US supreme court overturns abortion rights, upending Roe v Wade

The supreme court has ruled there is no constitutional right to abortion in the United States, upending the landmark Roe v Wade case from nearly 50 years ago in a rare reversal of long-settled law that will fracture reproductive rights in America.

Joe Biden called the ruling a “tragic error” and the Republicans celebrating it “wrong, extreme and out of touch”.

The court, the president said, had pointed America down “an extreme and dangerous path”. Sounding an alarm over a concurring opinion by the conservative justice Clarence Thomas, Biden said key rights including same-sex marriage and access to contraception could now be targeted by the rightwing court.

He said: “Justice Thomas said as much today. He explicitly called to reconsider the right of marriage equality. The right of couples to make their choices on contraception.

“This is an extreme and dangerous path the court has now taken us on.”

The ruling, handed down a day after the court overturned a New York gun control law, came in the case Dobbs v Jackson Women’s Health Organization, in which the last abortion clinic in Mississippi opposed state efforts to ban abortion after 15 weeks and overturn Roe.

“We hold that Roe and Casey must be overruled,” said the majority opinion, written by Samuel Alito and joined by four other conservatives, referring also to a 1992 ruling which buttressed Roe. “The constitution makes no reference to abortion, and no such right is implicitly protected by any constitutional provision.”

Chief Justice John Roberts said he would have upheld Mississippi’s law but not overruled Roe.

The three liberal justices dissented, saying the majority opinion “says that from the very moment of fertilization, a woman has no rights to speak of”, and that conservatives well knew states would enact – and in many cases had already enacted – abortion restrictions to the moment of conception.

Under state restrictions, “a woman will have to bear her rapist’s child or a young girl her father’s – no matter if doing so will destroy her life”, the liberal justices wrote.

At least 26 states are expected to ban abortion immediately or as soon as practicable. The Republican attorney general of Texas, Ken Paxton, celebrated the ruling and said: “Abortion is illegal here.”

The Dobbs decision is one of the most consequential in generations. It will have profound, immediate and enduring consequences for tens of millions of women and other people who can become pregnant. Ripple effects could play out over decades.

“Even if it’s not completely unprecedented it’s extremely rare,” said Mary Ziegler, a visiting professor of constitutional law at Harvard Law School, professor at the University of California, Davis School of Law and a historian of abortion. “It’s also extraordinary to do something like this so quickly, with no kind of advance notice.”

Swaths of the south and midwest are expected to ban abortion or impose severe restrictions, possibly forcing patients to travel hundreds of miles or self-manage abortions.

At least one economist has estimated such bans could result in 60,000 births a year among women unable to obtain an abortion, affecting 41% of women of reproductive age and hitting young, poor, Black and brown women and people who already have children hardest.

As Biden indicated, the decision could also herald restrictions in other areas of private life. In his opinion, Thomas explicitly encouraged fellow justices to “reconsider all of this court’s” cases that establish rights to contraception and gay marriage and sex.

Thomas did not mention interracial marriage, another right many fear could be targeted. Thomas is Black. His wife, the far-right activist Ginni Thomas, is white.

The decision is likely to spark protests and rallies, and intensify debate within and between states about abortion, and even between cities.

“Backlash to the decision is really unpredictable, and part of the reason we know that is because backlash to Roe was unpredictable,” said Ziegler.

Dr Iffath A Hoskins, president of the American College of Obstetricians and Gynecologists, said: “Today’s decision is a direct blow to bodily autonomy, reproductive health, patient safety and health equity in the United States.

“The principle of shared decision-making is founded on respect for people’s expertise in their own bodies and lives and clinicians’ expertise in science and medicine. There is no room within the sanctuary of the patient-physician relationship for individual lawmakers who wish to impose their personal religious or ideological views on others.”

Democratic-led states have enacted laws to aid patients who travel for abortions. Republican-led states have worked to further restrict abortion. Some have debated prosecuting women who seek abortions under homicide statutes.

Although an estimated 85% of Americans support legal abortion under certain circumstances, partisan manipulation of electoral districts has insulated Republican leaders from popular opinion.

Biden pointed to the midterm elections in November.

He said: “This fall, Roe is on the ballot. Personal freedoms are on the ballot. The right to privacy, liberty, equality are on the ballot.

“Until then, I will do all my power to protect a woman’s right in states where they will face the consequences of today’s decision.

“Though the court’s decision cast a dark shadow over large swaths of the land, many states still recognize a woman’s right to choose. So if a woman lives in a state that restricts abortion, the supreme court’s decision does not prevent her from traveling from her home state to the state that allows it. It does not prevent a doctor in that state from treating her.

