March 15, Colombo (LNW): Following the withdrawal of the Police Special Task Force from internal security and rescue operations on expressways, Rakna Arakshaka Lanka Limited (RALL) has been entrusted with these responsibilities. The decision, effective since Wednesday (13), marks a transition in ensuring road safety along expressways.
The Road Development Authority (RDA) disclosed that officers from Rakna Arakshaka Lanka Limited have been deployed for this purpose. The handover comes at an estimated monthly expense of approximately Rs. 12 million.
However, it’s important to note that the security and rescue operations for the section between Mirigama and Kurunegala along the Central Expressway have been delegated to local authorities, as confirmed by the RDA.
March 15, Colombo (LNW): Sri Lanka verifiably failed to meet 33% of the commitments due by end-February 2024 in its International Monetary Fund (IMF) programme, according to the February update of Verité Research’s ‘IMF Tracker’.
Many of these commitments that are classified as ‘not met’ on IMF Tracker were designed to improve governance.
These include commitments related to publishing information (transparency), and those that require the passage of governance-improving legislation.
The IMF has recognised poor governance as being at the heart of Sri Lanka’s economic crisis, and Sri Lanka is the first Asian country to have had an IMF-led Governance Diagnostic Assessment.
The status of 36% of the commitments are classified as ‘unknown’, which means sufficient data was not made available to assess their progress. By end-February, 31% of the commitments were verifiably ‘met’.
The second round of IMF programme funding came in December 2023. Under the updated agreement, Sri Lanka was due to meet 45 commitments by end-February. The IMF Tracker dashboard classified 14 (31%) of these as ‘met’, 15 (33%) as ‘not met’, and 16 (36%) as ‘unknown’.
Of the 15 ‘not met’ commitments, six are on publishing information. Four are on actions relating to adopting new laws: (a) Obtaining parliamentary approval on Banking Act; (b) Introducing automatic indexation of excises to inflation; (c) Making legislative change to set up a debt management agency; (d) Presenting the public finance management law to parliament.
These four actions, which are aimed at addressing governance problems, have remained neglected despite being included in the IMF staff-level agreement in September 2022.
IMF Tracker is the only platform that is publicly tracking Sri Lanka’s commitments under its 17th IMF programme. It is available on the parliament monitoring platform manthri.lk of Verité Research,.
Mwanwhile rhe International Monetary Fund (IMF) Senior Mission Chief for Sri Lanka Peter Breuer and other officials yesterday met with the Power and Energy Ministry to review the progress of the reforms of the Ceylon Electricity Board (CEB) and the Ceylon Petroleum Corporation (CPC).
Taking to ‘X’ Power and Energy Minister Kanchana Wijesekera announced that they discussed key matters related to the sector.
“Matters on recent tariff reduction in the electricity sector, CEB and CPC balance sheets of 2023, current financial position of CEB, accounting principles and standards adopted, BSTA filling automation, dispatch audit to be conducted, outstanding payments, forecast for 2024, CPC pricing formula and CPC operations was briefed and discussed,” he added.
March 15, Colombo (LNW): The government has stepped into find some redress to the construction industry in Sri Lanka which is on the verge of collapsing in the economic crisis which has triggered the the shortage of building material and its high prices if it is available in some hardware stores.
Sri Lanka stands on the verge of losing a major industry – its construction sector, which notably contributes approximately 9.6% to the GDP and involves nearly 2.6 million stakeholders.
The industry has already seen a significant contraction by 60%, resulting in over 500,000 job losses and the emigration of more than 10,000 professionals. In response, the government has established a task force, producing a 51-point report, from which 11 critical points were selected for action.
Despite these measures, progress has stalled, necessitating urgent intervention to rejuvenate the industry.
Inthis context ,President Ranil Wickremesinghe announced that an expert committee would be appointed to investigate and propose solutions for the prevailing economic challenges, particularly within the construction sector.
This declaration was made during a discussion held at the Presidential Secretariat attended by industrialists from the construction sector, the President’s Media Division (PMD) said.
Wickremesinghe also emphasized the inclusion of experts from the Ministry of Finance, Ministry of Urban Development, and Housing in this committee formation process. Furthermore, he assured relief for industrialists across various sectors through debt restructuring by the following year.
The discussion also delved into the issues faced by contractors of all scales and parties within the construction field, including the revival of stalled projects, the establishment of an investment-friendly environment, the promotion of construction services, and alternative funding and contracts. Counselling matters were extensively addressed during the session, it added.
