Sri Lanka to sign cooperation agreement with IFC to boost SME exporters

August 30, Colombo (LNW): Sri Lanka’s small and medium-sized enterprises (SMEs) are poised for a significant transformation as the government partners with the International Finance Corporation (IFC) to harness their export potential. 

SMEs represent about 70% of the 1.3 million enterprises in the country, employing 2.2 million people and contributing over 50% of the national GDP. However, these enterprises are currently facing unprecedented financial challenges, with many deeply in debt.

The Cabinet of Ministers recently approved a cooperation agreement between the Export Development Board of Sri Lanka (EDB) and the IFC. This agreement, initiated by President Ranil Wickremesinghe in his role as Investment Promotion Minister, has received legal and diplomatic clearances, setting the stage for its implementation.

The business environment for 89% of SMEs has deteriorated, largely due to stringent legal measures taken by banks to recover loans. Official data reveals that, over the past eleven months, 1,183 SME assets have been seized and auctioned off under parate execution. 

This legal process, governed by Sri Lanka’s Banking Act, has forced many entrepreneurs to close their businesses as they are unable to meet loan repayments after the expiry of a moratorium provided by the Central Bank.

The cooperation agreement with the IFC aims to reverse this trend by transforming SMEs into active exporters. As part of the EDB’s broader initiative to foster new exporters and expand the export sector, this partnership will provide targeted support to SMEs.

 The focus is on helping these businesses scale up, enhance competitiveness, and successfully enter international markets.

Cabinet Spokesman Minister Bandula Gunawardena highlighted that this strategic partnership will bring significant benefits to SMEs, including access to valuable knowledge, training, and financial support. 

It aligns with the government’s broader goals of diversifying the export base, reducing economic vulnerabilities, and promoting sustainable development.

In response to the current SME crisis, State Finance Minister Shehan Semasinghe announced that the government has allocated Rs. 50 billion in the 2024 budget to support these enterprises.

 Of this, Rs. 30 billion is earmarked for rehabilitation efforts, which will be divided into two segments. 

A new facilitating institution will be established under the Ministry of Finance in January, with Rs. 50 million allocated for issuing guarantees and an additional Rs. 50 million for providing financial facilities at subsidized interest rates.

This initiative reflects the government’s commitment to revitalizing the SME sector, which plays a crucial role in the country’s economy.

Hayleys Fabric Becomes Sri Lanka’s First Company Featured in GOTS Case Study

August 30, Colombo (LNW):Hayleys Fabric PLC has achieved a significant milestone in its sustainability journey by becoming the first Sri Lankan company featured in a case study on the Global Organic Textile Standard (GOTS) website. 

This recognition highlights the company’s leadership in sustainable textile production and follows its recent win at the International Quality Awards 2024, where it was honored with the ‘Sustainability Impact’ award.

Managing Director and CEO Rohan Goonetilleke expressed pride in this achievement, emphasizing that the global push towards sustainability in textiles is crucial for all resource-intensive industries. 

He underscored Hayleys Fabric’s commitment to eco-friendly innovations and responsible production methods, which set new industry benchmarks and contribute to a sustainable future.

GOTS is the premier global standard for organic textiles, requiring manufacturers to use at least 70% certified organic fibers for general products, and 95% for those labeled ‘organic’. 

The certification involves strict regulations on the use of harmful chemicals, ensuring that all chemical inputs meet high environmental and toxicological standards. 

Additionally, wastewater from production must be treated in functional treatment plants, and packaging materials must be PVC-free and adhere to FSC or PEFC standards. 

Transparency and traceability are key components of the certification, involving regular independent inspections and certifications.

Since obtaining GOTS certification in 2014, Hayleys Fabric has maintained a strong commitment to the standard’s environmental and social criteria. 

The company’s innovative sustainability practices include producing sustainable dyes from waste materials, such as mahogany dye from furniture waste and black dye from biomass. 

The Innovation Centre at Hayleys Fabric also plays a role in developing their own fabric brands.

The company supports environmental sustainability beyond its production processes. Adjacent to its facility is a green belt and biodiversity wetland park, home to nearly 300 species of flora and fauna. 

This park also serves as an educational resource for local schools and universities.

In maintaining a sustainable supply chain, Hayleys Fabric rigorously screens raw material suppliers for environmental and social compliance. 

This ensures that the company’s products adhere to high environmental standards from raw material extraction through to disposal.

