Fairly heavy showers above 75 mm expected in several provinces today (Dec 12)

Colombo (LNW): Showers will occur at times in Eastern Uva and North-central provinces and in Nuwara Eliya district, and several spells of showers may occur in Northern province and in Hambantota district, the Department of Meteorology said in its daily weather forecast today (12).

Showers or thundershowers will occur at several places in the other areas of the island after 1.00 p.m, and fairly heavy showers above 75mm are likely at some places in Central, Sabaragamuwa, Uva, Eastern and Western provinces and in Galle and Matara districts, the statement added.

Misty condition can be expected at some places in Western, Sabaragamuwa, Central, Southern and Uva provinces in the morning.

The public is kindly requested to take adequate precautions to minimise damages caused by temporary localised strong winds and lightning during thundershowers.

Condition of Rain:
Showers or thundershowers will occur at several places in the sea areas off the coast extending from Pottuvil to Kankasanthurai via Batticaloa and Trincomalee. Showers or thundershowers will occur at several places in the other sea areas around the island particularly during the evening or night.
Winds:
Winds will be North-easterly in direction and wind speed will be (25-35) kmph. Wind speed may increase up to (40-45) kmph in the sea areas off the coast extending from Mannar to Pottuvil via Kankasanthurai and Trincomalee.
State of Sea:
The sea areas off the coast extending from Mannar to Pottuvil via Kankasanthurai and Trincomalee can be fairly rough at times. The other sea areas around the island will be slight to moderate. Temporarily strong gusty winds and very rough seas can be expected during thundershowers.

Parliament asks Dolawatta to move Penal Code (Amd) Bill proposing decriminalisation of same-sex conduct for second reading

Colombo (LNW): The Parliament of Sri Lanka has called in Ruling Party MP Premnath Dolawatta to attend the upcoming Parliamentary Business Committee meeting to review his private member’s bill showcasing decriminalisation of consensual same-sex sexual relations between adults via a ‘Penal Code (Amendment) Bill,’ a historical first move by a Sri Lankan lawmaker for the safeguarding of the rights of people of diverse sexual orientations, gender identities, gender expressions and sex characteristics (SOGIESC).

Dated 09.12.2023, the letter requesting the SLPP MP to move the ‘Penal Code (Amendment) Bill’ for second reading has been sent by Chief of Staff and Deputy Secretary General of Parliament Chaminda Kularatne, on behalf of the Secretary General of Parliament.

On the instructions of the Speaker, the matter related to the passing of the Penal Code (Amendment) Bill in Parliament was discussed at the meeting of the Committee on Parliamentary Business on November 20, the letter said, adding that after having discussed, the Committee decided to invite Dolawatta to attend the next meeting of the Committee in order to get ‘further clarification’ in this regard.

Accordingly, the next Committee meeting is due on December 12, 2023, and the SLPP lawmaker has been requested to sit for it, the letter added.

Dolawatta’s private member’s bill proposing decriminalisation of consensual same-sex sexual behaviour between adults proposes amendments to the sections 365 and 365A of the Penal Code as follows;

1. This Act may be cited as the Penal Code (Amendment) Act, No. of 2023.

2. Sections 365and 365A , of the Penal Code (Chapter 19) (hereinafter referred to as the “principal enactment”) is hereby amended as follows:–

(i) Section 365 in the principal enactment is hereby repealed and it is amended by substituting the following section:

“Whoever voluntarily has carnal intercourse against the order of nature with an animal, shall be punished with imprisonment of either description for a term which may extend to ten years and shall also liable to fine.”

Explanation: Penetration is sufficient to constitute the carnal intercourse necessary to the offence described in this section.

(ii) Section 365A of the principal enactment is hereby repealed.

(iii) The intent of the legislature in enacting this legislation must be considered as amending the provisions that makes sexual orientation a punishable offence.

3. In the event of any inconsistency between the Sinhala and Tamil texts of this Act, the Sinhala text shall prevail.

Dolawatta’s private member’s bill was challenged before the Supreme Court of Sri Lanka accusing it to be violating fundamental rights (FR), but the arguments were dropped by the Supreme Court producing a special and a historic determination that consensual same-sex sexual relations between adults are in fact constitutional and any move for decriminalisation of consensual same-sex sexual relations between adults can be passed into law with a simple majority in Parliament. The FR petition lodged challenging the Penal Code (Amendment) Bill proposed by the SLPP MP was appealed by a number of intermediate petitioners including human and civil rights activists, community-organisations and other individuals.