The plight of contractors, particularly in the SME sector, is alarming. They face immense hardships from halted projects, non-payment, and financial pressures, often risking personal assets.
The competitive nature of acquiring projects, with minimal profit margins, exacerbates their vulnerability, leading to a detrimental cycle affecting their entire business operation.
As the industry contends with these challenges, the proposal is for a high-powered committee to address contractor grievances, improve contract terms, and establish fair compensation mechanisms.

March 15, Colombo (LNW): United Petroleum Australia which has entered into Sri Lanka’s petroleum retail operations last month, plans to obtain their licence to commence operations with effect from mid-2024, Power and Energy Minister Kanchana Wijesekera
Taking to ‘X’ (formerly Twitter), the Minister revealed that the Australian-owned petroleum retailer and importer plans to sign an agreement with the Board of Investment (BOI) and obtain the relevant licence mid this year.
Chief Financial Officer (CFO) of the United Petroleum Group, Nigel Simonsz, visited the Ministry on Thursday (14 March), and updated those present on their plans anticipated schedule as to when retail operations will commence in Sri Lanka.
On 22 February, United Petroleum of Australia signed an agreement with Sri Lanka’s Ministry of Power and Energy to supply petroleum products into the local market.
The agreement was signed by Secretary to the Ministry of Power and Energy Dr. Sulakshana Jayawardena on behalf of the Government of Sri Lanka, and Eddie Hirsch, on behalf of United Petroleum Australia, in his capacity as the owner of the company
The Australian-owned petroleum retailer and importer was assigned 150 fuel stations across Sri Lanka, and was also given the right to build 50 new fuel stations.
As such, United Petroleum Australia incorporated a company in Sri Lanka under the name ‘United Petroleum Lanka Pvt. Ltd.’, to carry out operations within the country, with former Ceylon Petroleum Corporation (CEYPETCO) Board Member Dr. Prabath Samarasinghe having been appointed as the Director and CEO of the company.
United Petroleum Australia Pty Ltd has finalised a contract with Sri Lanka’s Ministry of Power and Energy to provide petroleum products within the local market.
This venture marks United Petroleum Australia’s inaugural foray into retail petroleum beyond Australian borders, boasting a portfolio of over 500 fuel stations within Australia.
Commenting on the expansion, a spokesperson for United Petroleum Lanka emphasised the company’s commitment to quality, safety, and environmental standards, expressing a dedication to enhancing product and service quality in the Sri Lankan market.
The approval for United Petroleum Australia’s entry into Sri Lanka’s fuel retail market was part of a broader initiative initiated by the Sri Lankan Government in March 2023.
This initiative saw licences granted to several international companies, including China’s Sinopec, Australia’s United Petroleum and RM Parks of the USA, in collaboration with multinational oil and gas company Shell PLC.
These developments align with the Sri Lankan Government’s decision in 2022 to liberalise the fuel import and retail sales market, aiming to address the country’s foreign exchange crisis.
The approval of the Petroleum Products (Special Provisions) Bill by the ministerial consultative committee on power and energy paved the way for new suppliers to participate in the local fuel market as importers, distributors, and retail operators of petroleum products.
March 15, Colombo (LNW): On Wednesday (13 March), Sri Lanka’s Ministry of Defence received a significant stock of Explosive Ordnance Disposal (EOD) Equipment through the Chinese Military Grant scheme. The official handover ceremony, held at the Army Headquarters, was presided over by Qi Zhenhong, the Ambassador of the People’s Republic of China in Sri Lanka, and General (Retd) Kamal Gunaratne, Secretary to the Ministry of Defence.
During the ceremony, Ambassador Qi Zhenhong and Kamal Gunaratne conducted the formal signing of documents related to the grant of equipment, followed by the presentation of a video documentary showcasing the strong bonds of goodwill and cooperation between the militaries of both nations, as stated by the army.
The consignment included eighteen REOD 4000 Explosive Ordnance Disposal medium robots, eighteen REOD 400 Explosive Ordnance Disposal robots, ten Anti-Explosive Blankets, and ten Explosion Protection Tanks and Vehicles. Ambassador Qi Zhenhong symbolically handed over this equipment to Defence Secretary Kamal Gunaratne, who then presented them to the Commander of the Army.
Senior Officers and invitees had the opportunity to closely examine the new equipment, which is expected to significantly enhance the capabilities of the Armed Forces of Sri Lanka, according to the statement.
