China to supply free rice for five months

The Chinese government has decided to supply 10 metric tonnes of rice to Sri Lanka for free.

This has been informed by the Chinese Ambassador to Sri Lanka to Finance Minister Basil Rajapaksa and the matter has been briefed in the Cabinet Meeting yesterday (19).

China has decided to release this consignment of rice at the request of Trade Minister Bandula Gunawardena on the occasion of the 70th anniversary of the Sino-Sri Lankan Rubber-Rice Trade Compact.

The consignment is believed to be sufficient for five months of consumption.

Divineguma Case: Verdict in February

The hearing of evidence in the High Court case on the alleged misappropriation of funds belonging to the “Divineguma” Fund has been concluded.

The case is filed against Minister Basil Rajapaksa and several others, running back to the previous Mahinda Rajapaksa government.

The case was taken up before Colombo Chief High Court Judge Damith Thotawatta today (19). Lawyers appearing for the defendants requested the Court to acquit their clients.

The High Court Judge declared that the hearing of evidence has been concluded and that the verdict will be declared on February 01, 2022.

Three new appointments from government

The government today (19) has made three new appointments for the Prime Minister’s Office, the Ministry of Irrigation and the Sri Lanka Ports Authority (SLPA).

Anura Dissanayake, who served as the Secretary to the Ministry of Irrigation, has been appointed as the new Secretary to the Prime Minister.

K.W. Ivan De Silva has been appointed as the new Secretary to the Ministry of Irrigation.

Meanwhile, Dr. Prasantha Jayamanna, who served as the Vice-Chairman of the SLPA, has been appointed as the new Chairman of the Authority.

Government calls Canada’s travel advisory “erroneous and outdated”

The Foreign Ministry has responded to the travel advisory issued by Canada on Sri Lanka, calling the information contained in the notice “erroneous and outdated.”

On Thursday (13), Canada issued a travel advisory to all Canadians in Sri Lanka concerning the ‘deteriorating economic situation’ in Sri Lanka.

The advisory notice does not reflect the actual situation in the country, the Foreign Ministry responded in a statement.

It added that the advisory notice also contains inaccurate information with regard to the safety and security of female travelers and harassment of foreigners, claiming that Sri Lanka is an island nation with friendly people with a high level of education, knowledge of English and literacy, and incidents of harassment or violence against tourists or foreigners are “extremely rare”.

The Statement:

The attention of the Foreign Ministry has been drawn to the Canadian Travel Advisory on Sri Lanka issued on 13 January 2022 that includes erroneous and outdated information and does not reflect the actual situation in Sri Lanka. There are flawed references to the economic and security situation in country as well as inaccurate information with regard to the safety and security of female travelers and harassment of foreigners. As such, the Ministry has taken steps to apprise the Canadian authorities of ground realities as follows: 

Sri Lanka has successfully overcome the immediate challenges posed by the COVID-19 pandemic, and is now in a state of normalcy with all public service, corporate and business, and education activities functioning normally without interruption, in accordance with COVID-19 health and safety guidelines. The nationwide inoculation programme has been commended by the World Health Organization (WHO) and almost 90% of the eligible population has received both doses of the COVID-19 vaccine. A campaign has been launched to provide the booster dose to the population above 20 years of age. 

Despite the pandemic, Sri Lanka has received several international accolades in the tourism industry including CNN’s “Where to Travel in 2022”; the Global Wellness Institute; Conde Nast Traveler 2021 Reader’s Choice Awards as well as other endorsements received previously in 2019 by Lonely Planet and the National Geographic Travel. GoSL looks forward to more tourists visiting Sri Lanka from Canada and elsewhere with the gradual normalization of travel globally. 

It is important to note that even though Sri Lanka’s economy has been affected by the COVID-19 pandemic, the country is making every endeavor to reinvigorate its economy this year, through the implementation of prudent policies. Food security and law & order are the topmost priorities of the Government, and the availability of all essentials is considered as a vital part of the Government’s functions. As such high priority is given to ensuring that all essential items continue to be available to the public at all time and there are sufficient stocks of food items. 

With regard to the security situation, the GoSL maintains minimum presence of military in the North and the East to ensure security and stability in keeping with national security imperatives and this is similar to such presence elsewhere in the country. There is no arbitrary arrest and detention of persons by the police or security forces. Since the end of the terrorist conflict in 2009, security forces have conducted a comprehensive demining operation in the North and East, with technical support of several foreign Governments and international agencies. As at December 2014, 94% of the de-mining had been completed, while presently, the figure has risen to 98.7%. The Advisory states, that ‘there is a threat of terrorism’ and that ‘further attacks cannot be ruled out’. It is notable that since the election of President Gotabaya Rajapaksa in November 2019 the GoSL has taken all necessary measures to ensure public safety and national security throughout the country, to prevent any resurgence of terrorism. It is noteworthy that during this period, there has not been even a single terrorist related incident in Sri Lanka, due to the enhanced vigilance and proactive measures taken by the relevant security authorities. 

