CBSL adopts further policy measures to strengthen macroeconomic stability

Sri Lanka’s economic activity towards the latter part of 2021 appears to have gathered momentum as several leading indicators point towards activity returning to normalcy along with the successful vaccination drive of the Government.

 Accordingly, the economy is expected to have recorded a growth of around 4.0 per cent in 2021, Central Bank announced.   

With the normalisation of global economic activity, a notable improvement in export performance was observed, with monthly exports remaining in excess of US dollars 1 billion, consecutively since June 2021. 

Meanwhile, expenditure on imports increased significantly, partly reflecting the increased international prices, the demand for intermediate goods, and a more than expected demand for consumer goods. 

The increase in imports was also underpinned by the availability of low cost credit, which led the trade deficit to widen to pre-pandemic levels in 2021. 

Developments in the tourism sector appear to be promising with the influx of tourists in recent months. 

Although inflows in the form of workers’ remittances have reduced somewhat in the latter half of 2021, the introduction of special incentive schemes and the actions taken by the authorities to curb illegal fund transfers have generated renewed interest in routing funds through formal channels. 

The Sri Lanka rupee depreciated by 7.0 per cent against the US dollar in 2021 and has been broadly stable thus far in 2022. 

At the same time, the Central Bank was able to fulfil the timely settlement of the International Sovereign Bond (ISB) of US dollars 500 million on 18 January 2022. As of end 2021, the gross official reserves were estimated at US dollars 3.1 billion.

Credit extended to the private sector, which slowed down during September and October 2021, has picked up recently, partly reflecting the increased credit flows to finance imports.

 In the meantime, credit obtained by the public sector from the banking system, particularly net credit to the Government, continued to expand.

Inflationary pressures in the domestic front continued to be fuelled by supply side disruptions, upward adjustments to administered domestic prices, and the strengthening of underlying demand conditions in the economy as reflected in the rise in core inflation. 

In consideration of the current and expected macroeconomic developments, the Monetary Board of the Central Bank of Sri Lanka, at its meeting held on 19 January 2022, decided to adopt several policy measures with the view to strengthening macroeconomic stability. Accordingly, the Monetary Board decided to:

  1. increase the Standing Deposit Facility Rate (SDFR) and the Standing Lending Facility Rate (SLFR) of the Central Bank by 50 basis points each, to 5.50 per cent and 6.50 per cent, respectively;
  2. distribute the financing of essential import bills for fuel purchases among the licensed banks in proportion to their foreign exchange inflows;
  3. mandate all registered tourist establishments to accept foreign exchange only in respect of services rendered to persons resident outside Sri Lanka;
  4. extend the payment of an additional Rs. 8.00 per US dollar for workers’ remittances paid in addition to the incentive of 2.00 per US dollar offered under the “Incentive Scheme on Inward Workers’ Remittances” until 30 April 2022, 
  1. Reimburse the transaction cost borne by Sri Lankan migrant workers through the payment of Rs. 1,000 per transaction, when remitting money to rupee accounts via licensed banks and other formal channels with effect from 01 February 2022 and introduce higher interest rates for both foreign currency and rupee denominated deposits of migrant workers.

The Monetary Board was of the view that the above measures will curtail the possible build-up of underlying demand pressures in the economy, which would also help ease pressures in the external sector, thus promoting greater macroeconomic stability.

High Commissioner of Sri Lanka to the UK addresses the Conservative Foreign and Commonwealth Council

High Commissioner of Sri Lanka to the UK Saroja Sirisena addressed the Conservative Foreign and Commonwealth Council at the Carlton Club on 12 January 2022 under the theme ‘Sri Lanka, the Commonwealth and Global Britain’.

In her speech, she emphasised the broad spectrum of relations between Sri Lanka and the UK that are bound by historical ties dating back centuries and their expansion in the context of Sri Lanka’s membership in the Commonwealth. She elaborated that the Commonwealth is a natural launch pad of the Global Britain framework of the UK Government, and that Sri Lanka could be a significant partner to the Global Britain from Asia.

Medille Thero apologises to Justice Minister – Case into settlement

Medille Pangnaloka Thero, the Chairman of the ‘SinhaLe’ movement, has promised not make any defamatory or insulting statement against Justice Minister Ali Sabry, as a case filed by Sabry against the Thera before the Colombo District Court was taken up yesterday (19).

The case filed by the Justice Minister against the Thera for allegedly making defamatory statements against him and publicising them via Social Media was taken up before the Colombo District Court yesterday, and the Minister had also demanded a compensation of Rs. 1500 million.

The case, however, has reached into settlement as Medille Pangnaloka Thero has apologised to the Minister.

The case was taken up before Colombo Chief District Judge Aruna Aluthge, and the lawyers appearing for both parties stated that they would agree to conclude the case as a settlement has been reached between the two parties.

