SL’s Foreign Employment Bureau under Fire for Corruption and Child Labour Violations

this The Sri Lanka Bureau of Foreign Employment (SLBFE), responsible for facilitating overseas employment, has once again come under scrutiny for rampant corruption and unethical practices. Recent revelations by the Committee on Public Enterprises (COPE) have exposed systemic exploitation within the institution, including the alarming case of 683 minors being illegally sent abroad as domestic workers using forged documents between 2024 and the present. This period coincides with Manusha Nanayakkara’s tenure as Labour Minister.

Despite repeated corruption exposés, the government’s response has often been reactive rather than proactive. Following the tragic 2013 execution of Rizana Nafeek, an underage girl sent to Saudi Arabia with forged documents, authorities introduced stricter verification processes and legal measures to prevent such incidents. However, these measures have failed to curb corruption within SLBFE, which continues to facilitate the illegal migration of vulnerable individuals.

The COPE investigation revealed a sophisticated network of corruption involving SLBFE officials, employment agencies, training centres, and even the Passport Office. Fraudulent skill certificates were issued to minors, allowing them to bypass employment regulations. Some agencies reportedly conducted interviews using pre-recorded videos, further undermining proper vetting procedures.

Moreover, 28,165 first-time migrant domestic workers were sent abroad without completing the mandatory residential training, resulting in a revenue loss of Rs 631.1 million. The SLBFE also allowed 4,942 domestic workers to travel on tourist visas, bypassing legal employment channels and leaving them vulnerable to abuse and exploitation.

The issue extends beyond financial misconduct. Reports indicate that SLBFE officials stationed at Sri Lankan missions abroad have been implicated in the exploitation of workers for money and even sexual abuse. Many workers who ended up stranded in shelters overseas had been victims of this corrupt system, further highlighting the agency’s failure to protect its citizens.

A shocking revelation by COPE also pointed to 900 employment agencies being linked to the fraudulent certification and illegal recruitment of underage workers. Some agencies charged vulnerable individuals as much as Rs 75,000 for forged certificates, falsely certifying them as experienced workers.

SLBFE Chairman Kosala Wickramasinghe acknowledged the COPE findings, admitting that underage workers had likely been sent overseas through falsified documentation. He stressed that internal investigations are underway and that corrupt officials within the SLBFE and affiliated agencies would be held accountable. Wickramasinghe also stated that political interference in the SLBFE has been curbed under the current administration and that a restructuring process is in progress.

To tackle these issues, the government aims to reduce the deployment of domestic workers to the Middle East, shifting focus toward technical and professional job categories. Additionally, Wickramasinghe has launched the ‘Talk to Chairman’ initiative, allowing the public to report corruption directly via WhatsApp and email.

 As investigations continue, the pressing question remains: Is the SLBFE merely mismanaged, or is it a hub of deliberate exploitation? The findings suggest the latter, with a deeply entrenched system of corruption enabling the abuse of Sri Lanka’s most vulnerable job seekers.

Sigiriya Recognized as a Sustainable Destination at ITB Berlin

Sigiriya, a renowned historical and cultural site in Sri Lanka, has been awarded the Bronze Certificate for sustainability by Green Destinations International at ITB Berlin, the world’s largest tourism fair. This recognition places Sigiriya among global destinations committed to environmental conservation and sustainable tourism.

Sri Lanka Tourism Chairman, Buddhika Hewawasam, emphasized that this achievement is a significant milestone for the country’s tourism sector, enhancing its global reputation. 

Foreign Affairs, Foreign Employment, and Tourism Deputy Minister, Prof. Ruwan Ranasinghe, expressed his excitement over the recognition, describing the award as a testament to Sri Lanka’s dedication to sustainable tourism. 

He highlighted that Sigiriya, a UNESCO World Heritage site, is not only an archaeological marvel but also home to diverse wildlife, including wild elephants, making it a prime attraction for visitors.

The Deputy Minister further stated that such accolades help in promoting Sri Lanka as a travel destination rich in history, natural beauty, and responsible tourism practices.

 He reiterated the government’s commitment to preserving the nation’s heritage and fostering sustainable travel initiatives for a greener future.

Chairman Hewawasam also pointed out that the recognition provides an opportunity to boost tourist arrivals, particularly from Germany, a key market for Sri Lanka. 

