CAA Introduces New Regulations to Safeguard Consumer Rights in Online Transactions

The Consumer Affairs Authority (CAA) has taken a significant stride in protecting consumer rights by issuing a special gazette notification that aims to regulate the activities of online sellers and sellers operating on digital platforms. The directives outlined in the notification, announced by CAA Chairman Shantha Niriella on May 17, are designed to ensure consumer protection throughout various stages of an online transaction.

During the pre-purchase stage, e-commerce entities and platform operators are now required to adhere to fair business practices, advertising guidelines, and honest marketing strategies. They must refrain from engaging in deceptive or misleading practices and provide clear and unambiguous information regarding special offers, free trials, and any additional charges that may apply.

The gazette notification emphasizes that the displayed price of an item should align with the actual purchase price on the platform. This measure aims to prevent any misleading pricing tactics that can deceive consumers.

Transparency and authenticity in the rating and review system are also highlighted in the new regulations. E-commerce entities and platform operators must implement a fair and transparent rating and review mechanism, ensuring that false ratings and reviews are not published. It is strictly prohibited to hire third parties to post positive feedback on behalf of online sellers.

To protect consumer privacy, all e-commerce entities and platform operators must send a privacy statement to consumers when collecting their personal data. This measure ensures transparency and data protection in line with consumer rights.

During the purchase stage, consumers must be provided with an opportunity to review a summary of their order before confirming it. This gives customers the chance to ensure the accuracy of their purchase details and make informed decisions.

Moreover, e-commerce entities and platform operators are now obligated to enable customers to retain a comprehensive and accurate record of the transaction, compatible with their chosen device or platform. This helps consumers keep track of their purchases and facilitates dispute resolution if necessary.

To ensure transparency in financial transactions, a receipt must be issued by e-commerce entities and platform operators. The receipt should include the price of the item, including all charges, any compulsory or optional fees, payment methods, delivery terms, withdrawal and cancellation policies, warranties, guarantees, privacy policies, and dispute resolution options.

E-commerce entities and platform operators are also required to provide customers with user-friendly payment mechanisms and implement adequate security measures to mitigate payment-related risks. Additionally, they must employ reliable logistics providers for the delivery of goods, ensuring that customers receive their purchases in a timely and secure manner.

The gazette notification further emphasizes that customers should be provided with cooling-off periods and the right to cancel orders. E-commerce entities and platform operators must also assist customers in addressing any safety concerns related to the purchased goods, ensuring that all safety requirements have been disclosed.

With the introduction of these new regulations, the CAA aims to enhance consumer trust and confidence in online transactions while safeguarding their rights throughout the entire process. These measures will play a crucial role in promoting fair and transparent practices in the rapidly growing e-commerce sector.

President Calls for Acceleration of Digital Economy Program

Colombo, May 20, 2023 – President Ranil Wickremesinghe has instructed authorities, including the state minister in charge, to deliver a comprehensive report on expediting the country’s transition towards a digital economy within one month. The president made this announcement on Thursday (May 18) during his address at the inauguration of the Daraz Headquarters located in Alvitigala Mawatha, Colombo 08.

President Wickremesinghe also expressed his disappointment regarding the prolonged discussion surrounding the Revenue Administration Management Information System (RAMIS), which was established by the Inland Revenue Department for tax collection. The president revealed that he had addressed this issue during his tenure as Prime Minister back in 1993, emphasizing the need for swift progress in the matter.

During his speech, President Wickremesinghe stressed the importance of avoiding any delays in the digitalization process and highlighted the potential benefits that can be achieved through a faster implementation. The president formally inaugurated the Daraz Headquarters by illuminating the digital plaque, following traditional customs of lighting the oil lamp and cutting the ribbon at the entrance.

Furthermore, President Wickremesinghe commended the success of Daraz in Sri Lanka and recognized the platform’s significant contribution to the country’s e-commerce potential. He expressed gratitude towards Alibaba for establishing Daraz in Sri Lanka and acknowledged the company’s role in inspiring other businesses. The president also took the opportunity to tour the Daraz Headquarters and engage in a discussion with the company’s Board of Directors.

In his remarks, President Wickremesinghe acknowledged the slow progress of e-commerce adoption in Sri Lanka and outlined the government’s efforts to accelerate the digitalization process. He highlighted the potential collaboration with Tamil Nadu in India, suggesting that Sri Lanka could benefit from utilizing a similar system already in place in Tamil Nadu. The president called for discussions with Indian authorities to explore the possibility of leveraging their expertise in digitalization.

