IndiGo initiates new direct flights between Mumbai and Colombo

March 15, Colombo (LNW): IndiGo, India’s preferred airline, has announced new direct flights between Mumbai and Colombo starting April 12, 2024. These flights will operate three times a week on Tuesday, Thursday, and Friday, and play a key role in enhancing connectivity between the financial capital of India – Mumbai, and the capital of Sri Lanka.

 With this new connection, Mumbai has become the fourth destination in India with direct connectivity to Colombo, after Bengaluru, Hyderabad, and Chennai.

United Petroleum Australia to begin operations mid-2024 in Sri Lanka

March 15, Colombo (LNW): United Petroleum Australia which has entered into Sri Lanka’s petroleum retail operations last month, plans to obtain their licence to commence operations with effect from mid-2024, Power and Energy Minister Kanchana Wijesekera 

Taking to ‘X’ (formerly Twitter), the Minister revealed that the Australian-owned petroleum retailer and importer plans to sign an agreement with the Board of Investment (BOI) and obtain the relevant licence mid this year. 

Chief Financial Officer (CFO) of the United Petroleum Group, Nigel Simonsz, visited the Ministry on Thursday (14 March), and updated those present on their plans anticipated schedule as to when retail operations will commence in Sri Lanka.

On 22 February, United Petroleum of Australia signed an agreement with Sri Lanka’s Ministry of Power and Energy to supply petroleum products into the local market.

The agreement was signed by Secretary to the Ministry of Power and Energy Dr. Sulakshana Jayawardena on behalf of the Government of Sri Lanka, and Eddie Hirsch, on behalf of United Petroleum Australia, in his capacity as the owner of the company

The Australian-owned petroleum retailer and importer was assigned 150 fuel stations across Sri Lanka, and was also given the right to build 50 new fuel stations.

As such, United Petroleum Australia incorporated a company in Sri Lanka under the name ‘United Petroleum Lanka Pvt. Ltd.’, to carry out operations within the country, with former Ceylon Petroleum Corporation (CEYPETCO) Board Member Dr. Prabath Samarasinghe having been appointed as the Director and CEO of the company.

United Petroleum Australia Pty Ltd has finalised a contract with Sri Lanka’s Ministry of Power and Energy to provide petroleum products within the local market. 

This venture marks United Petroleum Australia’s inaugural foray into retail petroleum beyond Australian borders, boasting a portfolio of over 500 fuel stations within Australia.

 Commenting on the expansion, a spokesperson for United Petroleum Lanka emphasised the company’s commitment to quality, safety, and environmental standards, expressing a dedication to enhancing product and service quality in the Sri Lankan market.

The approval for United Petroleum Australia’s entry into Sri Lanka’s fuel retail market was part of a broader initiative initiated by the Sri Lankan Government in March 2023. 

This initiative saw licences granted to several international companies, including China’s Sinopec, Australia’s United Petroleum and RM Parks of the USA, in collaboration with multinational oil and gas company Shell PLC. 

 These developments align with the Sri Lankan Government’s decision in 2022 to liberalise the fuel import and retail sales market, aiming to address the country’s foreign exchange crisis.

The approval of the Petroleum Products (Special Provisions) Bill by the ministerial consultative committee on power and energy paved the way for new suppliers to participate in the local fuel market as importers, distributors, and retail operators of petroleum products.

Chinese Military Grant Boosts Sri Lanka’s Defence Capabilities with Special Equipment

March 15, Colombo (LNW): On Wednesday (13 March), Sri Lanka’s Ministry of Defence received a significant stock of Explosive Ordnance Disposal (EOD) Equipment through the Chinese Military Grant scheme. The official handover ceremony, held at the Army Headquarters, was presided over by Qi Zhenhong, the Ambassador of the People’s Republic of China in Sri Lanka, and General (Retd) Kamal Gunaratne, Secretary to the Ministry of Defence.

During the ceremony, Ambassador Qi Zhenhong and Kamal Gunaratne conducted the formal signing of documents related to the grant of equipment, followed by the presentation of a video documentary showcasing the strong bonds of goodwill and cooperation between the militaries of both nations, as stated by the army.

