Sri Lanka’s current crisis exerts severe impact on BOI enterprises

Sri Lanka Board of  Investment (BOI) managed15 free trade zones are facing threat of halting manufacturing process owing to the current crisis situation in the country triggered by President Gotabaya Rajapaksa led government’s blunders  making the lives of around 150,000 employees in 300 large enterprises miserable as their jobs are now at stake. 

Cash strapped government’s ad-hoc policy changes, lengthy line agency approvals, obsolete labour laws and high utility costs were identified as impacting investor confidence and the down fall of enterprises 

The present situation of unrest triggered by economic hardships created by the government has exerted severe impact on BOI employees which will soon prompt them to take to streets agitating against the present rulers,several trade union leaders said. 

 This will result in workers uprising if no action is being taken  to address some of the procedural impediments in a number of key departments within the BOI.

Further  the government also made interventionist policies to arrest the ongoing economic fallout from COVID-19. But this in turn has altered the field of foreign direct investment towards manufacturing intended to the domestic market.

Under these circumstances the Free Trade Zone Manufacturers Association (FTZMA) has written to the Secretary to the President Gamini Senarath raising concerns about the current situation and its impact on Board of Investment (BOI) approved export industries. 

FTZMA has made particular reference to the lack of continuous power supply, fuel and gas shortages, etc.

It was pointed out that BOI exporters are the ones who bring foreign exchange into the country and therefore we are much perturbed by the current uncertainty and unrest prevalent in the country due to the Government’s failure to provide basic necessities to the people and employees who are going through severe hardships. 

“We respect our valuable employees exercising their democratic rights in response to such hardships by expressing their resentment in a democratic and peaceful manner,” FTZMA said. 

“We as an industry collective have been always helping the economic wellbeing of the country. It is therefore we believe the responsibility of a government is to ensure smooth operations of the industry.

“The current situation of the country is not at all conducive to such. Considering this we shall express our disappointment at the way your Government is managing the situation as there is an imminent danger of major disruption due to employee unrest,” FTZMA letter signed by Chairman Jatinder Biala and Secretary Dhammika Fernando stated.

“Therefore, we urge and support establishing an urgent, solid recovery path back to sustainability and prosperity for the people of this great nation. We look forward to your urgent action to restore normalcy. This is the fervent hope of a hundred strong members of our association and their employees,” it added. 

The people’s power can no longer be contained by the chains of corruption

Transparency International Sri Lanka (TISL), as an independent local organization that has been working in Sri Lanka for the past two decades with the mission to fight corruption, stands in solidarity with the people across the country who are mobilizing independently against the corrupt in a non-violent manner.   

TISL notes that the current situation in the country has been caused by decades of misuse and mismanagement of public resources on a large scale, systemic corruption coupled with kleptocracy, and an overall lack of transparency and accountability in both governance as well as in the public service sector.  

TISL also strongly condemns the attempts of the President and the administration to stifle the constitutionally enshrined freedoms of expression and lawful assembly of the citizens through the use of emergency regulations, curfew and social media blackouts. The right to freedom of expression is an important counterbalance to corruption in the country. The people have now delivered their message loud and clear. The dormant voices of the people of this country have joined in unison to create a powerful shockwave that might have taken most of those in power by surprise.  

Sri Lankans should be vigilant at this point as chaos at the highest levels affords the opportunity for political maneuvering and for those with ulterior motives to rise to power. This is as true in Sri Lanka as in other countries – in times of strife, those who rise to power can have further corrupt influence, devastating our beloved motherland.  

It is important to recognize the fact that Sri Lanka has been on this path to economic turmoil since gaining independence in 1948, due to corruption. TISL’s work in Sri Lanka has shown that those in power employ a number of varying tactics to support their corrupt activities. Structural weakening of accountability frameworks, interference with the public service, abuse of state-owned enterprises (SOEs), rampant abuse of public resources, siphoning away of public funds, cronyism and nepotism are but a few ways in which successive governments have plundered the wealth of this nation and brought the country to its knees.  

If a country’s policies, laws and systems are changed for the benefit of those in power and not for the country, that is identified as a captured state. However, the fact that there is now a common understanding as a nation that eradicating corruption is essential for the country to overcome this crisis, provides Sri Lanka a great moment and hope of transformation. 

TISL calls for the President and the current administration to bow to the will of the people. TISL also calls on the law enforcement authorities to act independently in order to ensure that those in power are held accountable for their actions and brought before the law. They must also safeguard the constitutionally guaranteed rights of the people and impose serious penalties against officers of the law who carry out their own form of vigilante justice.   

The people are watching.

Former Minister Wimal Weerawansa speaking to a briefing called in by the 11 party group of the government in Colombo today (04) reiterated that there is no point in repairing this regime which has been rejected and disgusted by the people and therefore it should be removed.

Therefore, an interim administration backed by a majority in Parliament should be adapted, the former Minister added, emphasising that the people have now proven that they would have to relinquish their sovereignty despite the rulers’ greediness to hold power.

SLFP leaves government

The Parliamentary group of the Sri Lanka Freedom Party (SLFP) has decided to leave the government and act as an independent group.

Accordingly, the 14 MPs representing the SLFP will be serving in Parliament as independent members.

Coincided with the SLFP’s decision, state ministers representing the party, Priyankara Jayaratne, Lasantha Alagiyawanna and Duminda Dissanayake have resigned from their ministerial portfolios.

Prof. G.L. Peiris – Foreign Affairs Minister
Johnston Fernando – Highway Minister
Dinesh Gunawardena – Education Minister

These ministers have been appointed on a temporary basis until a permanent Cabinet is appointed, sources added.