President Wickremesinghe emphasized the need for legislation that would establish a framework and allocate responsibilities to government organizations and selected private entities. He proposed benchmarking and imposing penalties for non-compliance to ensure progress in the digitalization efforts. The president cited the example of the long-standing discussions on the Revenue Administration Management Information System (RAMIS) as an illustration of the need for expediency.

Additionally, President Wickremesinghe expressed his ambition to align Sri Lanka’s digital economy with the green economy, highlighting the potential business opportunities worth $5 trillion in Asia’s green economy sector. He called for concerted efforts in both sectors and pledged government support for the digitalization initiative starting from the next year.

The event was attended by Speaker Mahinda Yapa Abeywardena, State Minister of Technology Kanaka Herath, Managing Director of Daraz Rakhil Fernando, President Director of International Relations Mr. Dinouk Colombage, as well as other officials and employees from Daraz Head Office.

India deploys P8I aircraft to rescue capsized Chinese fishing vessel

In a humanitarian action for a Chinese fishing vessel that sank in the Indian Ocean, Indian Navy deployed its Air MR assets including P81 aircraft in the region and offered assistance in the ongoing search.

Taking to Twitter, Indian Navy said, “In a swift humanitarian action on 17 May #IndianNavy deployed its Air MR assets in the Southern IOR approx 900 Nm from India, in response to sinking of a #Chinese Fishing Vessel Lu Peng Yuan Yu 028 with 39 crew onboard. The crew incl nationals from China, Indonesia & Philippines.”

“P8I aircraft have carried out multiple & extensive searches despite adverse weather & located multiple objects possibly belonging to the sunken vessel. As an immediate response, SAR eqpt was deployed at the scene by the Indian aircraft on request of PLA(N) ships closing the area,” the army added.

Earlier, on Tuesday, a Chinese deep-sea fishing vessel capsized in the central Indian Ocean, leaving 39 people on board missing, including 17 Chinese mariners, 17 Indonesian mariners and five Philippine mariners.

Further, Indian Navy tweeted, “In a display of India’s obligations as a #credible & #responsible partner for ensuring #safety at sea, the #IndianNavy units also coordinated #SAR efforts with other units in the area & guided #PLA(N) warships transiting to the scene of incident.”

“#IndianNavy continues to remain deployed to provide all possible assistance to the ongoing SAR efforts,” it added.

Meanwhile, Thursday, Chinese Foreign Ministry Spokesperson Wang Wenbin over the update regarding ongoing search and rescue efforts for the missing vessel, said, “The Chinese distant-water fishing boat ‘Lupeng Yuanyu 028’ capsized while passing through the central part of the Indian Ocean on May 16. Thirty-nine crew members on board are missing and an emergency search and rescue operation is underway. The Chinese government has made saving the crew a high priority. President Xi Jinping made special instructions to deploy additional rescue forces, coordinate with international marine search and rescue assistance and make all-out rescue efforts.”

“Premier Li Qiang made the instruction demanding fast coordination with relevant forces to make all-out rescue efforts. The operation has drawn close attention from across the region. Countries such as Australia, India, Sri Lanka, Indonesia, the Maldives and the Philippines have extended emergency assistance and sent sympathies for the Chinese boat and crew. The operation has been commended from various quarters in China and abroad. The Chinese government sincerely appreciates the help from those countries. As we speak, the search and rescue operation is still underway,” he added, according to the statement released by the Chinese Foreign Ministry.

In the latest development, two bodies were found in the search for 39 crew members missing after a Chinese fishing vessel capsized in the Indian Ocean, Beijing’s state media Xinhua news agency reported.

The ongoing search operation following the capsizing of the Lu Peng Yuan Yu 028 “found and salvaged the remains of two victims”, reported Xinhua.

700 students from the North visit the parliament

More than 700 students representing a number of schools in Jaffna visited the Parliament recently (12).

Accordingly, the officials of the Outreach Division of Parliament had organized a Parliament tour for the students. The students also had the opportunity to watch the Parliamentary proceedings live from the public gallery of the Parliament and to pose for a group photo in front of the Parliament complex.

Students had the privilege of meeting Hon. Angajan Ramanathan, Deputy Chairperson of Committees, Hon. Maithreepala Sirisena Member of Parliament and former President of Sri Lanka, Members of Parliament Hon. Rauff Hakeem, Hon. Sarathi Dushmantha, Hon. Eran Wickramaratne, Hon. Uddika Premarathne as well as the Secretary General of Parliament Mr. Dhammika Dasanayake and Serjeant-at-Arms Mr. Narendra Fernando.