Sri Lanka is a multi-ethnic, multi-religious and multi-cultural country with a rich, cosmopolitan heritage where different communities have peacefully co-existed over centuries. There is no civil unrest in the country. Sri Lanka has a long democratic tradition with strong institutions, and a vibrant civil society. Freedom of association and assembly are safeguarded with peaceful demonstrations occurring in Sri Lanka as in any other country where liberal democratic norms and traditions prevail. The police have allowed and continue to allow such peaceful demonstrations to take place unimpeded. These demonstrations do not in any way hinder the comfort, movement, safety or activities of tourists. 

Specific attention is being paid to the safety and security of women tourists with measures taken to strengthen the presence of police, including tourism police, island-wide in all regions. Under this programme, police presence is being increased in all popular tourist destinations of the country with greater presence of women police officers in police stations. Emergency numbers of tourist police regional units, local police, and other emergency units such as hospitals, are available online to be accessed by travelers to Sri Lanka.

Only God can save PB Jayasundara

Finally after months of speculation the most feared, despised and powerful Secretary  of the government Punchi Banda Jayasundara was replaced by Gamini Senarath. Gamini assumed duties as the Secretary to President Gotabaya Rajapaksa a short while ago. Senarath served as the Prime Minister’s Secretary. He was Director General of the Presidential Secretariat in 2014. Many public officials and ministers are happy to see the back of Dr Jayasundara. The root cause for the current economic crisis was not going to the IMF in 2020. In addition slashing taxes resulting in massive money printing, pushing inflation to record levels . This was an experiment of Jayasundara including  the fertilizer, now the country has to pay for this with sweat and tears. Jayasundara was never accessible and provided bad advice to the President according to SLPP sources. This is a man who was barred by the Supreme Court to function as a public official. But brought back by the Rajapakse family. Furthermore they noted he promoted his girls and boys and his business cronies.  His critics says he appointed people who he wished and gave the example of a case where he appointed both the husband and wife as bank directors. He operated through puppets like Prof Lakshman and SR Attygalle. He must be held accountable for this mess a minister noted. Eg Sugar fraud etc etc 

 P B Jayasundara should listen to cricketer Rahul Dravid’s words of advice. Dravid said when “Einstein was invited by the Israeli government to become the country’s prime minister in 1952 Einstein humbly said-I am a noob student of physics. What do I understand of state governance?Seeing the modesty of these people, my head is bowed 

down in honor and shame. When I look at myself, I can see the reflection of 

indestructible, arrogant, or strange people. These people repeatedly remind me that being humble doesn’t mean falling short, it’s growing much bigger.Because we fall small in our indestructible arrogance, we grow up again and again in our humble attempt to become small. The most strange truth in the world is-you have to be small to grow up, you don’t need to be big to be small”,  

Dr Jayasundara according several public officials and SLPP  ministers lost his head and his high handed behavior they say was the root cause of this unprecedented economic crisis that he allegedly has said ‘only god can save us’ . The irony is the crisis is largely man made and he is 90% responsible for many of the decisions that led to this crisis. The 

President has to now carry the can for Jayasundara’s mismanagement. He has unfortunately lost any opportunity of getting re-elected. Basil Rajapakse would do good to the country to send Jayasundara as an alternate Director to the IMF to experiment with another country with out messing anymore with our battered economy . 

Sri Lanka on the 18 th avoided an immediate debt default, averting a massive crisis, the country’s leaders should now make use of the breathing space provided by the Indian credit lines to discuss with its creditors, preferably with the support of the International Monetary Fund (IMF), to chart a durable and a sustainable path for debt management. All depends on how smart the government can be?

Cabinet ministers ready to join Sajith (VIDEO)

Samagi Jana Balawegaya (SJB) MP Hesha Withanage speaking to a briefing held in Colombo today (19) revealed that a group of powerful Cabinet Ministers are developing a plan to overthrow the government.

In the backdrop, Leader of the Opposition Sajith Premadasa has the capability to change the government via a swapping members in Parliament, the MP went on, adding that however, this is not the time for such a seizure of power and that in order to build the country, the government should hold an election and give the people the chance to choose their leader.

The government has fallen into a state in which it cannot continue to administer the country by fooling the people anymore, he added.

The moment of the Rajapaksas being chased away by the people for trying to solve problems by planting bombs in the churches are not far away, the SJB MP warned.

Two ships of fuel released from the Port

Two ships carrying 37,000 metric tons of fuel were released from the Port of Colombo this morning (19).

It is based on the prompt intervention of the Central Bank of Sri Lanka.