“As the attorney general has made clear, women must remain free to travel safely to another state to seek care they need. My administration will defend that bedrock right. If any state or local official, high or low, tries to interfere with a woman exercising her basic right to travel, I will do everything in my power to fight that deeply un-American attack.”

The leak of the draft Roe decision prompted protests, some near justices’ homes. Biden called for protests to remain peaceful, saying: “No intimidation. Violence is never acceptable.”

Among Republican-led states , Missouri claimed to be first to ban abortion. South Dakota announced a special session to consider more restrictions.

In Illinois, the Democratic governor, JB Pritzker, called the general assembly into special session “to further enshrine our commitment to reproductive healthcare rights and protections”.

The US is one of only four countries since 1994 to restrict abortion, according to the Center for Reproductive Rights, the others being Poland, Nicaragua and El Salvador. This will further set America apart from peer countries as life expectancy falls. It could also damage efforts to advocate for the rights of women and girls globally.

IMF will assist SL in line with their policies

A meeting between the representatives appointed by the International Monetary Fund for Sri Lanka and President Gotabhaya Rajapaksa was held at the President’s Residence, Fort yesterday (24) afternoon.

The delegation will stay in Sri Lanka for a week to study at length the policy and issues relevant to reaching a staff-level agreement.

They briefed the President on the discussions with economic authorities and experts, including the Prime Minister, the Ministry of Finance and the Central Bank.

The delegation stated that they look forward to assisting Sri Lanka in this difficult time in line with the policies of the International Monetary Fund.

The President elaborated on the current economic situation and thanked the delegation for their support to Sri Lanka during difficult times.

Welcoming a SLR 3 billion consignment of humanitarian supplies

High Commissioner Gopal Baglay, Hon’ble Keheliya Rambukwella, Minister of Health, Hon’ble Nalin Fernando, Minister of Trade, Hon’ble Members of Parliament namely M.A Sumanthiran,      V. Radhakrishnan, M. Udaya Kumar, Angajan Ramanthan, and several others including Senthil Thondaman welcomed a large humanitarian consignment consisting of 14,700 MT of rice, 250 MT of milk powder and 38 MT of medicines donated by the people of India in Colombo on 24 June 2022. The total value of this consignment is more than SLR 3 billion. 

The large consignment of humanitarian supplies underscores abiding people to people bonds between India and Sri Lanka as also concerns of the people of India for the well-being of their brethren in Sri Lanka. These supplies shall be distributed among beneficiaries by Government of Sri Lanka in the coming days. 

 This is the second consignment under a larger commitment of 40,000 MT of rice, 500 MT of milk powder and medicines by Government of Tamil Nadu. 

India’s unprecedented economic, financial and humanitarian assistance to the people of Sri Lanka stands at over USD 3.5 billion in 2022. In addition to the three credit lines to the tune of more than USD 1.5 billion and forex support of around USD 2 billion, assistance from the Government and people of India has taken the form of supply of medicines to several health-related establishments in various parts of Sri Lanka, distribution of kerosene among the fishermen of Sri Lanka, handing over of dry rations to needy sections etc.  

India assures fullest support to Sri Lanka as a close friend

The Government of India, as a close friend of Sri Lanka, will extend its fullest support to the island nation in overcoming the current difficult situation, Indian Foreign Secretary Vinay Kwatra told President Gotabaya Rajapaksa today (June 23).

The Indian Foreign Secretary made these remarks during a meeting with President Gotabaya Rajapaksa at the President’s House in Colombo on Thursday 23 morning.

Indian External Affairs Minister S. Jaishankar on Thursday met his Sri Lankan counterpart Prof. G.L. Peiris in Rwanda and discussed India’s crucial support for the crisis-hit nation.The meeting took place on the sidelines of the CHOGM Summit in Kigali, Rwanda.

Jaishankar’s meeting with Peiris took place hours after a four-member delegation led by Indian Foreign Secretary Vinay Kwatra met Sri Lanka’s top leadership, including President Gotabaya Rajapaksa, in Colombo and assured them that India stands ready to help the country’s quick economic recovery through promoting investments, connectivity and strengthening economic linkage.

“A neighbours’ meeting with Prof. G.L. Peiris, FM of Sri Lanka on the margins of the Commonwealth Summit. Talked about Commonwealth issues as well as India’s support for Sri Lanka at this time,” Jaishankar tweeted.

The Indian delegation arrived on the island to consider further financial assistance to Sri Lanka.It  has already received essential food items, fuel, medicine and fertilizer under the Indian credit line facility. 

The Indian delegation noted that the Government of India and the political authorities are committed to providing continued support to Sri Lanka.

On behalf of the government and the people of Sri Lanka, the President conveyed his gratitude to the Government of India for its significant role in assisting Sri Lanka in difficult times.