Accordingly, Vadamarachchi Kantha Madhya widyalaya, Thondaimanaru Veerakathipillayar Maha vidiyalaya, walwai kantha maha vidiyalaya, Nelliyadi Maha vidiyalaya, polikandi Hindu Tamil mixed school, Udupitti girls’ school, wigneshwara vidiyalaya, karawet welayudam maha vidiyalaya, wadamarachchi hindu ladies’ college, Meridistha Girlks College, Kottrawathai College joined in the tour.

The public gallery, which was closed due to the Covid pandemic, was reopened for school students from September 19 th last year, and thousands of students representing schools, universities and other educational institutions in the island come to visit Parliament every day. All the facilities for the visiting students are provided by the Department of the Serjeant-at-Arms of Parliament and the organization of tours and awareness workshops as well as the release of commemorative photos and videos related to them are done by the Communication Department of the Parliament.  

UNDP and National Innovation Agency partner to mainstream social innovation

Colombo (LNW): Social innovation is the process of developing and implementing innovative ideas, products, and services to address social and environmental challenges, and is important in development as it provides new and creative solutions to complex social problems, such as poverty, inequality, and environmental degradation.

With the increase in complexity and scale of social challenges, there is a growing need for more inclusive, collaborative, and innovative approaches to address these challenges thus making social innovation a highly promising approach in advancing the national development agenda to tackle some of the most pressing challenges facing society.

In light of this, the United Nations Development Programme (UNDP) in Sri Lanka through its innovation arm, Citra Social Innovation Lab, has partnered with the National Innovation Agency (NIA) to jointly address these challenges and work together to strengthen the social innovation eco-system in Sri Lanka.

The National Innovation Agency was established with the specific aim of promoting a better understanding of innovation in the fields of social sciences, science and technology, defense, environment and service, and their impact on the economy of the country. Citra Lab, a joint initiative of the Prime Minister’s Office and UNDP in Sri Lanka, was instrumental in the conceptualisation and design of NIA.

The organisation which specialises in the use of innovation and foresight tools will offer its expertise in design thinking and human-centered design to activate the social innovation pillar at the agency.

Formalizing of this strategic partnership through an exchange of letters took place recently with Azusa Kubota, Resident Representative at UNDP in Sri Lanka, and Prof. Ajith de Alwis, Chief Innovation Officer at NIA.

Speaking on the close partnership NIA has had with Citra Lab, Professor Ajith de Alwis expressed his enthusiasm in embarking on this journey with fellow innovation experts, adding that, “there are already several issues in urgent need of being addressed, especially in relation to embedding innovation within the public sector, along with many opportunities where this partnership will prove to be most effective”.

UNDP in Sri Lanka Resident Representative Azusa Kubota, noted how this partnership dawns at a crucial time for the country. “Sri Lanka is a resilient nation, with untapped potential across various sectors. UNDP looks forward to working closely with NIA to further strengthen the innovation landscape in the country to positively contribute to its development agenda”.

Key objectives of this alignment are centered on streamlining social innovation within Sri Lankan society, and to embed social innovation into national development efforts to achieve sustainable human development.

The nature of this cross-sector partnership will enable stakeholders to co-construct and implement socially innovative solutions which will address sociol-economic issues, create positive social impact, and enhance the well-being of communities.

Uma Oya Hydro Power Plant Units to Contribute 120 MW to National Grid

Colombo, May 19, 2023 – The Minister of Power and Energy, Kanchana Wijesekera, has announced that two units of the Uma Oya Hydro Power Plant will be operationalized for power generation this year. The availability of Unit 01 is scheduled for August, followed by Unit 02 in September.

Minister Wijesekera highlighted that once completed, these units will contribute a significant 120 Megawatts (MW) of hydropower to the national grid. This disclosure was made during a meeting at the Ministry’s premises yesterday afternoon (May 18), where the Minister engaged with representatives from Farab, the construction company responsible for the Uma Oya Multipurpose Irrigation Facility.

In discussions held with Dr. Ali Vakili, the Managing Director of Farab, and the Project Manager of Uma Oya, the company confirmed the timeline for the availability of the power plant units. The completion and integration of these units will play a vital role in enhancing the country’s power generation capacity.

The Uma Oya Multipurpose Irrigation Facility, which includes the hydro power plant, aims to harness the water resources of the Uma Oya River to meet the country’s growing energy needs. The project’s development has been closely monitored to ensure environmental sustainability and minimize potential adverse impacts.