The consignment included eighteen REOD 4000 Explosive Ordnance Disposal medium robots, eighteen REOD 400 Explosive Ordnance Disposal robots, ten Anti-Explosive Blankets, and ten Explosion Protection Tanks and Vehicles. Ambassador Qi Zhenhong symbolically handed over this equipment to Defence Secretary Kamal Gunaratne, who then presented them to the Commander of the Army.

Senior Officers and invitees had the opportunity to closely examine the new equipment, which is expected to significantly enhance the capabilities of the Armed Forces of Sri Lanka, according to the statement.

Among the distinguished attendees were Army Commander Lieutenant General Vikum Liyanage, Major General W.H.K.S. Peiris (Chief of Staff of the Army), Colonel Gao Bin (Deputy Defence Advisor of the Embassy of the People’s Republic of China in Sri Lanka), as well as other Senior Officers, Officers, and ranks.

Sri Lanka Advances Electric Three-Wheeler Registration and Charging Infrastructure

Transport, Highways, and Mass Media Minister Dr. Bandula Gunwardhana announced yesterday the formulation of rules and regulations by the Transport Ministry, in collaboration with the Motor Traffic Commissioner, to register electric three-wheelers in Sri Lanka. These regulations, alongside relevant specifications prepared by the Department of Motor Traffic, ensure compliance with standards and safety measures.

Dr. Gunwardhana made these remarks at the inauguration of a center in Kollupitiya, where three-wheelers manufactured by Vega Innovations are converted to run on electricity instead of fossil fuels. The facility not only offers conversion services but also provides charging infrastructure for electric three-wheelers.

The center is equipped with charging facilities capable of rapidly charging low-capacity motorcycles, three-wheelers, and other electric vehicles within a short period, allowing a three-wheeler to be fully charged in less than an hour. Additionally, the center offers technical facilities for charging vehicles and making payments through a mobile phone application, facilitating seamless transactions for consumers.

Vega Innovations plans to extend these services to all charging stations across the island in the future. Moreover, an office at the facility provides easy financing options in partnership with CDB for the conversion of fuel-powered tricycles to electric ones.

Power Ministry and CEB to Seek Developers for 50 MW Wind Farm in Mannar

March 15, Colombo (LNW): The Power and Energy Ministry, in collaboration with the Ceylon Electricity Board (CEB), has announced plans to initiate International Competitive Bidding (ICB) for the establishment of a 50 MW wind farm facility in Mannar. Under the Build, Own, and Operate (BOO) model, suitable developers with the requisite financial and technical capabilities are invited to participate in this endeavor.

According to Power and Energy Minister Kanchana Wijesekera, this initiative aligns with the government’s commitment to augment sustainable energy sources within the national grid. The ministry has set the deadline for proposal submissions on May 9. Subsequently, the proposals will undergo evaluation at the CEB Renewable Energy Procurement and Performance Monitoring office, with the presence of authorized representatives from the project proponents.

Irrigation Engineers Warn of Water Loss Threatening Agricultural Activities in Central Province

March 15, Colombo (LNW): Central Province’s Irrigation Engineer, Dinesh Sumanasekara, has raised concerns over the daily evaporation of approximately eight millimeters of water from the Victoria and Randenigala reservoirs. Sumanasekara highlighted the impact of prevailing high temperatures on water levels, stressing that despite the current availability of 88% of the reservoirs’ total capacity, there remains a looming risk of water scarcity for agricultural operations due to evaporation.

Addressing representatives of farmers’ organizations at a seasonal meeting held at the Minipe Divisional Secretariat, Sumanasekara underscored the crucial need for farmers to grasp the gravity of the situation and adopt efficient water management practices. He emphasized the significant loss of water through evaporation induced by elevated temperatures and absorption into parched ground.

The meeting, chaired by Kandy District Secretary Chandana Tennakoon, saw the attendance of key officials including Matale Additional District Secretary F.R.M. President Allocates Rs. 500 Million for Paddy Purchase Amidst Ministry’s Financial Constraints

March 15, Colombo (LNW): In a significant move aimed at supporting farmers, Agriculture and Plantation Industry Minister Mahinda Amaraweera announced on Wednesday (13) that President Ranil Wickremesinghe has sanctioned Rs. 500 million to the Paddy Marketing Board for the purchase of paddy. This decision comes amidst challenges faced by the Ministry in securing funds from the Finance Ministry, which has so far been unresponsive to requests for Rs. 2 billion for paddy procurement during this Maha Season.