“Visit Sri Lanka!”  Tourism Promotion networking event in Canberra

The High Commission of Sri Lanka in Canberra in collaboration with the Sri Lanka Tourism Promotion Bureau hosted a vibrant evening reception to a selected number of outbound tour operators in Canberra on 06December 2023 at the Sri Lanka High Commission premises, Sri Lanka High Commission in Canberra said in a statement today (11). 

The key objective of this event was to promote Sri Lanka as a tourist destination and present Sri Lanka as an attractive and secure tourism market for Australian visitors.

Welcoming the guests, High Commissioner of Sri Lanka in Australia Chitranganee Wagiswara stated  that tourism is a key industry in Sri Lanka due to its varied attractions, unique adventures that could be experienced including the Sri Lankan cuisine favoured by Australians.  She invited the attendees to look at new destinations and promote Sri Lanka during the upcoming holiday season.

Eye-catching videos depicting the beauty of Sri Lanka were screened including “Pekoe Trail” which, at the British Guild of Travel Writers International Tourism Awards presentation won the best award for the year 2023. The event was followed by a Q & A session and the tour operators showed a keen interest in promoting Sri Lanka among Australian travellers.

Concluding the event, a Sri Lankan style dinner was served for the attendees. Giveaway packs containing tourism brochures and souvenirs provided by the Sri Lanka Tourism Promotion Bureau were distributed among the invitees.

SL High Commissioner Dharmapala Weerakkody presents Credentials to the President of Bangladesh

The newly appointed High Commissioner of Sri Lanka in Dhaka, Dharmapala Weerakkody presented Letters of Credence to  President Mohammed Shahabuddin of Bangladesh on Thursday, (07) at the Bangabhaban in Dhaka.

The credentials ceremony included a Guard of Honour  at the Bangabhaban, the official residence and the office of the President of Bangladesh, followed by the presentation of credentials and a brief meeting by the new High Commissioner with the President of Bangladesh. Senior officials of the President’s Office and the Ministry of Foreign Affairs of Bangladesh were present at the credential ceremony from the Bangladeshi side.

At the meeting, President Shahabuddin warmly welcomed the new Sri Lankan envoy and wished him success in his assignment. The President referred to the friendly and strong bilateral relations between the two countries covering multiple areas of cooperation and underscored the importance of further elevating this partnership to new heights through renewed initiatives.

High Commissioner Weerakkody thanked President Shahabuddin for his kind sentiments and conveyed to him, the greetings and best wishes of President Ranil Wickremesinghe which were warmly reciprocated by the Bangladeshi President.

High Commissioner Weerakkody briefed President Shahabuddin on the prevailing economic situation in Sri Lanka and highlighted that Sri Lanka is now in an economic recovery phase with the support of its international partners. He further said that Sri Lanka is committed to deepening its longstanding friendly bilateral relations with Bangladesh into a dynamic political, trade and business partnership by diversifying the areas of cooperation for the mutual benefit of both the nations.

High Commissioner Weerakkody joined the Sri Lanka Foreign Service in 2000 and is a career diplomat with over 23 years of experience. He has served in various capacities both at the Ministry of Foreign Affairs of Sri Lanka and Sri Lanka Missions abroad. He previously served as the Minister of the Sri Lanka High Commission in Canberra and in different diplomatic assignments at Sri Lanka Missions in Bangkok, Manila, Rome and Chennai.

Prior to his appointment as the High Commissioner of Sri Lanka to Bangladesh, Mr. Weerakkody was the Director General of the South Asia Division at the Ministry of Foreign Affairs, Sri Lanka.

Sri Lanka Export Products Promoted at “ASIA DAY-2023” in Austria

The Embassy & Permanent Mission of Sri Lanka in Austria participated at the “ASIA DAY -2023”, an annual signature event organized by the Austrian Federal Economic Chamber (WKO), on 5 December 2023 at the WKO Headquarters in Vienna, Austria, Embassy and Permanent Mission of Sri Lanka in Vienna said in a statement today (11).

