Saudi Arabia emerges as prime market for SL tourism

August 01, Colombo (LNW): In June 2024, Saudi Arabia ascended to the third spot as a key market for Sri Lankan tourism, according to the Sri Lankan Embassy in Riyadh.

Data from the Sri Lanka Tourism Development Authority (SLTDA) previously ranked Saudi Arabia as the 23rd source of tourists to Sri Lanka.

Sri Lanka recently participated in the Travel Fair 2024 at the Riyadh International Convention & Exhibition Centre.

The event was organised by the Sri Lankan Embassy in Riyadh and the Sri Lanka Tourism Promotion Bureau (SLPB), featuring eighteen Sri Lankan destination management companies, hotels, and Sri Lankan Airlines.

The travel fair facilitated networking opportunities among tour and travel operators and bolstered Sri Lanka’s image as a desirable destination for Arab tourists.

With an ambitious target of attracting five million tourists by 2026, Sri Lanka is focusing on affluent tourists from the Middle East.

The high spending capacity of Saudi visitors has solidified Saudi Arabia’s position as a crucial market for Sri Lankan tourism.

Port City Colombo initiates offshore banking regulations

August 01, Colombo (LNW): Port City Colombo has officially gazetted two key regulations, Offshore Banking and Offshore Banking – Prudent Management and Confidence, on 26th July 2024 (Gazette Notifications 2394/66 and 2394/67), marking a significant step in its development as a regional offshore financial centre in South Asia.

These regulations facilitate commercial operations within the Colombo Port City Special Economic Zone, aiming to attract global investors by offering a business-friendly environment with robust safeguards.

Investors can transact in foreign currencies and enjoy benefits like higher trading freedom, capital repatriation, and tax exemptions, similar to those in Singapore and Dubai.

Xiong Hongfeng, Managing Director of CHEC Port City Colombo, highlighted that this regulatory framework will boost investor confidence and increase Foreign Direct Investment (FDI) inflows into Sri Lanka.

Eligible entities for offshore banking licenses include:

  1. Sri Lankan companies licenced under the Banking Act.
  2. Offshore companies registered in Sri Lanka and licensed under the Banking Act.
  3. Offshore companies registered in Sri Lanka and licensed to engage in banking under foreign laws, but not under the Sri Lankan Banking Act.

The regulations allow permitted offshore banking activities, such as foreign currency transactions, accepting deposits from non-residents, borrowing in foreign currency, and other authorised transactions with the Central Bank’s concurrence.

Port City Colombo aims to become a major regional offshore economy and commercial hub, enhancing Sri Lanka’s economic stature.

Colombo District Inflation rises slightly in July, 2024

August 01, Colombo (LNW): Inflation in Colombo District increased to 2.4 per cent in July, up from June’s 1.7 per cent, as favourable base effects diminished.

Monthly prices declined by 0.5 per cent in July due to softening food prices and lower non-food prices, driven by significant cuts in power tariffs and earlier reductions in fuel prices.

The Central Bank of Sri Lanka (CBSL) expressed confidence in managing medium-term inflation risks and maintained its 5 per cent target, while cutting rates by 25 basis points, seeing room for economic growth without igniting inflationary pressures.

Despite recent lower inflation, Sri Lankan consumers remain strained from over 70 per cent inflation in 2022 and substantial tax hikes.

July saw food prices rise by 1.5 per cent year-on-year, slightly up from June’s 1.4 per cent. Monthly food price increases slowed to 0.1 per cent, from 2.8 per cent between April and May.

Price rises in staples were largely offset by declines in other staple prices.

Non-food prices, which softened July’s inflation reading, rose 2.8 per cent year-on-year, up from 1.8 per cent in June.

Notably, the non-food index dropped by 0.7 per cent, mainly due to reductions in electricity tariffs, fuel, and gas prices.

Authorities announced no further gas price revisions for August.

Core inflation, excluding volatile items like food, energy, and transport, remained steady at 4.4 per cent year-on-year in July, unchanged from June.

Election Commission urges early cash deposits from presidential candidates

August 01, Colombo (LNW): The Election Commission (EC) has called on presidential candidates to make their cash deposits for the upcoming election as soon as possible.

Election Commission Chairman, R.M.A.L. Rathnayake, advised candidates to submit their deposits early to prevent any last-minute issues.

As of July 31, five candidates have made their deposits. Ranil Wickremesinghe and Sarath Keerthirathne have entered as Independent candidates, while Oshala Herath from the ‘Abhinawa Niwahal Peramuna’, and ASP Liyanage from the Sri Lanka Worker’s Party, have also placed their deposits.

Opposition Leader Sajith Premadasa is the latest to make his deposit.

Nominations will be accepted until August 15, with the Presidential Election set for September 21.

Additionally, the EC met with the Secretary to the Ministry of Public Security and Senior Deputy Inspector of Police (SDIG) Asanga Karavita to address issues related to the Inspector General of Police (IGP).

President ensures Police security for upcoming Presidential Polls

August 01, Colombo (LNW): The President’s Secretary has instructed the Public Security Ministry, following the President’s directive, to ensure adequate police personnel are available for the forthcoming Presidential Election.

This follows a written request from the Election Commission on July 30, seeking the appointment of an Inspector General of Police (IGP) or Acting IGP for the election.

Election Commission Chairman, R.M.A.L. Rathnayake, confirmed that a meeting was held on July 31 with the Public Security Ministry Secretary and the Senior Deputy Inspector General of Police (SDIG) to discuss police duties for the election.

Rathnayake noted that the National Election Commission lacks the authority to nominate an IGP.

