IMF desists from SL debt restructure amidst creditor’s assurance given for revamping

Colombo (LNW): Director of the Asia and Pacific Department of the International Monetary Fund (IMF), Krishna Srinivasan has stated that the debt relief Sri Lanka currently awaits is expected to contribute USD 17 billion to close the Balance of Payments (BOP) financing gap from 2023 – 2027.

Speaking at the World Bank Group and IMF Spring Meetings, Srinivasan stated the IMF aims to restore debt sustainability and the BOP pressures even after the programme ends.

Thus, he explained that while the debt relief programme will cover nearly USD 17 billion of Sri Lanka’s USD 24 billion financing gap, the rest of the funds are expected to be covered by International Financial Institutions (IFIs).

He noted, however, that the process according to which the restructuring will happen, or how the required relief will be provided, must be negotiated between Sri Lanka and its creditors, stating that the IMF ‘does not get involved’ in this process.

He explained that Sri Lanka will be required to negotiate the matter with its creditors, and the form in which the debt relief will be provided, including principle haircuts, extension of maturity and interest reductions.

Sri Lanka is expected to outline a blueprint later this month, which will provide a basis for engaging with their creditors pertaining to the debt restructuring process.

The World Bank, International Monetary Fund and India, current president of the Group of 20 (G20) major economies, issued a joint statement after the first full-fledged meeting of the new Global Sovereign Debt Roundtable, held during the spring meetings of the IMF and World Bank in Washington.

The statement, however, did not include mentions of any commitments by China, the world’s largest bilateral creditor, to speed the restructuring process.

Reuters reported Beijing was poised to drop its demand that multilateral development banks share in debt restructuring losses, partly in exchange for the IMF and World Bank providing earlier access to their debt sustainability analyses for countries receiving debt treatments.

But the statement only included the institutions’ part of that bargain, to share more information more quickly and for multilateral development banks (MDBs) to quantify “net positive flows” of concessional financing in restructuring cases.

IMF strategy chief Ceyla Pazarbasioglu said China and other participants had acknowledged that there are different ways of contributing to a restructuring, and “the best way for MDBs to contribute … is to provide fresh financing to countries, as much as possible in grant terms.”

Government eyes for more jobs for youth in Japan linking with Pasona Group

Colombo (LNW):Japan is ready to offer more employment opportunities for Sri Lankans with improvement of the country’s job availability ratio as employers looked to hire in preparation for a rebound in inbound tourism and other sectors following the removal of the nation’s pandemic-related daily arrival cap.

Taking a cue from this situation the Government of Sri Lanka and a leading business enterprise in Japan, Pasona Group have entered into a Memorandum of Understanding (MoU) pertaining to several factors, including employment opportunities for Sri Lankans in Japan.

Accordingly, the MoU was signed between Sri Lanka’s Ministry of Labour and Foreign Employment and the Pasona Group regarding job opportunities for Sri Lankan nationals in Japan, human resource development, bringing Japanese investments to Sri Lanka and promoting tourism.

The MoU was signed at the “Wave Riding Festival” theater in Awaji Island during the official visit of Labour and Foreign Employment Minister Manusha Nanayakkara to Japan.

According to this agreement, the Pasona Group will provide its support for the Japanese companies who wish to recruit Sri Lankan workers for employment opportunities.

In addition, the Pasona Group will also provide the necessary support required for Sri Lankans seeking employment in Japan, and will hold investment conferences and investment consultations to attract Japanese investors to Sri Lanka.

Programmes aimed to improve the skills and training of professionals employed in the tourism sector will also be implemented as part of the MoU, in a bid to promote Sri Lanka’s tourism industry.

A programme targeted at attracting more Japanese tourists to Sri Lanka is also due to be implemented, as per a statement issued by the Minister of Labour and Foreign Employment.

Minister Manusha Nanayakkara, who spoke at the signing of the MoU, said that Sri Lanka is facing the worst economic crisis since independence, and is currently working to build a stable country under the leadership of President Ranil Wickremesinghe.