The event offered opportunities for foreign representatives in Vienna to engage with high-level speakers and to showcase their trade and investment opportunities among more than 500 participants including representatives from Austrian companies.

The Federal Minister of Labour and Economic Affairs of Austria Martin Kocher attended the event as the guest of honour. Head of Global Forecasting and Regional Director Asia of ‘The Economist’ Tom Rafferty, and the former Foreign Secretary of India Nirupama Rao were among the key speakers.

‘Meet-me’ booths from eleven Asian Embassies based in Vienna including the Embassy of Sri Lanka were one of the attractions of the event.

With the assistance of the Export Development Board (EDB),  product samples from several Sri Lankan companies namely Tradlanka Agriculture Enterprises (Pvt) Limited (Ariya Food), Bogawantalawa Tea Ceylon (Pvt) Ltd., Falcon Tea Factory (Pvt) Ltd., Basilur, T-sips, Elpitiya Plantations PLC (Harrow House), Treeline Agrarian ImpEx, Akbar Brothers (Pvt) Ltd., and Consolidated Business Systems (Pvt) Ltd. (RISH) were displayed at the Sri Lanka booth. The relevant information were shared with the interested Austrian companies with a view to facilitating the entry to Austrian market and promoting business contacts.

Parliament decides to debate VAT (Amendment) Bill today (11)

Colombo (LNW): Parliament has decided to debate the Value Added Tax (Amendment) Bill today (11), following a proposal from the Ruling Party during the third reading of the Appropriation Bill.

However, the Opposition contested the government’s decision, leading the Speaker to call for a vote on whether the VAT (Amendment) Bill would be deliberated today.

Following the vote, 92 MPs voted in favour, with 41 MPs against it and one abstained.

Dengue cases surpass 80,000 with 47 fatalities in 2023

Colombo (LNW): In recent months, Sri Lanka witnessed a concerning surge in the number of reported dengue cases, with a notable uptick in Colombo and Gampaha Districts.

According to the National Dengue Control Unit, a total of 80,222 dengue patients have been recorded in 2023, with 16,948 cases reported in the Colombo District and 15,419 cases in the Gampaha District.

The country has identified 61 Dengue High Risk Zones, signifying areas of elevated concern for dengue transmission. Tragically, 47 lives have been lost to dengue this year.

In response to this alarming situation, the National Dengue Control Unit is urging the public to take proactive measures.

This includes maintaining clean surroundings and promptly eliminating mosquito breeding grounds to curb the further spread of the disease.

French city of Lyon awards honorary citizenship to jailed Hong Kong publisher Jimmy Lai

Jimmy Lai, the founder of independent Hong Kong newspaper Apple Daily, detained since December 2020, received honorary citizenship of the French city of Lyon on 9 December 2023, in recognition of his 25-year fight for press freedom.

On Saturday, 9 December, to mark International Human Rights Day, the City of Lyon awarded honorary citizenship to five figures committed to the defence of human rights. Publisher Jimmy Lai, 2020 RSF Press Freedom Prize laureate, received honorary citizenship of the City of Lyon, alongside Chinese journalist Zhang Zhan, who also won the RSF Press Freedom Prize in 2021, Turkish activist Pinar Selek, the Afghan Girls Theater Group, and Gao migrant house coordinator Eric Alain Kamden, who received the distinction posthumously.

Sebastien Lai, the son of Jimmy Lai, attended on behalf of his father, alongside RSF Secretary-General Christophe Deloire. The founder of independent newspaper Apple Daily, Jimmy Lai has been detained since December 2020, and has already been sentenced to five years and nine months in prison on trumped-up charges. For the past 25 years, he has fought to uphold the values of media pluralism and press freedom in Hong Kong.

“I would like to thank the city of Lyon and the mayor for imparting this honour to my father, one day after his 76th birthday. It will soon be the start of his fourth year spent behind bars for his journalism and pro-democracy campaigning. Although he can’t be here, I am sure that he would be very touched. Now 76 years old, Jimmy Lai is fighting the battle of his lifetime, possibly facing the rest of his life behind bars in Hong Kong, where he courageously chose to stay and publish as long as he could, despite the severe crackdown taking place around him.