Both sides discussed the future course of action of the Indian aid programme to stabilize and revive the Sri Lankan economy, at length.

The delegation also expressed confidence that the country would recover soon after overcoming this difficult period.

The petrol tanker which was to be arrived in SL yesterday will be further delayed – Kanchana

Energy Minister Kanchana Wijesekera says that the petrol tanker which was scheduled to arrive in Sri Lanka yesterday (23) will be further delayed.

He apologized for the incident and said that the date of the ship’s arrival would be confirmed and informed later.

Sri Lanka seeks EU assistance in tackling the  economic crisis

Sri Lanka has sought the assistance of the European Union in the economic recovery process.

As part of the ongoing engagement with 94 concurrently accredited Diplomatic Missions to Sri Lanka from New Delhi, High Commissioner of Sri Lanka to India Milinda Moragoda hosted a group of European Heads of Mission on 21 June 2022 and briefed them on the present developments in Sri Lanka. The meeting was held at the official residence of the High Commissioner.

The group included 14 Ambassadors and one High Commissioner who are concurrently accredited or designated to Sri Lanka from New Delhi. This was the third time that High Commissioner Moragoda interacted with concurrently accredited Heads of Mission in this manner since assuming office in New Delhi.

Ambassadors of Austria, Belarus, Belgium, Bosnia and Herzegovina, Croatia, Czech Republic, Denmark, Ireland, Luxembourg, North Macedonia, Portugal, Serbia, Slovenia, Ukraine and the High Commissioner of Malta attended this meeting.

Welcoming the Heads of Mission, High Commissioner Moragoda expressed his keenness in further strengthening Sri Lanka’s relations with their respective countries and pledged all possible support of his Office to them in carrying out their duties.

He briefed the Heads of Mission on the current economic and political developments in Sri Lanka, in particular the plans for the stabilization and recovery of the Sri Lankan economy. 

The High Commissioner stressed the importance of bridging finance until the IMF programme would be in place, and requested the assistance of the Heads of Mission in the recovery process. A detailed discussion followed, with the Heads of Mission posing several questions to High Commissioner Moragoda.

High Commissioner Moragoda also stated that he is coordinating with the relevant authorities in Colombo to organize a credentials ceremony for the concurrently accredited Heads of Mission- designate to present their Letters of Credence at the earliest.

The High Commission of Sri Lanka in New Delhi functions as the main coordinating point between the concurrently accredited 94 Foreign Missions and the Foreign Ministry of Sri Lanka.

All correspondence between these Missions and the Foreign Ministry passes through the High Commission, while it actively engages with the Missions covering an entire gamut of bilateral relations, which include political, economic, consular as well as cultural activities. 

In particular, Sri Lanka seeks support for its candidatures and resolutions at multilateral fora, through the Heads of Mission of relevant Member States based in New Delhi.

  SL Cauvery and Mannar Basins petroleum resource data  revealed

Bell Geospace, the world leaders in gravity gradiometry, has conducted the first aerial mapping of petroleum resources in Sri Lanka in Q4 of 2021, and will be presenting these insights – together with Wintermoon Geophysics- at the prestigious SEAPEX (South East Asia Petroleum Exploration Society) Asia Pacific Conference in London on Thursday the 30th of June.

The mapping project was conducted during the last quarter of 2021 as part of a collaboration between Bell Geospace and the Government of Sri Lanka, with the aim to explore offshore oil and gas potential in the seas off the North and Northwest of the island., official sources said. 

This entailed the acquisition, processing and interpretation of data from Airborne 3D Full Tensor Gravity Gradiometry (FTG), Gravity Gradiometry, and Magnetic Surveys that were employed to gather data on hydrocarbon potential below the surfaces around the Cauvery Basin off the Northern peninsula and the Mannar Basin off the West coast.

Data and interpretation from this survey has revealed new insights into the structure, tectonic history, and hydrocarbon potential of Sri Lanka’s Mannar Basin M1, M2, and the Cauvery Basin C1 blocks.

With Sri Lanka outlaying US$ 6-7 billion annually to purchase fuel, and the domestic hydrocarbon potential estimated at several billion barrels of oil and 9 trillion cubic feet of gas, this is a potential multibillion-dollar revenue stream for the Government of Sri Lanka. 

Especially taking into consideration that Cairn India, which explored the Mannar M2 block, invested US$200 million in the region 10 years ago.

Additionally, with Bell Geospace’s modern geophysical data and interpretation, the publicity created at a major Oil and Gas conference such as SEAPEX in London holds the potential for Sri Lanka to attract a new round of foreign investors bringing in US$ to the country.