The minister stated that this crisis is a crucial turning point in the history of the country and necessary policy reforms are currently being carried out to prevent such crises from occurring again.

In order to develop an efficient workforce, the minister said that by studying the best practices around the world including Japan, the workers will be given the opportunity to do flexible, part-time and multiple jobs.

The Minister stated that joining forces with the Pasona Group, a leader in human resources in Japan, is a historic day for Sri Lanka and that this partnership will bring mutual benefits to both countries in various fields.

China reaffirms commitment to Sri Lanka’s debt restructuring process, says spokesperson

In a regular press conference held on April 13, the spokesman for the Ministry of Foreign Affairs of the People’s Republic of China, Wang Wenbin, assured that China would continue to support Chinese financial institutions in actively working out the debt treatment for Sri Lanka.

Wenbin responded to a question regarding a new platform to coordinate restructuring of Sri Lanka’s foreign debt, which is expected to be announced by Japan, France, and India. He said, “We will work with relevant countries and international financial institutions to jointly play a positive role in helping Sri Lanka navigate the situation, ease its debt burden, and achieve sustainable development. At the same time, we call on commercial and multilateral creditors to take part in Sri Lanka’s debt restructuring based on fair burden-sharing.”

On April 12, Japanese Finance Minister Shunichi Suzuki announced that Japan, France, and India would launch a new platform for creditors to coordinate restructuring of Sri Lanka’s debt. He also expressed the hope that China would join the effort.

President’s New Year Message

The dawn of the Sinhala and Tamil New Year subsequent to the transition of the Sun from the house of Pisces to Aries, is considered as an extremely momentous occasion by the Sinhala and Tamil communities in the country.

On this propitious celebration, people traditionally engage in observing New Year customs at stipulated auspicious times, with the wish of securing abundant prosperity.
Last year, amidst the unprecedented economic crisis which disrupted our daily lives, we partook in the New Year rituals with untold hardship and was confined to a struggle in alleviating from this adversity.

However, I am gratified that the commencement of this year has presented a salubrious environment for us all, and therefore we should strive to be more affluent and prosperous, than today. We can undoubtedly achieve this aspiration by unitedly moving forward as one Sri Lankan nation. Accordingly, despite differences in political affiliation, ethnicity and religion, a fresh beginning is imperative to create a brighter future for us and our nation, in this New Year.

Sri Lankans To Celebrate Sinhala and Tamil New Year Amidst Traditional Customs and Beliefs

Colombo, Sri Lanka – The Sri Lankan communities celebrate the dawn of the Sinhala and Tamil New Year on April 14 with great enthusiasm and reverence. The New Year, locally known as ‘Aluth Avurudda’ in Sinhala and ‘Puththandu’ in Tamil, is observed with various rituals and customs that hold immense significance for both communities.

According to traditional astrological belief, the Sun completes its journey across the twelve Zodiac segments in a year, taking one month to travel through each constellation. The transition of the Sun from the House of Pisces to the House of Aries marks the beginning of the New Year (Aluth Avurudu).

A number of customs and traditional beliefs are associated with Avurudu celebrations in Sri Lanka. The Sinhalese community is highly influenced by astrological faiths and performs several religious practices during this time.

The auspicious times for various activities during the New Year have been specified by the astrologers for the year 2023. As per the guidelines, the New Year dawns at 2:59 p.m. on April 14 (Friday), while the inauspicious time, known as Punya Kaalaya or ‘Nonagathaya,’ is from 8:35 a.m. to 9:23 p.m. on April 14 (Friday).

The preparations for the New Year, including the preparation of meals, begin at 3:29 p.m. on April 14 (Friday). To perform this activity, one should light the hearth, clad in mix-colored clothes while facing the direction of the south. Prepare milk rice mixed with curd as well as sweetmeats containing Undu flour (Urad).

Other activities such as commencing work, transactions, and partaking in meals should be done on April 14 (Friday) at 5:05 p.m. while facing the direction of east, clad in mix-colored clothes. Anointing oil is recommended to be done on April 16 (Sunday) at 9:41 a.m. while facing the direction of the south, clad in red and yellow.