The allocated funds will facilitate the opening of at least 12 paddy stores across nine districts, including Hambantota, Monaragala, Ampara, Trincomalee, Batticaloa, Kurunegala, Vavuniya, Kilinochchi, and Anuradhapura, starting from today (15). Additionally, Agriculture Minister Amaraweera has instructed the PMB Chairman to prepare another 100 paddy stores to be operationalized promptly for paddy procurement.

From tomorrow (16) onwards, warehouses including Kachchigal Ara, Weerawila, Dehigahalanda, Yodhakandiya, Aluthwewa, Weeragoda, Surangal, Manalpeddi, Nikaweratiya 2, Kilinochchiya, Park Road, Kilinochchi Economic Center, and Nochchiyagama will remain open for paddy transactions.

Despite facing reluctance from Finance Ministry officials, who did not respond positively to funding requests, the Paddy Marketing Board initiated paddy purchases by utilizing Rs. 250 million from the Farmer Trust Fund. Minister Amaraweera highlighted the direct involvement of the President in addressing this issue, emphasizing the urgent need for financial provision to support paddy procurement.

Under the government’s imposed maximum price regulations, paddy with 14 percent moisture content will be purchased at Rs. 105 per kilogram, while Samba and Keeri Samba varieties will be bought at Rs. 120 and Rs. 130 per kilogram respectively. Paddy exceeding 14 percent moisture content will be procured at Rs. 90 per kilogram, and Rs. 100 per kilogram for Samba and Keeri Samba.

Furthermore, the Paddy Marketing Board has initiated wholesale purchases of Red Nadu from farmers in the Hambantota District, utilizing a loan of Rs. 100 million from the Farmer Trust Fund. As of (12), approximately 75,000 kilograms of paddy have been procured, marking a significant step towards supporting agricultural livelihoods in the region.

MSMEs urged Govt to seek ADB grant to offset their Rs 1.1 trillion bank loans

March 14, Colombo (LNW): The country’s Micro, Small and Medium Enterprises (MSMEs) yesterday commended President Ranil Wickremesinghe for temporarily suspending the Parate executions till 15 December but insisted their plight persists hence need continuous support.

At a media briefing the Sri Lanka United National Businesses Alliance (SLUNBA) Vice Chairman Susantha Liyanaarachchi yesterday conveyed the industry’s appreciation to President Ranil Wickremesinghe for the measures taken to suspend the enforcement of parate executions under the Recovery of Loans by Banks (Special Provisions) Act No.4 of 1990 till 15 December 2024.

Additionally, Liyanaarachchi highlighted that SMEs have only obtained Rs. 1100 billion in loans from banks. He requested the Government to secure this amount as a grant from institutions like the ADB and allow SMEs to repay the loan at a low interest rate

Liyanaarachchi indicated that the expression of appreciation followed the publication of the draft bill in the Government Gazette, signalling its imminent tabling in Parliament for approval and provided the reassurance that the proposed measure will indeed proceed.

The country cannot progress without the contribution of SMEs to its Gross Domestic Product (GDP). Countries like India, China, and Singapore have implemented strategies to empower businesses through the banking system.

However, successive governments in Sri Lanka have neglected the country›s SME sector until now, he remarked.

Liyanarachchi criticised the Government for concentrating solely on large corporations and fostering an environment that favours their operations exclusively. This is precisely why we had to voice our concerns and strive for this victory, he emphasised.

Despite the temporary relief, Liyanaarachchi emphasised the importance of formulating a procedure through which industries can contribute to the country’s development. He stated that they will submit their own proposals to the Government regarding this matter.

He also urged the Government to provide the industry with briefings on Government plans for transitioning to a manufacturing-based economy.

When questioned by the media about the potential misuse of the suspension of Parate Executions by those deliberately evading loan repayments, SLUNBA Chairperson Tania Abeysundara refuted any suggestion that SMEs have been shirking their debt obligations.

Those who have defaulted on their loans are typically not individuals who borrowed from private banks, as they cannot easily evade repayment obligations due to their listing in the CRIB. Once listed, securing another loan becomes nearly impossible, she said.

Abeysundara further alleged that the majority of defaulters are individuals who obtained loans from State banks based on personal connections. These loans are granted primarily on personal affiliations, and the borrowers are unconcerned about being listed in the CRIB as State banks continue to provide them with loans regardless, she alleged.
