Foreign exchange crisis cripples shipping trade

The ongoing forex crisis has impacted the shipping trade as well with giant Maersk urging customers to pay in dollars. 

It said due to the current dollar unavailability in the market, it is facing challenges in making the freight collection remittance on time to its principal. It has informed customers that the challenge creates a severe adverse impact on future space availability to local exporters. 

“Hence after careful consideration and in keeping with the law, we are compelled to change the freight collection payments to dollars with immediate effect,” Maersk said.

The volume of trade is expected to drop drastically, exceeding the decline in world trade forecast for this year. This figure confirms that the sector most affected by the global economic crisis in the region is trade, which is suffering an unprecedented contraction. 

Sri Lanka’s Shippers’ Council representing importers and exporters of the country has welcomed a ruling on disputed extra charges imposed on importers by freight service providers, when freight had already been paid.

The order by the Director General of Merchant Shipping (DGMS) has limited fees that can be charged when freight has already been paid to delivery order fee and container deposit.

The apparel sector, which receives revenue in dollars, reserves its dollar account to repay its suppliers in order to import raw materials and manufacture the final product for export.

 “There is no way to convert those dollars into rupees. If you want to buy dollars, you’ll have to pay Rs 245. Those who take it in rupees and convert it to dollars are basically stranded because the Bank does not open LCs to repatriate US dollars. 

Businesses such as importers of food and commodities are unable to make payments in US dollars. People are cutting back on exports as a result of the current crisis, resulting in high commodity prices.”

Sri Lanka’s annual exports of 300,000 containers (20 footers) remain the same while annual imports of 700,000 containers have dropped to around 400,000. 

There are approximately 300,000 exporters in Sri Lanka and many of those who deal in Sri Lankan rupees are unable to complete the US transaction in order to send funds to their primary exporters.

A leading shipping line head   said that converting Rs to USD is impossible because the corresponding bank does not deal in that currency. Even if there are ‘loops,’ the corresponding banks in India do not accept Sri Lanka rupees when dealing with local currency.

The Sri Lankan Government has announced that cargo clearance and freight forwarders will only accept dollars and that they will be able to do business and repay in dollars, but that those who receive only in local currency will be unable to repatriate dollars to the suppliers.

It is also rumored that around 10,000 containers have not been cleared at a private terminal due to the dollar crisis, resulting in a massive demurrage while the Government-run terminals are accepting letters from top politicians and high ranking officials to clear their cargoes without any hindrance. 

Agents will report the crisis to principal parties and the next time there is no space for cargo to Sri Lanka, imports will drop, and they will eventually hit exports as well, as doing business in Sri Lanka will be on high alert. Principal exporters have already turned their backs on Sri Lanka.

 Some of the freight forwarders complain that, from the agents to wharf Clark, customs and the shippers make blunders and they keep passing the buck. 

Moreover, the customs department is forever suspicious of the cargo and delays the clearance.  New workers in the shipping sector have little or no knowledge about what they do and take no responsibility, complained one cargo forwarder.

Today one thing is very clear Mr President you are the best of the Rajapakses. I am sure though your relatives are getting hooted you can still go in public without fear. Because people know you are not a commission king and you are not corrupt .

Importantly unlike your nephews who flaunt their ill gotten wealth, nothing has changed for you. You lead a very simple life. Therefore it is a pity you are a failing. I am sure you will get a heart attack  if you spend some time on social media reading about your relatives. Hope it is not true for for the sake of your legacy. By only Expressing confidence of realising ‘Vistas of Prosperity it won’t fill the stomach of the 6.9 million people who voted for you. You have said you lost the first two years owing to pandemic-induced setbacks. Partially true, the rest was due to the pig headed bureaucrats you hired.

50% is mismanagement and the rest is pandemic related. At least in the new year put some practical people to run your government don’t only hire people because they are rich or connected and smooth talkers who can sell ice to Eskimos. Send those people as Ambassadors to sell Sri Lanka to the world using their money.

You say local manufacturers and farmers have benefited from your new policy, but you regret the lack of recognition by media and others. Please go to some areas in the country and see the impact of your policies. If it was so good how come the prices of essential items even vegetables have gone over 100-300%. Please Don’t let Sri Lanka be the next Zimbabwe.