Udaya Gammanpila, Minister of Energy stated that 10,000 metric tons of this fuel will be used to generate electricity for power plants in the country.

Accordingly, a consignment of diesel sufficient for 8 days will be released for power generation.

Gamini Lokuge, Minister of Power and Energy stated that there is a possibility of providing uninterrupted power supply if fuel is available today.

New Secretary to the President Gamini Senarath assumes duties

Gamini Senarath assumed duties as the new Secretary to the President today (19) at the Presidential Secretariat.

Dr. PB Jayasundara, who was the Secretary to the President, resigned from his post recently and Gamini Senarath was appointed accordingly.

Until then he had been the Prime Minister’s Secretary.

Gamini Senarath joined the Sri Lanka Administrative Service in 1984 and has held a number of senior positions including Deputy Controller of the Department of Immigration and Emigration, Commissioner of the Department of Motor Traffic, Additional Secretary to the Prime Minister and Chief of Staff to the Prime Minister.

Gamini Senarath was educated at Rahula College, Matara and Richmond College, Galle. He is a graduate of the University of Kelaniya.

Colombo Port City Economic Commission forges ahead

The Colombo Port City Economic Commission (CPCEC) has, within the first six months of operation, made considerable progress both in terms of commercializing Southeast Asia’s most ambitious mixed development as well as finalizing world-class best practices to fast-track approvals and investor facilitation. 

Appointed by President Gotabaya Rajapaksa in June last year, the CPCEC has received 31 out of the 74 land plots technically completed by the Project Company – CHEC Port City Colombo Ltd. 

In turn, the commission has released six plots out of the 31 on a 99-year lease basis, generating $ 200 million in sales revenue with a collective investment commitment of $ 600 million.

The seven-member commission headed by Gamini Marapana PC has also identified all 74 primary development plots as Businesses of Strategic Importance, entitled to the maximum benefits permissible under Section 52 of the CPCEC Act.

In terms of actual projects taking off, the commission said construction work had begun on the region’s first Downtown Duty-Free (DF) mall, for operation by two of the world’s leading DF operators, positioning the Colombo Port City as a regional shopping destination.

Overall, the Port City project is heralding a new era of development in keeping with the vision of ‘Building a World-Class City for South Asia’.

Among key initiatives to fast-track investor facilitation are the incorporation of Special Port City-designated shell companies for smooth investor transfers, establishing designated bank licensing terms, allowing secure, unrestricted foreign currency accounts for investment in the Port City and expediting approval, investor agreement and licensing processes for potential investors and authorized persons.

“The absence of restrictive exchange controls, a preferential tax system with zero tax on personal income, remuneration in foreign currency (FC), and flexible long-term visas for foreign workers and their families coupled with the Sri Lankan lifestyle has generated significantly in the project from international investors,” a spokesman for the Commission said.

He said that the establishment of the Colombo International Financial Centre in February 2022 and associated exchanges would soon stimulate the flow of foreign currency through the Port City, creating employment and adding substantial value to the broader economy over time.

“Our current focus is on identifying and creating compelling value propositions in physical infrastructure development, banking and financial services, knowledge export and other key sectors, targeting reputed anchor investors in each,” a spokesman for the Commission said. 

He said the Commission strives for transparent and efficient processes in setting up businesses, condominium ownership, gaming and leisure activities and city management that would be globally competitive and welcomes all input towards achieving its objectives.

 In the first six months, the Commission earned income to fully reimburse the Rs. 400 million advances received to set it up.

A Special Port City e-business and Virtual City concept has been completed and submitted for peer review to the Government of Sri Lanka whilst the Commission has partnered with a leading global technology company to deploy a state-of-the-art digital platform for all-inclusive investor engagements.

The Spokesman said the Commission was collaborating with SLASSCOM to brand IT/KPO as a thrust sector for the Port City by developing policies conducive to attracting world-class technology companies to invest in the Port City and to partner with Sri Lankan companies for maximum knowledge creation, transfer and export centred around a ‘Colombo Tech City’ concept promoting the nation’s drive of creating Sri Lanka into a Green IT Hub.

The commission also engaged the Sri Lankan Air Force on flight control management for commercial and emergency (rotorcraft-vertical) flight movement to and from the Port City, whilst separately conducting a feasibility study with the Sri Lankan Navy on defining management protocols for sea access and concerning the internal waterways of the Port City.

One of the generators at the Kelanitissa Power Plant temporarily shut down due to the shortage of fuel

The Ceylon Electricity Board (CEB) says that one of the generators at the Kelanitissa Power Plant has been temporarily shut down due to a shortage of fuel.

A 150 MW generator has been stopped.

However, due to this, there will be no need for a power cut during the daytime today (19) and the CEB will decide in the afternoon whether there will be a power cut at night.