He aims to attract at least 200,000 German visitors in 2025, reinforcing Sri Lanka’s status as a premier travel destination. Increased charter flights and targeted marketing campaigns are expected to support this goal, ensuring a stronger presence at ITB Berlin 2025.

Upali Ratnayake, Deputy Director General and Head of Sustainable Tourism at the Sri Lanka Tourism Development Authority, credited the award to the collaborative efforts of local communities and tourism officials. He noted that the recognition reflects the country’s proactive approach to conservation and climate action, demonstrating a long-term commitment to sustainability.

Sri Lanka’s Ambassador to Germany, Varuni Muthukumarana, highlighted the growing interest in Sri Lanka, particularly in wellness tourism. She emphasized the appeal of Ayurveda and traditional healing practices, such as ‘Hela Wedakama,’ which continue to attract European travelers seeking authentic and holistic experiences.

Dushan Wickramasuriya, Sri Lanka’s Tourism Marketing Director, stated that the country is shifting its focus from conventional tourism to eco-tourism. He underscored the need for the hospitality sector to embrace green tourism initiatives, aligning with global trends and sustainability goals.

The Green Destinations Certification program evaluates sustainability across 75 criteria based on GSTC-recognized green standards. Sri Lanka, along with 14 other destinations, achieved green status for 2025 at the ITB Berlin ceremony, attended by key tourism industry leaders worldwide. 

This recognition solidifies Sri Lanka’s position as a responsible and eco-conscious travel destination, committed to preserving its cultural and natural heritage for future generations.

Suspect Arrested in Connection with Sexual Assault of Female Doctor in Anuradhapura

More details have emerged regarding the suspect arrested this morning in connection with the sexual assault of a female doctor at the Anuradhapura Teaching Hospital doctors’ quarters on Monday night (10).

According to police, the suspect has been identified as a 34-year-old resident of Galnewa. Reports indicate that he had been previously remanded in custody for a separate case and was only released on Monday (10)—the very day the alleged assault took place.

Investigations have further revealed that the suspect had previously lived as a layperson wearing monastic robes and had also absconded from military service.

Following the attack, the suspect fled the scene, stealing one of the victim’s two mobile phones. The police launched a search operation based on signals from the remaining phone. However, due to weak signals near the Awukana railway station, the search was intensified in the surrounding area.

special team from the Galnewa Police successfully tracked down the suspect while he was hiding in the Elabadugama area of Galnewa.

The police are continuing their investigation into the incident.

Sri Lanka has been ranked as the world’s most family-friendly country, according to a new report highlighted by Condé Nast Traveller.

The ranking comes from a study by Remitly, an American remittance company, which launched a new Immigration Index to help individuals considering relocation. The report, released in March 2025, evaluates 82 countries based on 24 factors, including healthcare quality, economic strength, safety, and digital connectivity, assigning each a total score of 100.

One key factor in the rankings was a country’s family-friendliness, which considered aspects such as education quality, accessibility, and childcare affordability.

Sri Lanka topped the list due to its strong education system, scoring 0.7 out of 1.0, and its low annual childcare cost of just $354.60 per year—a stark contrast to the United States, which ranked 10th with an annual childcare cost of $16,439.40.

The Prime Minister’s Office has issued a strong condemnation of fraudulent cryptocurrency scam advertisements circulating on Facebook and Instagram, which falsely feature Prime Minister Dr. Harini Amarasuriya and other prominent Sri Lankan figures.

These deceptive ads, operated by foreign entities, are designed to mislead the public and exploit the trust associated with well-known personalities. Reports indicate that these scams originate from fraudulent accounts based in Lithuania and are specifically targeting Sri Lankan Facebook users.

Similar scam campaigns have previously misused the names and images of Foreign Minister Vijitha Herath, Minister of Science and Technology MP Chrishantha Abeysena, and well-known journalists Amantha Perera and Sunanda Deshapriya, among other public figures.

Public Advisory

The Prime Minister’s Office urges Sri Lankans to exercise extreme caution when encountering cryptocurrency investment promotions, especially those falsely claiming endorsements from government officials or public figures. It has been reiterated that no government ministry or official has endorsed any cryptocurrency investment scheme.