Social responsibility is also a priority for Hayleys Fabric. The GOTS certification’s labor standards are strictly followed, including prohibiting forced labor, supporting collective bargaining, and ensuring safe and hygienic working conditions. 

The company operates a 100% women-only knitting plant at Wagawatta, providing a supportive work environment with medical and sanitary facilities. 

Since December 2020, it has been certified to ISO 45001 for occupational health and safety.

Warning of IMF Program Loss if Opposition Promises Are Implemented: Finance State Minister

August 30, Colombo (LNW): State Minister of Finance Shehan Semasinghe issued a stark warning that implementing promises made by opposition candidates could result in the immediate termination of the country’s International Monetary Fund (IMF) programs. He cautioned that such actions could jeopardize agreements with foreign debt holders and private bondholders, potentially leading to a severe economic crisis.

Speaking at a press conference at President Ranil Wickremesinghe’s political office in Colombo, Semasinghe emphasized the need to adhere to the IMF agreements. He noted that discussions with the IMF are ongoing regarding amendments to Pay As You Earn (PAYE) taxes, aiming to provide public relief with tax reductions expected by April 2025.

He also highlighted President Wickremesinghe’s newly launched presidential election manifesto, “Five Triumphant Years for Sri Lanka With Ranil,” crediting the President with transforming the country from the brink of economic collapse to a more stable state.

The State Minister stressed that the economy is the most pressing issue facing the country and pointed out that while various parties have proposed different economic strategies, there is little understanding of their feasibility. He emphasized that the benefits of the economic stability achieved are gradually being passed on to the people, with a portion reinvested to bolster economic resilience and mitigate the impact of the reform program on the public.

Court Informed of Serious Health Risks to Former Health Minister Keheliya Rambukwella

August 30, Colombo (LNW):President’s Counsel Anuj Premaratne informed the Maligakanda Magistrate’s Court that former Health Minister Keheliya Rambukwella is at a severe risk of becoming fully disabled or crippled. This statement was made during the hearing of the case concerning the distribution of substandard antibody vaccines in Sri Lankan hospitals.

Premaratne argued that granting bail to Rambukwella would be futile if he were to become totally disabled and requested the court to release him on suitable bail, citing inadequate treatment received from government hospitals. Deputy Solicitor General Lakmini Girihagama, representing the prosecution, suggested that Rambukwella’s bail could be considered after consulting a board of experts and reviewing their reports.

The magistrate directed Rambukwella to be examined by a board of expert medical practitioners and called for an urgent report. Additionally, the court ordered prison officials to refer Sudath Janaka Fernando, the owner of the pharmaceutical company and the first suspect in the case, to the Angoda National Institute of Mental Health following evidence of severe mental confusion and a suicide attempt in prison.

In a related case, Colombo High Court Judge Navaratne Marasinghe ordered prison officials to present Rambukwella to a medical panel, including a specialist in physical diseases at the Colombo National Hospital. This order was issued during the hearing of a case filed by the Bribery or Corruption Investigation Commission against Rambukwella and two other defendants, dating back to the 2015 presidential election when Rambukwella, then Minister of Media, allegedly misused 990,000 rupees in public funds to purchase 600 GI pipes.

Showers and Strong Winds Expected in Several Provinces

August 30, Colombo (LNW):Showers will occur at times in Western, Sabaragamuwa and North-western provinces and in Galle, Matara, Kandy and Nuwara-Eliya districts. Fairly heavy showers above 50 mm are likely at some places in Western and Sabaragamuwa provinces and in Galle, Matara, Nuwara-Eliya and Puttalam districts.

Showers or thundershowers may occur at a few places in Uva province and in Ampara and Batticaloa districts during the evening or night.

Strong winds about (40-50) kmph can be expected at times over Western slopes of the central hills, Northern, North-central and North-western provinces and in Hambantota and Trincomalee districts.

The general public is kindly requested to take adequate precautions to minimize damages caused by temporary localized strong winds and lightning during thundershowers.

The sun is going to be directly over the latitudes of Sri Lanka during 28th of August to 06th of September due to its apparent southward relative motion. India commences first payment for hybrid power projects in Jaffna islands

August 29, Colombo (LNW): India has taken a significant step in advancing the Hybrid Power Projects on three islands off Jaffna, with the first payment being handed over to Sulakshana Jayawardena, Secretary of the Ministry of Power and Energy, and Ranjith Sepala, Chairman of the Sri Lanka Sustainable Energy Authority (SLSEA).

The funds were presented by Indian High Commissioner to Sri Lanka, Santosh Jha.