His trial on further charges under the draconian National Security Law (NSL) is scheduled to start on 18 December. Over the past three years, China has used the NSL and other laws as a pretext to prosecute at least 28 journalists and press freedom defenders in Hong Kong, 12 of whom remain in detention, including Jimmy Lai.

RSF campaigns to free Jimmy Lai because his case matters for press freedom not only in Hong Kong, but globally. The silencing of an independent media outlet like Apple Daily, and the targeting of a publisher like Lai, anywhere, has implications for press freedom everywhere. Prominent publishers and editors around the world, and the wider international public, have joined RSF’s global call to #FreeJimmyLai because of the deeply emblematic nature of his case.

RSF has been campaigning for several years to raise alarm internationally not only regarding the press freedom situation within mainland China – which has long held one of the world’s very worst records on press freedom and is by far the world’s biggest jailer of journalists – but also over China’s attempts to export its model of information control beyond its borders. What happens to Jimmy Lai, and to the other courageous journalists being targeted in Hong Kong, will have truly global implications.

Hong Kong ranks 140th out of 180 in RSF’s 2023 World Press Freedom Index, having plummeted down from 18th place in the span of two decades. China itself ranks 179th out of 180 in the 2023 RSF World Press Freedom Index and is the world’s largest jailer of journalists and press freedom defenders with at least 121 detained.

Colombo (LNW): The Sri Lankan Rupee (LKR) indicates further depreciation against the US Dollar today (11) in comparison to last week’s Friday, as per the official exchange rates released by the Central Bank of Sri Lanka (CBSL).

Accordingly, the buying price of the US Dollar has increased to Rs. 322.18 from Rs. 321.83, and the selling price to Rs. 332.37 from Rs. 331.66.

The Sri Lankan Rupee, meanwhile, indicates appreciation against several other foreign currencies.

Sri Lanka migrant worker remittances surpass US$ 500mn last month

Colombo (LNW): Sri Lankan migrant workers have supported the country in overcoming the recent economic crisis by sending remittances through banks.

Minister of Foreign Employment Manusha nanayakkara expressed his commitment to formulating new policies aimed at providing much-needed facilities to migrant workers.

The National Policy and Action Plan on Migration for Employment Sri Lanka 2023 – 2027 symbolises our unwavering commitment to harnessing the potential of Sri Lanka overseas workforce.

It will be focusing on Investment, Innovation, and Inclusion, we envision a future where migration for employment isn’t just about remittances, but a holistic investment in the prosperity and resilience of Sri Lanka. Minister Nanayakkara said.

Worker remittances surged beyond US$ 500 million for the second consecutive month in November, data released by the Central Bank showed.

This not only reflects a seasonal increase but also underscores the sustained momentum observed in funds sent home by Sri Lankan expatriates through official banking channels throughout the greater part of this year, rebounding from a nadir hit last year.

Sri Lankans working abroad sent back US$ 537.3 million as remittances in November, bringing the cumulative eleven-month inflows to US$ 5,399.8 million, an increase of 62.9 percent over the same period in 2022.

Depreciation of the currency by about 80 percent, which helped to significantly reduce the gap between the official exchange rate and market rates, and the crackdown on unofficial money exchanging channels have primarily contributed to the surge in remittance inflows to the country this year.

Traditionally, March and December stand out as the two months with the highest volume of remittances, as Sri Lankan expatriates tend to send more money to their family and friends back home due to the festive season.

There is widespread anticipation that the International Monetary Fund (IMF) will release its second tranche of programme funds, amounting to around US$ 330 million this week.

This additional financial support is expected to provide further bolstering to the external sector. The increased remittances in recent months can also be attributed to a record number of departures since last year.

Many individuals left the country in search of job opportunities and improved living conditions amid the economic crisis.

Remittances continue to be the primary source of foreign exchange for Sri Lanka, with the potential to contribute approximately US$ 7.0 billion in a typical year.

The Minister pointed out that US$ 4.3 billion was received in the first nine months of this year, and foreign remittances from Sri Lankans living abroad have surged by 75%, compared with the previous year.