Surely, your so called advisors did not know in 2020 that Sri Lanka will lose $ 10 b from tourism income and workers remittances. We’re they day dreaming till our reserves dropped to 1.4 Billion? Why are you so blindly defending them without sacking them for negligence? Like the last government and the previous Mahinda government we will keep on adding debt and mortgaging the future of our future generations to bail us out of this crisis . Most people though you will erase the excesses of the Rajapakse and Wickremesinghe era. It has only got worse.

If Sri Lanka had a charismatic and competent leader in Parliament by now you would have lost your government.

So at least now stop being so naive and do something to ease the burden on the purse , it is unbearable Mr President. Finally, there is nothing political in all what we have said, it is the truth and nothing but the truth. The way you are screwing up it will only pave the way for the JVP to realize their ultimate dream and make it difficult for you to govern.

PB to be appointed to a top post in Finance Ministry

Sources say that Dr. PB Jayasundara, who is to step down as the Secretary to the President, will be appointed as the Senior Adviser to the Ministry of Finance.

PB Jayasundara has submitted his resignation letter to the President and is due to resign from the post of Secretary to the President from December 31st.

Despite criticism of Jayasundera’s role as Secretary to the President, we feel that his appointment to a higher post in the Ministry of Finance is an appropriate step. This is because he is the most experienced official in the country at the moment in terms of the foreign funding mechanisms that are essential to the country’s economy.

Therefore, it is advisable to seek his services even in this difficult situation. The ruling party politicians who are strongly critical of him are only spending the money provided. They have no knowledge or even sense of making money.

Prime Minister Mahinda Rajapaksa to visit Dubai in 2021

It is reported that Prime Minister Mahinda Rajapaksa is scheduled to pay a visit to Dubai, United Arab Emirates next week.

Prime Minister Mahinda Rajapaksa has been invited to be the Chief Guest at the Global event of the 2020 Expo to be held in Dubai on January 3, 2022.

Accordingly, he is scheduled to leave the island on January 02.

However, sources close to the matter said that the Prime Minister may not attend the visit due to health reasons.

A Cabinet reshuffle before new parliament convenes!

Political sources say a cabinet reshuffle will take place before the new parliament convenes.

The new session is scheduled to begin on January 18, 2022, after President Gotabhaya Rajapaksa concluded his recent session. According to sources, the cabinet reshuffle will take place before January 18th.

It was reported that several front-line cabinet ministers would lose their posts and that there would be a change in the post of prime minister.

Udaya Gammanpila, Minister of Energy is working to hand over the Trincomalee oil tank complex to India, said Ananda Palitha, a trade union leader of the Ceylon Petroleum Corporation.

"You should remember the statements made by Minister Gammanpila regarding the Trincomalee oil tank complex. It was said that 99 tanks were given forever under the Indo-Lanka agreement. It was told to show if possible a 35 year lease agreement. He said there was no such thing. Hes aid he was going to get the tanks back. In front of the Prime Minister on March 16 in Kolonnawa he said that the Indian High Commissioner has agreed that we will receive the tanks in a few days.

Palitha recalled that one of the objectives of bringing a no-confidence motion against Minister Gammanpila was to prevent the handing over of these tanks to India, adding that all members of the government who defeated the no-confidence motion were responsible for the betrayal."

Ananda Palitha stated this addressing a media briefing held at the office of the Leader of the Opposition yesterday (27).


Temporary Closure of Identified Sri Lanka Missions / Posts Overseas: High Commission of Sri Lanka in Abuja/Nigeria, Consulate General of Sri Lanka in Frankfurt/Germany, Consulate General of Sri Lanka in Nicosia/Cyprus

The Foreign Ministry, following careful consideration, has taken a decision to temporarily close three of its Missions / Posts overseas, i.e., the Sri Lanka High Commission in Abuja, Nigeria; the Consulate General of Sri Lanka in Frankfurt, Germany; and the Consulate General of Sri Lanka in Nicosia, Cyprus; with effect from 31 December 2021.  The decision, which has received the approval of the Cabinet of Ministers, is part of a restructuring process of Sri Lanka’s network of Missions and Posts overseas carried out by the Foreign Ministry.  The restructuring is undertaken with a view to conserving the country’s much needed foreign reserves and minimising expenditure related to maintenance of Sri Lanka’s Missions / Posts overseas, while ensuring the effective conduct of bilateral relations, in the backdrop of the grave economic challenges posed by the global pandemic.

