Vocational training for students who lack qualification for ALs

The Department of Manpower and Employment has planned an initiative to direct students who do not qualify for the G.C.E. Advanced Level based on their G.C.E. Ordinary Level results in 2020 for vocational training and place them in employment.

About 98,000 students who sat for their OLs in 2020 did not qualify for the ALs, and the initiative is designed to target the pool of students and select everyone except those who had failed the Mathematics Subject but are appearing for their ALs based on later submission.

Students who do not qualify for the ALs will be identified at the Divisional Secretariat Level via the initiative and given vocational training based on their skills, abilities and interests.

Based on requirement, these students will also be referred to the National Youth Corps and the National Youth Services Council as required.

The initiative is planned to be implemented in two phases.

SJB accepts Prime Minister’s Challenge – massive rally to be held in Salgadu Stadium next month

The Samagi Jana Balawegaya (SJB) stated that it will accept the challenge made by Prime Minister Mahinda Rajapaksa at the Salgadu Stadium in Anuradhapura to show that they can gain power without any conspiracies.

Speaking to a briefing today (10), SJB MP S.M. Marikkar noted an election should be held to find out who has the mandate and challenged the government to hold the provincial council election, which was dragged in for many years, if it can.

Suggesting that Prime Minister Rajapaksa is fully aware of where the mandate would be upon a provincial council election, Marikkar added that it is in this backdrop is the government postponing the provincial council election citing various circumstances.

The SJB MP added that the SJB too can set foot on the road, the sand and anywhere necessary, revealing that his party will be holding a massive rally in the Salgadu Stadium next month to demonstrate the people’s power.

Woman police sergeant dies by blaze – husband charged for murder

A resident of Gonapinuwala, Balapitiya has reportedly been killed by fire. The victim is a woman Police sergeant.

Her husband is accused of murdering her by pouring petrol onto her and sparking fire, following a heated exchange between the spouses.

The suspect is ex military, reports added.

The victim, who was admitted to the hospital, has succumbed to her burn-injuries and was pronounced dead thereafter.

The victim’s husband is currently in remand custody.

Ranil urges to table a monthly report on government debts

Leader of the United National Party (UNP) MP Ranil Wickremesinghe speaking to Parliament today (10) pointed out that a monthly report revealing government debts must be tabled in Parliament. Accordingly, the UNP Leader urged the Public Finance Committee of Parliament to issue such a report on a monthly basis.

His request comes in upon his emphasis that Parliament should be made aware of the foreign reserves. The UNP Leader pointed out that such a dialogue can be made upon the submission of a monthly report of the aforementioned nature.

Wickremesinghe added that they learned that there were not even a billion dollars in foreign reserves at the moment and that the submission of a monthly report divulging government debts would lead to financial stability in the country.

Eraj Fernando, who resigned from post as Hambantota Mayor, to lose chairmanship at Salt Corporation?

We reported on February 02 Eraj Fernando, who served as the Mayor of Hambantota, was likely to resign from his post in the event that he has been nominated as the new Chairman of the Ceylon Salt Corporation. Proving our report, Fernando today (10) confirmed his resignation. He has also resigned from his council membership.

However, sources divulged that chances are high that he will not be given the chairmanship at the Salt Corporation, given that Prime Minister Mahinda Rajapaksa, who is a close friend to Nishantha Sandabarana, the former Chairman of the Salt Corporation who was forcibly ousted from his position at Fernando’s intervention, is not so fond of him being appointed in the position.

Fernando is believed to be a devotee to Chamal Rajapaksa.

Mayor of Hambantota resigns

Mayor of Hambantota Municipal Council Eraj Ravindra Fernando has reportedly resigned from his position. His resignation has been announced at the Council Meeting held today (10).

Reports claimed that Fernando has been nominated for the post of Chairman of the Ceylon Salt Corporation.

Accordingly, chances are high that he is appointed as the new Chairman of the Salt Corporation.

SL foreign reserves fall to US$ 2.3 billion sufficient for 1.4 months of imports

Sri Lanka’s official external reserves fell to US$ 2.36 billion by the end of January 2022 from US$ 3.14 billion by the end of December 2021, as the government settled foreign currency loans and funded essential imports, while taking receipt of a US$ 400 million currency swap and a US$ 500 million debt deferment from India. The January foreign reserves position merely provides 1.4 months of import cover. 
Sri Lanka has so far resisted assistance of International Monetary Fund (IMF) to bolster its reserves position and restructure its debt. Instated the government has placed its faith on a home-grown fix based on expedited bilateral and multilateral funding lines to overcome the economic difficulties.

Sri Lanka up to now has received US$ 900 million worth of financial assistance from India and is expecting further US$ 1 billion in March to facilitate essential imports such as food and medicines from that country. 

The government said it is discussing further credit lines from Pakistan, Japan and Australia.

In the three months from February to April, Sri Lanka has other US$ 1.83 billion foreign currency obligations to settle, while a billion dollar sovereign bond falls due on July 25. 

Excluding the July bond, Sri Lanka has another US$ 2.9billion worth foreign currency obligation in the eight months to December 2022, bringing the total up to US$ 6.9 billion for the entire year, including the interest. 

Out of the total debt due, the Central Bank said there is considerable amount which would be rolled over and hence wouldn’t result in fund outflows. 

The Central Bank led by Governor Ajith Nivard Cabraal, who is an accountant by profession, deals with the current foreign debt problem from the standpoint of cash flows and liquidity as opposed to absolute reserves in relation to the foreign currency debt due in the next 12 months.  