Among the distinguished attendees were Army Commander Lieutenant General Vikum Liyanage, Major General W.H.K.S. Peiris (Chief of Staff of the Army), Colonel Gao Bin (Deputy Defence Advisor of the Embassy of the People’s Republic of China in Sri Lanka), as well as other Senior Officers, Officers, and ranks.

The suspects who were remanded after being implicated in the alleged importation of substandard Immunoglobulin vaccines, including former Health Minister Keheliya Rambukwella, have been refused bail. The Criminal Investigations Department (CID) had commenced an investigation into allegations that the pharmaceutical company had imported 22,500 vials of substandard Immunoglobulin vaccines by creating forged documents with the assistance of the two senior state officials.
4. Large-scale drug trafficker Mohommed Shiran Basik was acquitted from a drug case against him on orders of the Colombo High Court. Colombo High Court Judge Manjula Thilakaratne ordered the defendant’s acquittal citing significant contradictions in the testimonies provided by officers of the Police Narcotics Bureau (PNB)
5. Sri Lanka’s Ministry of Defence received a stock of special Explosive Ordnance Disposal Equipment under the Chinese Military Grant scheme. The consignment was officially handed over at a formal ceremony held at the Army Headquarters, headed by Qi Zhenhong, the Ambassador of the People’s Republic of China in Sri Lanka and General (Retd) Kamal Gunaratne, Secretary to the Ministry of Defence.
6. Dates has been fixed to debate the no confidence motion against the speaker Mahinda Yapa Abeywardena. The related debate is scheduled to take place in Parliament on Tuesday, the 19th, and Wednesday, the 20th.
7. Basil Rajapaksa, the founder of the Sri Lanka Podujana Peramuna (SLPP), stated that he would prefer the Parliamentary Election to be held prior to the Presidential Election in Sri Lanka. He expressed his belief that holding the Parliamentary Election after the Presidential Election would not accurately reflect the people’s reality.

Transport, Highways, and Mass Media Minister Dr. Bandula Gunwardhana announced yesterday the formulation of rules and regulations by the Transport Ministry, in collaboration with the Motor Traffic Commissioner, to register electric three-wheelers in Sri Lanka. These regulations, alongside relevant specifications prepared by the Department of Motor Traffic, ensure compliance with standards and safety measures.
Dr. Gunwardhana made these remarks at the inauguration of a center in Kollupitiya, where three-wheelers manufactured by Vega Innovations are converted to run on electricity instead of fossil fuels. The facility not only offers conversion services but also provides charging infrastructure for electric three-wheelers.
The center is equipped with charging facilities capable of rapidly charging low-capacity motorcycles, three-wheelers, and other electric vehicles within a short period, allowing a three-wheeler to be fully charged in less than an hour. Additionally, the center offers technical facilities for charging vehicles and making payments through a mobile phone application, facilitating seamless transactions for consumers.
Vega Innovations plans to extend these services to all charging stations across the island in the future. Moreover, an office at the facility provides easy financing options in partnership with CDB for the conversion of fuel-powered tricycles to electric ones.
March 15, Colombo (LNW): The Power and Energy Ministry, in collaboration with the Ceylon Electricity Board (CEB), has announced plans to initiate International Competitive Bidding (ICB) for the establishment of a 50 MW wind farm facility in Mannar. Under the Build, Own, and Operate (BOO) model, suitable developers with the requisite financial and technical capabilities are invited to participate in this endeavor.
According to Power and Energy Minister Kanchana Wijesekera, this initiative aligns with the government’s commitment to augment sustainable energy sources within the national grid. The ministry has set the deadline for proposal submissions on May 9. Subsequently, the proposals will undergo evaluation at the CEB Renewable Energy Procurement and Performance Monitoring office, with the presence of authorized representatives from the project proponents.
March 15, Colombo (LNW): Central Province’s Irrigation Engineer, Dinesh Sumanasekara, has raised concerns over the daily evaporation of approximately eight millimeters of water from the Victoria and Randenigala reservoirs. Sumanasekara highlighted the impact of prevailing high temperatures on water levels, stressing that despite the current availability of 88% of the reservoirs’ total capacity, there remains a looming risk of water scarcity for agricultural operations due to evaporation.
Addressing representatives of farmers’ organizations at a seasonal meeting held at the Minipe Divisional Secretariat, Sumanasekara underscored the crucial need for farmers to grasp the gravity of the situation and adopt efficient water management practices. He emphasized the significant loss of water through evaporation induced by elevated temperatures and absorption into parched ground.
The meeting, chaired by Kandy District Secretary Chandana Tennakoon, saw the attendance of key officials including Matale Additional District Secretary F.R.M.