Upon closure of the three identified Missions / Posts, their functions, including maintenance of bilateral political, economic, cultural relations as well as consular functions as relevant, will come under the purview of accredited, and in the case of Abuja and Nicosia, non-resident High Commissions / Embassies of Sri Lanka.  In this regard, action is in process to concurrently accredit Nigeria through Sri Lanka’s High Commission in Nairobi, Kenya; and the other countries in Africa concurrently accredited through the Sri Lankan Mission in Abuja, through Sri Lanka’s Embassy in Cairo, Egypt and High Commission in Nairobi, respectively.  The functions of Sri Lanka’s Consulate General in Frankfurt, including trade, investment and tourism promotion, as well as consular matters of Sri Lankan nationals living and working in and around Frankfurt, will come under the purview of Sri Lanka’s Embassy in Berlin, Germany.  

The concurrent accreditation of Cyprus through the Sri Lanka Embassy in Rome, Italy will continue, with the latter handling Sri Lanka’s bilateral relations with Cyprus as per current practice.  The consular functions handled by the Consulate General in Nicosia will be brought under the purview of the Sri Lanka Embassy in Rome.  However, considering the significant consular and welfare requirements of the approximately 6,000-strong Sri Lankan employee community living and working in Cyprus, which need to be addressed on a regular basis, action is being taken by the Foreign Ministry to appoint forthwith a suitably qualified Honorary Consul based in Nicosia.  The Honorary Consul thus appointed will function under the direction of the Sri Lanka Embassy in Rome and the Foreign Ministry, in close coordination with the State Ministry of Foreign Employment Promotions & Market Diversification and the Sri Lanka Bureau of Foreign Employment.  The Foreign Ministry will closely monitor the transition process in Cyprus in order to address issues, if any, and provide further solutions if deemed relevant and necessary in the foreseeable future.   

Notwithstanding cost-cutting measures, the Foreign Ministry continues to attach highest priority to maintenance of bilateral relations with all countries at optimum level, to meet the foreign policy objectives of the Government with special focus on economic diplomacy, which entails the promotion of exports, foreign direct investment, tourism and foreign employment generation.  The Ministry pays high attention to its mandate of safeguarding the welfare and effective functioning of Sri Lankan employees overseas with due regard to their direct and significant contribution to the nation’s economy in terms of foreign remittances.  A continuous evaluation of Mission / Post requirements vis-à-vis achievement of targets is being undertaken by the Foreign Ministry through a consultative process, both internal and external, involving senior representation of the Foreign Ministry and Sri Lanka’s Heads of Mission / Post overseas, as well as relevant line institutions of Government including the Ministries of Finance, Trade and Labour; the State Ministries of Regional Cooperation and Foreign Employment Promotion & Market Diversification; the Department of Commerce, the Sri Lanka Export Development Board, the Board of Investment of Sri Lanka and the Sri Lanka Bureau of Foreign Employment, among other agencies.  The decision to temporarily close the three identified Missions / Posts is subject to continuous review, and action will be taken in due course to consider re-instatement of relevant resident Missions / Posts as deemed necessary.

Significant growth in tourist arrivals in December

Revealing a significant growth of foreign tourist visits, 69,641 foreign tourists have arrived in Sri Lanka during the last 26 days of December, said Tourism Minister Prasanna ranatunga.

In October, 22,771 tourists arrived in the country and the figure grew up to 44,294 in November. The total number of foreign tourists arrived in the country is 174,930.

Targeting the winter season, special tourism promotion programs responding to Russia, the United Kingdom, Germany, France, Ukraine and other European countries have been launched, and as a result the tourist attraction has soared.

7951 tourists arrived in the country from Russia, making it the highest number in December. Meanwhile, 6819 tourists arrived from the UK, 4131 from Germany, 2313 from France and 2054 from Ukraine.

Company owning crashed plane banned from air flights

An aircraft belonging to Sakurai Aviation Limited, a private aviation company, had made an emergency landing in Kimbulapitiya, Negombo today.

The aircraft had crashed during landing, injuring two passengers.

The craft was en route from Koggala to Sigiriya with a group of tourists on board. At the time of the landing, four passengers were on board.

Last week, an aircraft belonging to the same company had made an emergency landing in Payagala.

Following the events, the Civil Aviation Authority has taken steps to impose a flight ban on Sakurai Aviation Limited. The company thereby is suspended of operations until further notice.