Concerns about the election, scheduled for September 21, arose after a Supreme Court order restrained Deshabandu Tennakoon from acting as IGP.

Public Security Ministry Secretary Viyani Gunathilaka has assured the Election Commission that all necessary security measures will be in place.

This assurance came after discussions with the Election Commission and Senior DIG Asanka Karawita.

Sri Lanka’s insurance industry sees robust growth in Q124

August 01, Colombo (LNW): The insurance sector in Sri Lanka reported a total Gross Written Premium (GWP) of Rs. 78,589 million for the first quarter of 2024, marking a 7.39 per cent increase from Rs. 73,178 million in the corresponding period of 2023.

The Long-Term Insurance Business saw a substantial growth of 19.26 per cent, with a GWP of Rs. 40,230 million, whilst General Insurance Business experienced a 2.75 per cent decline, amounting to Rs. 38,358 million.

The industry’s total assets grew by 10.88 per cent to Rs. 1,098,988 million. Long-Term Insurance assets rose by 18.54 per cent to Rs. 824,890 million, whereas General Insurance assets decreased by 7.17 per cent to Rs. 274,098 million.

Investments in Government Debt Securities increased by 30.07 per cent to Rs. 552,158 million.

Claims incurred by both insurance sectors dropped by 6.97 per cent to Rs. 32,384 million, with Long-Term Insurance claims at Rs. 18,320 million and General Insurance claims at Rs. 14,064 million.

The Profit Before Tax (PBT) for the period rose by 35.06 per cent to Rs. 12,332 million, driven by significant growth in General Insurance Business PBT, which surged by 106.11 per cent to Rs. 5,677 million.

Kandy District takes legal action against polluters of Pinga Oya

August 01, Kandy (LNW): The Kandy District Coordinating Committee has unanimously decided to prosecute businesses in Akurana town that dispose of waste into Pinga Oya.

This decision followed a complaint regarding the pollution of the river, which has led to environmental and health issues.

The meeting, chaired by Central Province Governor Lalith U Gamage, highlighted that many businesses along the Kandy Akurana road are responsible for the waste disposal.

The Akurana Divisional Secretary reported that a recent investigation revealed significant waste disposal into Pinga Oya, including toilet waste. In response, the Governor directed the Central Environment Authority, Akurana Regional Council, Akurana Regional Secretariat, and the Regional Health Medical Officer’s Office to jointly pursue legal action against the offending businesses.

Kandy District Secretary Chandana Tennakoon emphasised the need for business inspections and legal measures against illegal constructions.

The Governor also requested a detailed report on Pinga Oya’s current condition to be presented at the next District Coordination Committee meeting.

The meeting also saw inputs from Kandy District Coordinating Committee Chairman MP Gunathilaka Rajapakse, Central Province Chief Secretary Ajith Premasinghe, and Kandy District Planning and Methodology Composition Director Ramya Wijesundara.

New Chairman appointed to Central Environment Authority amidst controversy

August 01, Colombo (LNW): President Ranil Wickremesinghe has appointed U.D. Chandana Jayalal as the new Chairman of the Central Environment Authority (CEA), effective from 30th July.

The removal of the previous Chairman, Venura Fernando, was not explained, according to CEA unions.

The appointment was confirmed in a letter from the Secretary to the President, Saman Ekanayake, which was also sent to the Secretary to the Ministry of Environment and the Director General of the CEA.

Five trade unions within the CEA have expressed strong opposition to Fernando’s removal, praising his integrity and noting that he did not claim his salary.

The unions questioned the timing of the removal amidst an ongoing election and reported the matter to the Election Commission and the independent monitoring body PAFFREL.

A union spokesperson mentioned a planned special discussion due to the disheartenment among CEA employees.

Election Commission Chairman R.A.M.L. Rathnayake stated that appointments and transfers for service requirements or disciplinary action are permitted during an election period, but concerns of political motives can be reported to the commission.

Sources in the Ministry of Environment indicated an ongoing audit query concerning a recent CEA board decision to increase staff salaries by Rs. 10,000.

Sri Lanka prepares for E-Passport rollout, limits issuance

August 01, Colombo (LNW): Passport issuance will be limited for the next two months as the country prepares for its first issuance of e-passports, Public Security Minister Tiran Alles announced.

He explained that numerous technical and logistical challenges need to be addressed before the e-passports arrive in mid-October, necessitating careful management of the current passport stock.

Despite these limitations, the immigration department continues to issue passports to individuals with urgent travel needs.

Alles highlighted that historically, only 30 per cent of issued passports were used for travel, with the remainder obtained for safekeeping.

Currently, 1,000 passports are being issued daily to meet urgent requirements.

The department aims to commence issuing e-passports by mid-October.

Should the e-passport system not be ready by then, the issuance of regular passports will continue.

SLFP endorses President RW for upcoming Election

August 01, Colombo (LNW): The Central Committee of the Sri Lanka Freedom Party (SLFP) met with President Ranil Wickremesinghe yesterday (31), expressing firm support for his bid in the forthcoming presidential election, as per the President’s Media Division (PMD).

Following a meeting of the SLFP’s Politburo and Central Committee yesterday evening, they decided to back Wickremesinghe.

MP Duminda Dissanayake noted, “Only the incumbent President Ranil Wickremesinghe has made a request in writing asking for our support.”

Additionally, 92 Members of Parliament, including Ministers and State Ministers, recently pledged their support for Wickremesinghe.

Despite the Sri Lanka Podujana Peramuna (SLPP) deciding to field their own candidate, some SLPP MPs and Ministers have declared their backing for President Wickremesinghe.