This payment marks a crucial milestone in the implementation of hybrid renewable energy projects on the islands of Delft, Nainativu, and Analaitivu.

The initiative follows a Memorandum of Understanding signed between the governments of India and Sri Lanka in March 2022.

Subsequently, in March 2024, the SLSEA entered into a contract with M/s. U Solar Clean Energy Solutions Pvt. Ltd. to carry out the project.

The project is designed to address the energy requirements of these remote islands, which are currently not connected to the national grid.

By combining solar and wind energy, the initiative aims to optimise energy production and provide a sustainable power solution for the local communities.

Preliminary work has already begun at the project sites, with completion expected by early March 2025, and the final handover anticipated by late April 2025.

Funded by a grant of USD 11 million from the Indian Government, this project underscores India’s commitment to strengthening bilateral cooperation in the energy sector.

It also highlights the human-centric approach of India’s development partnership initiatives in Sri Lanka, focusing on enhancing the quality of life for people in the region.

Government to update its IT system to boost efficiency and quality of public services

August 29, Colombo (LNW): The Government has directed Heads of key State Departments to update its Information Technology (IT) system to boost efficiency and quality of public services.

The move comes following a Cabinet decision on 5 August, which involves mandatory inclusion of National Identity Card (NIC) numbers, Passport numbers and Company Registration numbers in all relevant Government IT systems.

The Finance, Economic Stabilisation and National Policies Ministry on Monday issued a circular, addressing all Secretaries to Ministers, Chief Secretaries of Provincial Councils, Heads of Departments/District Secretaries, Heads of State Corporations, Statutory Boards, Universities and Higher Education Institutions and Chairpersons of State-owned Enterprises to ensure compliance with the mandatory inclusion of information related to company/business registration number along with NIC and passport numbers with nationality of individuals.

It also added that all Heads of Institutions should ensure to take action during next year to develop the existing IT systems and IT systems being at the developing or planning stages and to include requisite financial provisions in this respect into the Budget Estimates for the year 2025 and the Medium Term Budgetary Framework for the year 2026 and 2027 in terms of Section 03.1(i) I of the National Budget Circular No. 02/2024 dated 12 August 2024.

In addition, it directs all Heads of institutions to take action to comply with the provisions of the Personal Data Protection Act No. 07 of 2022 and the instructions provided under the Circular No. MOT/2023/02 dated 21 September 2023 of the Ministry of Technology.

It added that the circular was issued with the approval of the Registration of Persons, Immigration and Emigration, Registrar of Companies and Registrar General’s Department.

Relying on legacy information technology (IT) systems makes it difficult for government agencies to overcome (or even address) these challenges. 

Inefficiency, outdated processes, and concerns around privacy and data security slow down service delivery and negatively impact constituents — and isn’t scalable for the future.

 Findings by the Deloitte Center for Government Insights note that innovations creating value in new waysopens in a new window often won’t work with old business processes and that increasing time savings and reducing backlogs requires new systems and processes.

 That said, government IT modernization is more than just new technology or integrating legacy systems.  It requires a complete redesign of business processes and, more often than not, a cultural shift in thinking. 

However, this is hard to accomplish alone. So much so that a global digital survey of government officials found that 85% felt collaboration with external partnersopens in a new window positively impacted their agencies.

 Engaging a technology partner in an effort to accelerate innovation can enable government agencies to more efficiently and effectively meet modern-day demands and better address the needs of the constituents they serve. 

Indian National Security Advisor Ajit Doval arrives in SL for high-level talks

August 29, Colombo (LNW): Indian National Security Advisor Ajit Kumar Doval arrived in Sri Lanka today, where he is expected to hold discussions with several key presidential candidates, including the incumbent President Ranil Wickremesinghe and Sajith Premadasa, the candidate from the Samagi Jana Balawegaya (SJB).

Earlier in the day, Doval met with former Sri Lankan High Commissioner to India, Milinda Moragoda.

During their meeting, Moragoda presented Doval with a copy of the Pathfinder Indo-Lanka Physical Connectivity Report, a comprehensive study outlining strategies for enhancing physical links between the two nations.

The report, recently launched by the Pathfinder Foundation, serves as a detailed blueprint for developing infrastructure connectivity in the areas of road, rail, electricity, and petroleum.

The ultimate objective of this initiative is to foster closer economic integration between India and Sri Lanka, with the aim of boosting Sri Lanka’s annual economic growth rate from 3 per cent to 6 per cent.
