (as claimed by these media reports) does not arise, as the Government would be able to ensure the settlement of its sovereign debt without any interruption or default.

Accordingly, the CBSL wishes to inform the public and the investor community not to be misled by such inaccurate stories, misleading opinions and deliberate misinterpretations spread by certain parties with vested interests who are fuelling speculation regarding Sri Lanka’s capacity to service its future debt obligations.

Foreign Minister Prof. G.L. Peiris concludes successful visit to New Delhi

Foreign Minister of Sri Lanka Prof. G.L. Peiris concluded a successful, two- day official visit to India from 06-08 February 2022. The Foreign Minister undertook his maiden visit to New Delhi after assuming office as the Foreign Minister in August last year, on an invitation extended by the External Affairs Minister of India Dr. Subrahmanyam Jaishankar. 

During the visit, Foreign Minister Peiris met with his counterpart Dr. Jaishankar and the National Security Advisor of India Shri Ajit Doval. Indian Foreign Secretary Shri Harsh Vardhan Shringla also called on the Foreign Minister. 

The meeting between the two Ministers, followed by delegation level talks was held on 07 February at the Ministry of External Affairs in New Delhi. During the meeting, Minister Peiris thanked the External Affairs Minister of India for the invitation and the warm hospitality extended to him and his delegation.

Observing that the relationship between India and Sri Lanka has evolved from a transactional relationship into a strategic partnership, Foreign Minister Peiris stated that it is increasingly recognized by the people of Sri Lanka that India is a true friend whom Sri Lanka can rely on at all times. In this context, Minister Peiris appreciated the financial assistance that the Government of India has extended to Sri Lanka to the tune of 2.4 billion USD at this critical juncture. Minister Jaishankar assured that the long-standing friendship between the two countries will always be a source of support to Sri Lanka. 

The bilateral talks focussed on a wide range of matters of mutual interest, which included economic cooperation, power and energy cooperation, connectivity, people to people contact etc. Particular attention was drawn to the energy security of Sri Lanka, and referring to the recently inked Trincomalee Oil Tank Farm agreement, Foreign Minister Peiris stated that it signals a closer integration between the two countries, resulting in substantial benefits; a win-win situation for both. The prospects for renewable energy cooperation, particularly in wind and solar power sectors were also discussed at the talks.  

Focussing on the economic development in Sri Lanka, the discussion centred on the potential for Indian investments in priority sectors such as pharmaceuticals, food processing and manufacturing for which Minister Peiris invited Indian investments. The ways and means to harness the growing Indian outward tourism to revive the tourism industry in Sri Lanka, were also discussed.

With a view to maintaining the momentum of the trajectory of the Indo- Sri Lanka relationship, the Ministers agreed on the early finalization of several agreements and MoUs in the areas of defence, culture and education, that are pending between the two countries.

During the talks, Foreign Minister Peiris also raised the fisheries issue with the Indian External Affairs Minister. Terming it as a ‘flashpoint’, the Foreign Minister pointed out that it has become a recurring issue, assuming a different complexion. The two sides agreed on the urgent need to convene all bilateral mechanisms in this regard.

Minister Peiris extended an invitation to Minister Jaishankar to undertake an official visit to Sri Lanka in March this year. He also stated that Sri Lanka is very much looking forward to a visit by the Prime Minister of India to Sri Lanka to attend the forthcoming BIMSTEC Summit in March 2022.

The meeting between Minister Peiris and National Security Advisor of India Shri Ajit Doval was held on 08 February. The National Security Advisor of India and the Foreign Minister of Sri Lanka discussed a range of issues pertaining to the mutual strategic interests of the two countries. The status of the bilateral relationship was reviewed and priority areas for future cooperation were discussed.

The Foreign Minister, during his visit to New Delhi, had a number of interactions with prominent Indian print and electronic media as well.

Foreign Minister Prof. G.L. Peiris was accompanied to these meetings by High Commissioner of Sri Lanka to India, Milinda Moragoda and senior officials of the High Commission of Sri Lanka in New Delhi and the Foreign Ministry.