Leaving for work should be done on April 17 (Monday) at 6:28 a.m. clad in white-colored clothes while facing the south when leaving the house. Lastly, planting of tree saplings can be done on April 20 (Thursday) at 6:38 a.m. while facing the direction of east, clad in golden-colored clothes.

The Sinhala and Tamil New Year is a significant festival in Sri Lanka that brings people together to celebrate their culture and traditions. Despite the ongoing COVID-19 pandemic, the people of Sri Lanka have kept their spirit high and celebrated the festival with utmost reverence, following the traditional customs and beliefs.

Sri Lanka Embassy informs French media that “Sri Lanka is vibrant and open for tourism”

The Embassy of Sri Lanka in France, in collaboration with the Sri Lanka Tourism Promotion Bureau, organized a media briefing featuring the many attractions of Sri Lanka at the Embassy premises in Paris on 04 April 2023.The interactive press event attended by over 25 French travel and tourism media personnel, was organized to apprise the French traveler that Sri Lanka is once again open for tourism with a state-of-the-art service on offer. The event encouraged the French media to explore Sri Lanka as their next travel destination “to market” as well as “to visit”.

Sri Lanka’s Ambassador to France Manisha Gunesekera informed the gathering that Sri Lanka welcomed the year 2023 in a positive spirit with much expectation, having overcome the challenges of the past three years. She informed that Sri Lankans are a resilient people, in addition to being friendly and hospitable, and the country at present is vibrant and welcoming. The media was apprised on the tangible measures taken by the Government to facilitate the continued and uninterrupted supply of fuel, electricity, gas and other essentials, as well as to ensure the comfort and safety of tourists, including women travelers. The Ambassador highlighted the success of the recent internationally renowned Frenchwomen adventure challenge tour “Raid Amazones” to Sri Lanka, for the second consecutive year, as proof of the quality and vitality of the Sri Lanka tourism market.

SriLankan Airlines Country Manager for France Asiri Wickramasuriya made a presentation on the flag carrier SriLankan airlines and elaborated on the quality of service on offer to the French traveler. He also highlighted the efficacy of connectivity provided between Paris and Colombo by the airline.

The Embassy in a presentation highlighted the multifaceted attractions of Sri Lanka as a top tourism destination in the world, with a focus on areas of special interest to the French traveler.  A tourism video with updated information on Sri Lanka was also screened. The participants received with enthusiasm the news of the FAM tour that will be organized as a follow-up to the media briefing, in collaboration with Sri Lanka Tourism and SriLankan airlines.

France is placed among the top five source markets for tourism in Sri Lanka. During the first three months of 2023 Sri Lanka received 16,744 tourists from France, amounting to 5 percent of total tourist arrivals for the period.

SL Donates Consignment of Apparel to Earthquake Victims in Türkiye

The Government of Sri Lanka donated a consignment of  4.6 tons of apparel to the  victims  of the recent  earthquake  in Türkiye. Minister of Foreign Affairs Ali Sabry handed over the consignment to the Ambassador of Türkiye to Sri Lanka Rakibe Demet Sekercioglu on 12 April 2023 at the Ministry of Foreign Affairs.

Minister Sabry conveyed the solidarity of the Government and the people of Sri Lanka with the people of Türkiye, while highlighting the deep-rooted relations between the two countries.

The Prime Minister’s Office and the Ministry of Foreign Affairs of Sri Lanka facilitated the donation. Sri Lankan apparel industries Timex Garments, Sumithra Garments, DIAL Textile and several Civil Society Organization contributed to the donation.

In February, in the immediate aftermath of the devastating earthquake in Türkiye, Sri Lanka donated a consignment of Ceylon tea to the victims of the  earthquake.

Indian HC Baglay hosts grand iftar dinner in Colombo

Hon. Ali Sabry, Minister of Foreign Affairs of Sri Lanka was the Chief Guest.