Independent research firm First Capital Research (FCR) estimates Sri Lanka could raise US$ 6.4 billion worth foreign currency loans from bilateral and multilateral sources in 2022, which could provide some cushion but wouldn’t end external sector pressures plaguing the country’s economy. 

FCR also estimates the inflows from tourism sector to recover to US$ 2.2 billion and remittance flows to reinstate this year. 

According to analysts, a steady remittance inflow will only takes place once Central Bank allows complete float of the currency.  

At present, a large section of remittances are being sent through unofficial channels due to the higher conversion rates offered in the north of Rs.240 to a dollar as opposed to Rs.210 offered by the formal banking channels. 

Meanwhile, despite an increasingly grim external outlook, Sri Lanka’s euro bonds have rallied in the past week on news that the government has sought technical support from the IMF, according to Tellimer Research.

Although Dr. Rukshan Bellana is the Chairman of the Government Medical Officers’ Forum is currently opposed to the health strikes, Saman Ratnapriya on behalf of the Federation of Health Professionals yesterday stated that he has supported the strikes during the time he is representing the Government Medical Officers’ Association. And Dr. Rukshan Bellana has responded to this allegation today.

Bellana said that he last represented the Government Medical Officers’ Association in 2003 when he was its Vice President and at the same time withdrew from the strike after realizing that it was wrong to go on strike.

Bellana said that since he had avoided the unjust strikes for about 20 years, he should have told Saman Ratnapriya to get rid of the strikes now and work for the betterment of patients like himself.

Accordingly, Saman Ratnapriya could attain Nibbana now or later, he said.

CB reiterates SL’s commitment to service forthcoming debt obligations

Sri Lanka is fully committed to honour forthcoming debt obligations and there was no sovereign default what so ever, the Central Bank reiterated.

It has assured the local and international investor community and the public that the Government and the CB are committed to maintain Sri Lanka’s unblemished record of debt servicing.

Sri Lanka successfully settled the US $500 million International Sovereign Bond (ISB) that matured in January 2022 despite the adverse speculation in certain quarters that such settlement would not be possible.

In fact, with the repayment of ISBs totalling $ 2.5 billion from January 2020 onwards, the total outstanding ISBs have now reduced to $12.55 billion and will reduce to $11.55 billion by July 2022, broadly in line with the Government’s strategy to reduce ISB debt gradually to around 10% of GDP.

Towards that objective, the Government and the CB have already taken necessary measures to secure alternative forex inflows via a number of bilateral and multilateral funding arrangements to meet the upcoming debt obligations, including the US $1 billion ISB maturing in July 2022.

In that background, with the realisation of expected forex inflows and the resulting build-up of international reserves, the need for initiating discussions with investors on debt restructuring (as claimed by these media reports) does not arise, as the Government would be able to ensure the settlement of its sovereign debt without any interruption or default.

Accordingly, the CB informs the public and the investor community not to be misled by such inaccurate information, misleading opinions and deliberate misinterpretations spread by certain parties with vested interests who are fuelling speculation regarding Sri Lanka’s capacity to service its future debt obligations.

Former Deputy Governor of the Central Bank and eminent economic expert Dr.W.A. Wijewardena has claimed that the CB has paid a sum of $1.03 billion in parallel to $ 500 million ISB maturity repayment.

This additional payment included the $ 14 million interest for the $ 500 million ISB and another $ 515 million to pay for Asian Clearing Union settlement.

Meanwhile parliamentarian and economic expert Dr. Harsha de Silva revealed that the CB has to pay around $ 250 million on February 09 and February 17.

He noted that the country’s official foreign reserves have dwindled to $ 700 million by the end of January. The Central Bank is yet to announce the official foreign reserve position as at the end of January this year.

AIESEC in University of Sri Jayewardenepura conducts flagship leadership development seminar for 10th consecutive time

AIESEC in University of Jayewardenepura successfully conducted JXLDS 10.0, the tenth iteration of its annual leadership development seminar, at Laya Leisure, Kukuleganga, on January 22 and 23.

The two-day conference, which is targeted for the entity’s membership and has helped bring forth leaders from within its ranks for a decade now, comprised various sessions conducted by the Executive Board of the entity and select external facilitators.

The event saw the delegates experience team-building activities, outbound training, informative sessions, and engage in several leadership-centric spaces over the two-day event schedule. Among the highlights of the event was the theme party conducted under the theme of the fictional land of Wakanda that allowed the membership a chance to express themselves through costumes, games, and an evening on the dance floor.

Notably, the conference was conducted in a group-wise bubble system from start to finish with strict adherence to safety guidelines in the backdrop of Covid cases once again rearing its head in the country. The delegates engaged in each session in their respective bubbles of six to seven members. Their overnight accommodation was also arranged in such a way that each delegate was allocated a room of their own for the night.

Several partners came on board to bring JXLDS 10.0 to fruition, including KL.LK, Fresh Milk Dairies, Haycarb PLC, Premier Partners Institute of Management, Singhagiri, Darley Butler & Co., Singha Holdings, Mark and Comm, and ORO International, along with several other banner and gift partners. 

Local Committee President of AIESEC in University of Sri Jayewardenepura, Vikum Wijekoon, said that the seminar has helped the youth of the entity identify their true capabilities for many years now and that it will continue to do so for years to come.

“JXLDS is a place for someone to see that they are so much capable than they believe they are. We are proud and delighted to see JXLDS held for its 10th year in grand style and hope to see the conference continue to bring forth young leaders in future,” he said.

The overwhelmingly positive feedback for the event from both the membership of AIESEC in University of Sri Jayewardenepura, as well as the external partners involved bears testament to the success of the event, which was conducted on an even grander scale than previous years in light of it being the 10th anniversary of JXLDS and its significance in shaping youth leaders.