Despite repeated removal requests, variations of these fraudulent ads continue to appear on social media, raising concerns about Facebook’s inability to effectively curb financial scams.

The government calls on Meta (Facebook’s parent company) to take immediate and decisive action to prevent the spread of such deceptive campaigns and protect Sri Lankan users from financial fraud.

  • Do not engage with or click on suspicious ads falsely claiming endorsements from public figures.
  • Report fraudulent advertisements directly on Facebook and Instagram.
  • Verify all financial opportunities through legitimate sources before making any investments.

Deadline for Postal Vote Applications for 2025 LG Elections Ends Tonight

The deadline for submitting applications to cast postal votes in the 2025 Local Government (LG) Elections will expire at 12:00 midnight today (12), the Election Commission announced.

Earlier, the Commission had instructed applicants to submit their duly filled forms to District Returning Officers via the respective District Election Office address by August 5.

The Commission emphasized that applications must be physically received by the District Election Offices before the deadline, cautioning that merely posting them today will not guarantee acceptance. Applications received after the cutoff will be rejected without consideration.

Sri Lanka’s Coconut Harvest Declines by 10% in 2024 Amid Monkey Threat

Sri Lanka witnessed a nearly 10% decline in its expected coconut harvest in 2024, driving a sharp rise in coconut prices. Adding to the crisis, approximately 100 million coconuts were reportedly destroyed by monkeys, according to Dr. Sunimal Jayakodi, Chairman of the Coconut Cultivation Board.

Speaking at a press conference at the Department of Government Information, Dr. Jayakodi outlined the various factors behind the reduced harvest. These include extreme weather conditions, inadequate nutrition and water, plant diseases, animal-related disruptions, and the conversion of coconut farmlands for other uses.

“There have been discussions about importing coconuts, but this carries the risk of introducing new coconut diseases to our country. We will take all necessary precautions to prevent such threats during the import process,” he assured.

To counteract the shortfall, the Coconut Cultivation Board has unveiled plans to plant 2.5 million new coconut trees in 2025. This initiative will be carefully planned, considering weather patterns and the suitability of planting areas. Meanwhile, the Coconut Research Institute (CRI) forecasts an improvement in the coconut harvest in May and June, as they provide bi-monthly production updates.

Dr. Jayakodi further emphasized ongoing collaboration with the Ministry of Agriculture to tackle the challenge posed by destructive animals. He urged the public to protect coconut plantations and use coconuts responsibly to support the industry during this difficult period.

Discussions centered on strengthening the procurement process, maintaining a continuous medicine supply to hospitals, tackling global supply chain disruptions, increasing local pharmaceutical production capacity, and expediting the importation of essential raw materials.

Minister Jayatissa stressed the importance of continuous monitoring and post-evaluation in the healthcare and pharmaceutical sectors to ensure efficiency and sustainability. He urged all stakeholders to act responsibly in managing healthcare services, acknowledging that calculated risks may sometimes be necessary to navigate challenges. However, he asserted that with proper planning and integrity, the sector can overcome obstacles and achieve long-term success.

Govt to Introduce Special Exam in Grade 9 to Guide Students on Career Paths

Vocational Education Deputy Minister Nalin Hewage announced in Parliament yesterday that a special examination will be introduced for Grade 9 students, allowing them to decide whether to pursue higher education or vocational training.

The initiative is part of the National People’s Power (NPP) government’s plan to implement what Hewage described as the “biggest educational revolution in Sri Lanka’s history.”

“Currently, many students who leave school do not pursue vocational education. Ideally, there should be 4,727 students in vocational training, but only 2,585 are enrolled. This gap exists due to two main reasons,” the Deputy Minister stated.

He pointed out that vocational careers such as carpentry and masonry lack social recognition and professional dignity, making them less attractive to students. Additionally, those in these fields do not earn sufficient income to secure a stable future.

“In contrast, professions like engineering and medicine come with social respect and appropriate salaries. However, in foreign countries, there is no such disparity—all professions are treated equally. We are working to create the same environment in Sri Lanka,” Hewage affirmed.

The government aims to bridge the gap between vocational training and traditional academic education, ensuring that students can make informed career choices while also elevating the status of skilled labor in the country.