The introduction of the Uma Oya Hydro Power Plant units to the national grid represents a significant milestone in Sri Lanka’s ongoing efforts to diversify its energy sources and reduce dependency on non-renewable energy options. This move aligns with the government’s commitment to increase the share of renewable energy in the country’s power generation mix.

Over 5,400 Army and Navy Personnel Promoted on National War Heroes’ Day

Colombo, May 19, 2023 – In commemoration of the 14th National War Heroes’ Day, more than 5,400 army and naval personnel have received promotions to their next ranks, as directed by President Ranil Wickremesinghe, the Commander-in-Chief of the Armed Forces.

The Sri Lanka Army announced that effective today (May 19), a total of 402 Officers (Regular and Volunteer Force) and 3,348 Other Ranks have been promoted to their respective next ranks. The promotions signify recognition of the personnel’s dedication and service.

Among the Officer promotions, 07 Brigadiers have been elevated to the rank of Major General, while 19 Colonels have assumed the rank of Brigadier. Additionally, 29 Lieutenant Colonels, 33 Majors, 09 Majors to Temporary Lieutenant Colonel, 115 Captains, 03 Captains (QM), 97 Lieutenants, and 90 Second Lieutenants (Regular Force & Volunteer Force) have all received promotions in their respective categories.

In the Other Ranks category, a total of 129 Warrant Officers-II have been promoted to the rank of Warrant Officer-I, and 332 Staff Sergeants have advanced to Warrant Officer-II. Furthermore, 442 Sergeants, 585 Corporals, 1028 Lance Corporals, and 832 Privates have also been promoted to their respective next ranks.

The Sri Lanka Navy also announced that 1,731 personnel within its ranks have been advanced to their next higher ranks, in alignment with the significance of National War Heroes’ Day.

The promotions reflect the government’s appreciation for the sacrifices and commitment of the armed forces in safeguarding the nation’s security and protecting its citizens. The recipients of these promotions are recognized for their invaluable contributions and dedication to their duties.

EU calls upon the government to eradicate import restrictions

Colombo (LNW): The EU has urged Sri Lanka to lift the import restrictions, preventing many European products from entering its market.

The EU welcomed Sri Lanka’s intention to present a plan for the lifting of the import restrictions, by June 2023.

Sri Lanka expressed its intention to phase out restrictions, factoring in the current economic situation. The EU and Sri Lanka agreed that the EU-Sri Lanka Investor Dialogue may take place at an early date, in Sri Lanka.

The EU presented the new EU GSP Regulation, which is expected to enter into force on 1 January 2024, for the next 10-year cycle. The EU informed that the report of the last EU GSP+ monitoring cycle 2020-2022 is expected to be released in the coming months

This was revealed in a joint EU and Sri Lanka press communique issued by the latter, following the 25th session of the Joint Commission, held in Colombo, the Sri Lankan delegation has briefed the EU of the cases before the Supreme Court in this regard.

Paola Pampaloni, Deputy Managing Director for Asia and the Pacific at the European External Action Service of the EU, led their delegation.

They reviewed bilateral relations, ranging from reconciliation, human rights, trade, development cooperation, climate change and environment, sectoral cooperation, international security cooperation and cooperation in multilateral fora.

The EU has welcomed the 21st Amendment, which would further enhance democratic governance.

On the new Anti-Terrorism Bill, Sri Lanka informed that the Ministry of Justice was seeking the observations of the public and other stakeholders with a view to amending the gazetted Bill before submitting it to Parliament.

Sri Lanka’s ongoing consultation process, with all relevant stakeholders, is aimed at adopting a legislation in line with international standards, which could soon replace the Prevention of Terrorism Act (PTA).

The EU appreciated the commitment of Sri Lanka to further release PTA detainees and urged Sri Lanka to refrain from using the PTA.

Colombo (LNW): Sri Lanka’s Tea Industry with options for expansion is to be guided towards penetrating the Lucrative Chinese market by introducing an immediate export promotion strategy, Sri Lankan Ambassador in China Dr. Palitha Kohona said.

Ambassador Dr. Palitha Kohona was addressing the Belt and Road International Tea Trading Forum in Hefeng County, Hubei Province as a guest speaker. Hubei has over 700,000 hectares of immaculately tended tea gardens.

China’s insatiable thirst for tea could provide Sri Lanka’s high-quality tea with a lucrative and expanding market but China’s standards and special requirements must be observed, he said.

Organic tea, though more expensive, was rapidly catching on in China, especially among the health conscious older consumers, but had to satisfy other requirements