The government that came to power in the sole promise of ensuring national security has failed in national security in every aspect, alleged Leader of the Opposition Sajith Premadasa, joining the House Adjournment Debate in Parliament today (20)

National security can be channelled both wider and narrower, the Opposition Leader pointed out, adding that the government, however, has been channelling national security very narrower then and now.

National security includes not only military security but also economic security, living standards, health, food security and the right to education, Premadasa went on, stressing that the government, on the other hand, has so far failed in all these areas.

Hearing of petitions against Yugadanavi Deal dragged in

The hearing of petitions seeking nullification of the decision to hand over the government shares of the Kerawalapitiya Yugadanavi Power Plant to a US Company has been postponed to February 03 and 07.

The petitions were taken up in the Supreme Court today, but Chief Justice Jayantha Jayasuriya did not appear for the hearing.

Accordingly, any consideration of the petitions will be announced in February.

Verdict on Pujith Jayasundara over Easter Sunday Massacre on Feb. 18

The hearing of the case filed against former Inspector General of Police (IGP) Pujith Jayasundara on the allegation of failing to avert the Easter Sunday Massacre despite receiving intelligence was concluded today (20).

Accordingly, the verdict of the case will be declared on the 18th of next month, announcing whether the former IGP will be acquitted from the charges or the defendant’s statement will be call in, said the Trial At Bar of the Colombo High Court.

This was when the case was taken up before the Bench comprising Justices Namal Balalle, Aditya Patabendige and Mohammed Irshadeen today.

Senior Deputy Solicitor General Dileepa Peiris appearing for the complainant informed the Court that the hearing of evidence will be concluded.

Standard not gazetted for gas, SJB confronts CAA (VIDEO)

Samagi Jana Balawegaya (SJB) Mo Mujibur Rahuman revealed that the Consumer Affairs Authority (CAA) has gazetted standards for gas hoses and regulators but not for gas itself.

Accordingly, the SJB MP pointed out that the CAA must immediately act on issuing a gazette in this regard, during his visit to the Authority to remind them of their powers today (20). SJB MP Nalin Bandara also accompanied Rahuman.

The MP added that the CAA has the power to seek compensation for accidents caused by gas leaks. If the CAA does not use its power in this regard, the matter will be brought to the Supreme Court, the SJB MP warned.

Person responsible for defunct Bahrain Air appointed as SriLankan Airlines CEO

Richard Nuttal, a person with a notorious history of defunctionalising Bahrain Air eight years ago, has been appointed as the new Chief Executive Officer (CEO) of the SriLankan Airlines, entitled to a remuneration of Rs. 9 million with all the facilities intact.

His appointment as the new SriLankan CEO comes in in contradiction to his original appointment as the Chief Commercial Officer (CCO) of the island nation’s airway on November 01, 2021, effective from January 01, 2022 without being subjugated to any performance appraisal whatsoever, sources disclosed.

Nuttal’s highest record in service was the shutting down of Bahrain Air, which he took over as the CEO in 2011, in 2013, making the gulf country’s once reputed air service defunct under his regime.

Nuttal’s enrolment to the decaying SriLankan Airlines’ administration has led to controversy, given his history and that the act itself being inherently contradictory to the Sri Lanka Civil Aviation Act, which prohibits the appointment of a foreign national as the CEO of the national aviation service.

Disregard the provisions of such Acts, an immediate inquiry should be held into those who put such inefficient individuals at the helm of the SriLankan Airlines, which is operating under a heavy debt burden, squandering Rs. 09 million monthly (Rs. 108 million annually) in vain.

The SriLankan Airlines’ infamous history of welcoming such squandering appointments runs back to 2019, where Joshua Bustos, a former US military personnel, was appointed as the Chief Commercial Officer (CCO) during the Good Governance Government in 2019. Bustos is said to have been involved in embezzling US$ 11 million bankrupting the Afghan Airlines many years ago. Today, Bustos is nowhere to be found, nor did the SriLankan Airlines gain any profit under his regime.

Disregarding the pool of qualified people in Sri Lanka for such critical roles in the Aviation Sector would be a serious problem, which could also cater to the ongoing dollar crisis in the country, further collapsing the country’s most essential services.

Despite fuel crisis, uninterrupted power supply possible from 25th: Lokuge

The malfunctioned generator at the Norochcholai Power Plant is being repaired, said Power Minister Gamini Lokuge. Speaking to media, the Minister promised that the generator will be restored by January 25, making the uninterrupted power supply possible.

The Minister also stated that he believes that the power supply will not be interrupted after the 25th, despite the ongoing fuel crisis.

The supply of power had been suspended for nearly two hours yesterday, in the event there is a crisis leading to the provision of fuel oil for power generation triggered by the problematic situation between the Ceylon Petroleum Corporation (CPC) and the Ceylon Electricity Board (CEB).

The Subject Minister added that there will be further power outages until January 25, but every effort will be put to provide an uninterrupted power supply.
